Hai Phong: Requesting Nguyen Khuyen High School to report on collecting fees for 12th grade graduation exam preparation

Previously, Nguyen Khuyen High School (Vinh Bao Commune, Hai Phong City) was reported to have some revenue and expenditure items that were not in accordance with regulations, showing signs of preferential appointment and promotion of teachers in the 2024-2025 school year.

Specifically, during the high school graduation exam review period for 12th graders, the school organized 11 weeks of review sessions, charging 800,000 VND/student against regulations. In addition, when the Hai Phong Department of Education and Training had allocated a support fund of 180,000 VND/lesson for teachers, the school still collected an additional 600,000 VND/student.

The total amount of money allegedly collected illegally is 1.4 million VND, the school has 450 grade 12 students, the amount is up to 630 million VND. In addition, the school is also accused of organizing 2 additional 4-day examinations, collecting money for exam papers and exam questions.

In addition, a female teacher was given preferential treatment for holding four positions in addition to her teaching duties. The school principal was also accused of giving preferential treatment to a teacher with no outstanding achievements.

Regarding these reflections, a representative of the Department of Education and Training of Hai Phong said that, up to now, the Department has not received a written explanation report from Nguyen Khuyen High School.

However, the school has a preliminary report to the Department's leaders that, in order to implement Circular 29 on extra teaching and learning, it has developed a graduation exam review plan for 12th grade students from March 17 to June 21.

According to the school's preliminary report, teachers volunteered to teach, students volunteered to participate, and no money was collected. From May 12 to June 21, teachers directly teaching classes were supported with 180,207 VND/period from the city budget and the school paid in full.

The school board said that the information about collecting 600,000 VND and 800,000 VND/student is untrue.

The school will also only organize two graduation exams in 2025 according to the schedule of the Department of Education and Training (April 17-18 and May 19-20), will not organize additional exams and will not collect fees against regulations.

Regarding the reflection of preferential treatment for teachers holding multiple positions, the school informed that because there were no young teachers to replace them, there were teachers holding the position of Secretary of the Youth Union; psychological counseling tasks were undertaken by teachers with a Master's degree in school counseling, in accordance with regulations and voluntarily, without receiving benefits; the position of Deputy Head of the professional group was appointed in 2022 according to the Department's instructions.

This teacher only receives allowance for one position, other tasks are done voluntarily, without benefits.

A representative of the Hai Phong Department of Education and Training said that the unit has not received an official written report and has not received direct feedback from residents and parents. Therefore, up to now, the Department has not established an inspection team for Nguyen Khuyen High School.
