At least 28 people have died this week in rain-related incidents in the Indian state of Gujarat, officials said, while meteorologists in India and neighboring Pakistan warned that more heavy rains and strong winds were expected to hit the coast.
Reuters television footage showed people wading through waist-high water. Vehicles and roads were flooded in some parts of the state.

Since August 25, more than 18,000 people living in coastal towns in Gujarat state have been evacuated. The army has also joined the relief efforts. Heavy rains have also hit the city of Jamnagar, home to the world's largest oil refining complex.
In the nearby town of Vadinar, oil refining company Nayara Energy still operates another refinery.
A deep depression off the coast of Gujarat is expected to intensify into a cyclonic storm on August 30, but is expected to move away from the Indian coast in the next two days, the India Meteorological Department (IMD) said. The IMD has forecast extremely heavy rainfall in Gujarat's Bharuch, Kutch and Saurashtra districts on August 30.
In Pakistan, the weather agency warned fishermen not to go to sea until August 31. The rain also caused flash floods in the neighboring Pakistani port city of Karachi, causing power outages, media reported.
Pakistani authorities have also warned of flash floods in two districts of southern Sindh province, which is still recovering from massive floods in 2022 that submerged large swathes of the country and damaged the economy .
