On the evening of January 13, the Nha Trang City Police Investigation Agency issued a decision to prosecute and arrest Nguyen Thanh Binh (also known as Binh "Con", 53 years old, residing in Nha Trang City) to investigate the crime of Disturbing public order.

According to initial investigation results, on the afternoon of January 11, while traveling on Tran Phu Street, Mr. Binh stopped his Mercedes car near Tram Huong Tower (Loc Tho Ward, Nha Trang City) to pick a flower branch to give to a female colleague traveling in the same car.

Discovering the flower picking in the public park, Ms. H., a female urban environmental worker, reminded Mr. Binh. He immediately started cursing and insulting the female worker. Not stopping there, Mr. Binh opened the trunk of his car and took out a sword to threaten the woman.

Mr. Nguyen Thanh Binh is Chairman and General Director of Phuc Binh Nha Trang Group.

According to information from the National Business Registration Portal, Phuc Binh Nha Trang Group was established in January 2017 with the initial name of Phuc Binh Tourism Services Company Limited. The company's headquarters is located in Phuoc Tien Ward, Nha Trang City, Khanh Hoa Province.

The initial registered charter capital was VND5 billion. The main registered business line was wholesale of agricultural and forestry raw materials (except wood, bamboo) and live animals.

The owner and Director of the enterprise is Mr. Nguyen Thanh Binh (born in 1972). Mr. Binh's permanent address coincides with the enterprise's headquarters.

In February 2017, the company changed its legal representative to Ms. Le Thi Lan (born in 1974). Ms. Lan also assumed the position of General Director. The company's main business line was changed to real estate consulting, brokerage, auction, and land use rights auction. The total number of employees at this time was 8 people.

Shareholders contributing capital to establish the enterprise include Ms. Van Thi Xuan contributing 50 million VND (equivalent to 1% of charter capital), Mr. Nguyen Thanh Binh contributing 2.5 billion VND (equivalent to 50% of charter capital), Ms. Le Thi Lan contributing 2.45 billion VND (equivalent to 49% of charter capital. In which, Ms. Than and Mr. Binh have the same permanent address.

In March 2017, the position of Director and legal representative was transferred to Mr. Nguyen Thanh Binh. The number of employees according to tax registration was reduced to 5 people.

By March 2020, this enterprise increased its capital to 100 billion VND but did not announce the shareholder structure. The company's name was also changed to Phuc Binh Real Estate Tourism Services Company Limited.

Mr. Binh contributed 98 billion VND (equivalent to 98% of the charter capital), Ms. Le Thi My Linh and Mr. Nguyen Ai Quoc contributed 1 billion VND (equivalent to 1% of the charter capital, respectively).
