Accordingly, the work of preparing and approving annual land use plans is not close to the actual situation of socio -economic development in the locality, leading to some implementation targets not meeting requirements. Land planning and some sectoral planning are still lacking in synchronization. Some cases have not complied with the order and procedures for consulting relevant ministries and sectors when adjusting the planning, leading to difficulties in implementation.

There are also some shortcomings in the mineral management sector in Phu Yen. The Government Inspectorate concluded that the licensing of mineral exploitation is not uniform among localities. The project to dredge and clear the Da Dien estuary channel under the form of socialization has not followed the correct procedures, has not registered the recovered output, has not approved the mining right fee, has not determined the elevation and time of temporary dumping of dredged volume, leading to floods washing away the volume temporarily stored at the storage site, increasing dredging costs.
Regarding the management of construction investment, the Government Inspectorate pointed out that in the appraisal and approval of investment policies, 18 projects with an investment of VND 3,787,788 billion were approved but not implemented, stopping at the stage of project investment preparation, causing waste of investment costs. Many projects were delayed in completion and put into use due to the lack of strict appraisal and approval of investment policies, and the failure to balance capital sources according to project progress.
In addition, the bidding process still has errors and violations in the appraisal and approval of bidding plans, the preparation of bidding documents, request documents, and the evaluation of contractor selection results. The online contractor selection process has not been implemented according to the roadmap. The savings through bidding are still low, not saving the budget. In addition, the final settlement work has 12 projects that are more than 6 months behind schedule; 12 projects are more than 24 months behind schedule.
