Ho Chi Minh City People's Council applies 'virtual assistant' to review draft resolutions

In order to improve the efficiency of the City People's Council's committees, the Ho Chi Minh City Department of Information and Communications has coordinated with the City People's Council Office to organize a pilot implementation of software to support the City People's Council's activities. This includes the application of artificial intelligence to review draft resolutions at the 17th session - 10th term (2021 - 2026).

Normally, the review of draft resolutions of the committees under the City People's Council is carried out by transferring paper documents to the People's Council delegates for review and comments. This causes many difficulties for delegates in the process of reading and looking up related documents due to the large number of paper documents.

The software has digitized the entire process of reviewing draft resolutions of the City People's Council. At the same time, artificial intelligence is applied to look up documents, summarize the main content of the document, convert text to voice, and convert voice to text. The final result of the software is to support the export of draft review minutes.

The software testing has helped delegates access appraisal records more promptly and fully, and can give comments anytime, anywhere, regardless of the organization of meetings.

At the end of the review process, delegates will "press the button" to vote in favor of the draft resolution being submitted to the People's Council for approval.

It can be seen that through the software, the process of reviewing draft resolutions of the City People's Council will also be more public.

The software supporting the activities of the City People's Council is phase one of the project to build a virtual assistant to serve civil servants and city leaders, implemented by the Department of Information and Communications in coordination with relevant agencies and units.

This is an important content in the city's digital transformation plan that will be implemented in the near future to improve the productivity of officials and civil servants.
