Lai Chau: Regular press conference for the third quarter of 2025

At the Press Conference, information was provided on: Socio-economic situation in the first 9 months of 2025 in Lai Chau province; difficulties and obstacles in the operation of local government at 2 levels in Lai Chau province at present; orientations and solutions for the coming time; work to prevent and combat crimes and social evils, especially crimes using high technology to commit fraud in cyberspace; OCOP products, agricultural production in the direction of safety and organic in Lai Chau province; implementation of key traffic works and social housing projects after the 15th Lai Chau Provincial Party Congress; results of organizing activities to respond to and celebrate the 80th anniversary of the August Revolution and National Day September 2; results of participating in the National Achievements Exhibition on the occasion of the 80th anniversary of National Day (September 2, 1945 - September 2, 2025) with the theme "80 years of the journey of independence - freedom - happiness".

Accordingly, in the first 9 months of 2025, all levels, sectors, localities and units have made efforts to overcome difficulties, closely following the Central's directives and the actual situation of the Province to carry out assigned tasks. The province's socio-economic development continued, with GRDP growth reaching 8.53%, ranking 2nd in the region and 12th nationwide.

Regarding difficulties in operating the two-level government: The whole province still has 30 communes and wards that do not have standard headquarters, many officials hold concurrent positions, and lack the skills to perform new tasks; facilities and information technology infrastructure are still weak, and 6 villages do not have electricity. In the coming time, the province will focus on perfecting the organizational apparatus, streamlining the payroll, arranging personnel according to job positions, improving the capacity of the team, promoting digital transformation and administrative reform, ensuring effective and efficient government operations, close to the people and better serving the needs of the people.

Regarding the prevention and combat of high-tech crimes: In the first 10 months of 2025, the Provincial Police prosecuted 14 cases and 35 subjects related to high-tech crimes. Notable are sophisticated forms of online fraud, using AI, deepfake, impersonating police and courts to appropriate property; organizing online gambling, trading drugs and rare animals in cyberspace. The Public Security sector has strengthened coordination among forces, stepped up propaganda to warn people, tightened cyberspace management, strictly handled violations, contributed to maintaining security and order, and protected people from increasingly sophisticated high-tech crimes.

Regarding the development of OCOP products and safe agriculture: Up to now, Lai Chau has 226 OCOP products with 3 stars or more from 115 entities. Typical products such as smoked meat, cordyceps, specialty rice, and medicinal herbs are strongly promoted. High-tech agriculture has developed with more than 260 hectares of VietGAP tea, 9,000 m³ of cold-water fish, 1,000 hectares of VietGAP livestock, and 4,000 hectares of fruit trees with growing area codes. The province promotes traceability, intellectual property, and food safety chains, aiming for green and sustainable agriculture, increasing the value of agricultural products and people's income.

Regarding the activities to celebrate the 80th anniversary of the August Revolution and National Day September 2, there were hundreds of cultural, artistic, sports and propaganda programs taking place throughout the province. Highlights included the Exhibition of National Achievements in Hanoi, Than Uyen Independence Day, flag-raising ceremony, parade, fireworks display and thousands of news and propaganda articles in newspapers and social networks. The events attracted a large number of people and tourists to participate, contributing to fostering patriotism, national pride, promoting the image of a dynamic, united and hospitable Lai Chau to domestic and foreign friends.

At the National Exhibition Center (Co Loa - Hanoi), Lai Chau participated in two spaces: "Land - Nature - Culture - People of Lai Chau" and "3-region culinary train". The exhibition booth introduced OCOP specialties such as five-color sticky rice, grilled fish, smoked meat, black sticky rice cake and demonstrated traditional handicrafts. In 19 days, Lai Chau space attracted nearly 2 million visitors, highly appreciated for its cultural identity, cuisine and tourism. The event contributed to spreading the image of Lai Chau as a beautiful, friendly, and deeply integrated province with the whole country.

Regarding key traffic works and social housing: The project connecting Noi Bai - Lao Cai Expressway with Lai Chau City has cleared 99.72% of the land, 5/5 construction packages are under construction, some packages are expected to be completed by the end of 2025, early 2026. The road tunnel project through Hoang Lien Pass is preparing to start construction in the fourth quarter of 2025. Regarding social housing, the province aims to complete 1,500 units by 2030; the first project with 960 units in Doan Ket ward has been approved, contributing to solving the housing needs of low-income people and implementing the social security goals according to the Resolution of the 15th Provincial Party Congress.

After listening to the content of the questions, representatives of the leaders of the functional departments and branches answered to clarify and provide additional information related to the content asked in a frank, clear and specific manner; at the same time, they proposed solutions for better implementation in the coming time.
