To improve the efficiency of the committees of the Ho Chi Minh City People's Council, the Ho Chi Minh City Department of Information and Communications, in coordination with the Office of the People's Council, has organized a pilot implementation of software to support the activities of the People's Council. This includes the application of artificial intelligence to review draft resolutions at the 17th session of the 10th term (2021-2026).
Typically, the review of draft resolutions by committees of the City People's Council is carried out by transferring paper files to People's Council members for review and comments. This creates many difficulties for members in reading and searching for relevant documents due to the large number of paper files.
This software has digitized the entire process of reviewing draft resolutions of the City People's Council. It also applies artificial intelligence to search for documents, summarize the main content of documents, convert text to speech, and convert speech to text. The final result of the software is the ability to export review minutes of draft resolutions.

The software pilot program has enabled delegates to access assessment documents more promptly and comprehensively, and to provide feedback anytime, anywhere, regardless of meeting schedules.
At the end of the review process, the delegates will "press the button" to vote in favor of the draft resolution being submitted to the People's Council for approval.
It can be seen that through the software, the process of reviewing draft resolutions of the City People's Council will also be more transparent.
The software supporting the operations of the City People's Council is the first phase of a project to build a virtual assistant for civil servants and city leaders, implemented by the Department of Information and Communications in coordination with relevant agencies and units.
This is an important component of the city's digital transformation plan, which will be implemented in the near future to improve the productivity of officials and civil servants.
