Inspected and handled more than 8,300 violations
Before entering the question and answer session, the Director of the Department of Industry and Trade reported to the Provincial People's Council on the direction, operation and state management of commercial business activities that the Provincial Party Committee and the Provincial People's Committee are particularly interested in. In 2024 and the first 6 months of 2025 alone, the Provincial People's Committee and the Provincial Steering Committee 389 issued 38 documents and plans to direct inspection, control, and combat smuggling, trade fraud and counterfeit goods at specific times; focusing on e-commerce items, e-cigarettes, food safety, gold, gasoline, illegal transportation of firecrackers across the border, and anti-smuggling by air, etc.
The Provincial Party Standing Committee also issued two directives on continuing to promote the peak of the fight to prevent and repel smuggling, trade fraud and counterfeit goods, and infringement of intellectual property rights to implement the peak periods and conclusions of the Prime Minister, Deputy Prime Minister, and Head of the National Steering Committee 389 in 2025.

Based on the direction of the Provincial Party Standing Committee, the Provincial People's Committee, the Provincial Steering Committee 389, relevant departments, branches and localities have synchronously and drastically deployed state management solutions in the fields of trade, health, agriculture , customs and tax; contributing to establishing a transparent business environment, protecting consumer rights and effectively preventing and combating smuggling, trade fraud, counterfeit goods and poor quality goods.
Law dissemination work has been widely implemented. Many training and communication conferences have been organized to raise awareness of food safety, consumer rights, e-commerce, etc.; associated with strengthening the organization of signing commitments with organizations and individuals not to participate in transporting and trading in smuggled and prohibited goods, etc.; not to produce and trade in counterfeit goods or goods that violate food safety.
Particularly, the Market Management force, from 2024 to present, has signed 2,480 commitments with organizations and individuals operating in production and business in the province.

Coordination between forces is effectively implemented according to Decision No. 32, dated April 25, 2022 of the Provincial People's Committee on the Regulations on responsibilities and coordination between State management agencies in the fight against smuggling, trade fraud and counterfeit goods.
Results of inspection and handling of violations in the fight against smuggling, banned goods, counterfeit goods, trade fraud and food safety by functional forces in the province from the beginning of 2024 to May 31, 2025 with a total of 8,339 cases; prosecuted 1,378 cases/1,857 subjects; fined nearly 394 billion VND.
Many typical violations were discovered and strictly handled by the authorities and recognized by the people.
At the same time, the province also promotes solutions to promote production, circulation of goods, connect supply and demand, promote trade, put products on e-commerce platforms and attract investment in trade infrastructure, contributing to economic development and protecting consumers in a sustainable way, preventing and combating the production of counterfeit, fake and poor quality goods.

4 existing problems and limitations
Besides the positive results, Director of the Department of Industry and Trade Pham Van Hoa also frankly admitted: The situation of smuggling, production of fake goods, poor quality goods, and violations of food safety in the area is still complicated, appearing in many market segments, many areas but has not been prevented and thoroughly handled.
The effectiveness of the fight is not high and there are still many difficulties, especially in areas such as intellectual property rights violations, e-commerce, online sales, dirty food, fake drugs, etc.

The work of propagating and mobilizing people to participate in the fight against smuggling, trade fraud, counterfeit goods, poor quality goods and dirty food has not really had depth, and the effectiveness of spreading in the community is not high.
There are still omissions and gaps in the organization and coordination in management, inspection, supervision, and sharing of data and information among forces.
8 key task groups and solutions
Based on clearly pointing out the subjective and objective causes of the existing problems and limitations, Director of the Department of Industry and Trade Pham Van Hoa proposed 8 groups of key tasks and solutions in the coming time.
In particular, Nghe An province determined to continue to strictly implement the direction of the Government and the Prime Minister, the National Steering Committee 389 on the prevention and combat of smuggling, trade fraud and counterfeit goods in accordance with the actual developments in the locality. In the immediate future, focus on implementing Directive No. 19, dated June 16, 2025 of the Provincial People's Committee on continuing to promote the peak of the fight against smuggling, trade fraud, counterfeit goods and infringement of intellectual property rights.
Strengthen propaganda, legal education, warn people about goods of unknown origin; organize signing of commitments, announce "hotline" to denounce violations of organizations and individuals in production and business.
Tighten market management, e-commerce, strictly inspect import-export, production, advertising activities, especially food and medicine.
Improve the capacity and effectiveness of the authorities in combating and handling violations: increase the application of AI technology to analyze and detect counterfeit goods on e-commerce platforms to accurately identify the addresses of subjects taking advantage of e-commerce to trade in counterfeit and poor quality goods in the area in order to promptly detect, arrest and handle them.
Along with that, the province will perfect institutions, invest in equipment, support production and business development, promote Vietnamese goods, build product brands, contribute to protecting consumers and promoting healthy market development...
At the question and answer session, leaders of several departments and branches in Nghe An also answered questions from delegates about related fields.
