Create a fundamental and strong shift in the quality of education and training
The report on the Investment Policy of the National Target Program on Modernization and Improvement of Education and Training Quality for the 2026 - 2035 period presented by Minister of Education and Training Nguyen Kim Son said that the Program was built to realize the Party's policies, the State's laws, strategies, planning, and socio-economic development plans of the country in general and of the education sector in particular.
The beneficiaries of the Program are public preschool, general education, vocational education and higher education institutions (excluding schools: Friendship T78, T80, Viet Bac Highland High School, University Preparatory School and boarding and semi-boarding schools for ethnic minorities invested in the National Target Program for Socio -Economic Development in Mountainous and Ethnic Minority Areas). Children, pupils, students, learners, teachers and educational administrators in educational institutions; relevant organizations and individuals of state management agencies on education.

The Program implementation period is 10 years (from 2026 to 2035), divided into 2 phases.
In particular, the 2026 - 2030 period focuses on solving the limitations and challenges that have arisen in the past; implementing and completing all or part of a number of key targets that need support from the state budget set out by 2030 in Resolution No. 71-NQ/TW and related regulations.
Phase 2031 - 2035: continue to build and deploy tasks and goals set up to 2035.
The overall objective of the Program is to standardize and modernize the entire education and training system, creating a fundamental and strong shift in the quality of education and training. Expanding learning opportunities for all people, ensuring fairness in access to education, the right to lifelong learning; increasingly better meeting the needs of human resources, especially high-quality human resources, for the country's rapid and sustainable development in the context of globalization, science - technology, innovation and digital transformation.

Total resources mobilized to implement the Program for the 2026-2035 period are about VND 580,133 billion.
Review and ensure compliance with the principles prescribed by the Law on Public Investment
The review report presented by Chairman of the Committee on Culture and Society Nguyen Dac Vinh stated that the Committee agreed with the necessity of investing in the Program to institutionalize the Party's policy on development and fundamental and comprehensive innovation of education and training; and that the Program ensures compliance with regulations on national target programs according to the Law on Public Investment.
The Committee also basically agreed with the Government's proposal on the name, beneficiaries, total central budget investment, objectives and component projects of the Program.
Regarding the goals of the Program by 2030 and 2035, the Committee agreed on the common goals with two major issues: comprehensive modernization of the national education system, creating fundamental and strong changes in the quality of education and training; and ensuring fairness in access to education.

Regarding specific goals, the Committee recommends that it is necessary to carefully study and calculate the conditions to ensure feasibility in order to consider the targets of 30% (by 2030) and 100% (by 2035) of preschool and general education institutions implementing English as the second language in schools (including facilities and supply of teachers to teach subjects in English).
The goals for facilities in preschool and general education should be determined based on the criteria of having enough solid classrooms that meet the standards set by the Ministry; and being fully equipped with minimum teaching equipment.
For the goal of learners and teachers, there should be a target on the number of people sent to study at prestigious, quality universities abroad using the state budget.
Regarding the component projects of the Program, the Committee recommends reviewing and ensuring compliance with the principles prescribed by the Law on Public Investment, that is, not overlapping with programs and projects that have had investment policy decisions or investment decisions.
