Many "bright spots" in implementing Party building work

In 2024, Hanoi city has implemented its goals and tasks in a context of intertwined difficulties and challenges. With a proactive spirit and high political determination, the Hanoi Party Committee has closely followed the direction of the Central Committee, the key tasks and the working theme of 2024 "Discipline, responsibility, action, creativity, development" to focus on leading and directing all levels, sectors and localities to implement the work of building the Party and the political system with many "bright spots".

According to Standing Committee member of the City Party Committee, Head of the Organization Committee of the City Party Committee Vu Duc Bao, the city has completed many important strategic tasks, creating a premise for the development of the Capital in the coming period, such as: The Capital Law 2024 was passed by the National Assembly with outstanding mechanisms for development; 2 Capital planning projects were approved by the Prime Minister.

The capital's economy continues to recover; state budget revenue in the area increases; economic structure shifts towards sustainability, increasing the proportion of trade and services, especially revenue from tourism and cultural activities. Production, business activities; urban management and development have changed positively; urban infrastructure is well maintained; cultural and social fields continue to develop, education quality is maintained; social security is ensured; national defense, political security, social order and safety are maintained.

Hanoi has proactively responded and resolutely implemented measures to overcome the consequences of fires, storms, and floods. Foreign affairs and international integration activities continue to be effectively implemented.

The City Party Committee has also directed all levels and sectors of the city to focus on concretizing and thoroughly implementing the guiding documents of the Central and the City on Party building and personnel work; resolutely implementing key tasks and strategic tasks related to the development of the Capital such as: Implementing Directive 35-CT/TU dated June 14, 2024 of the Politburo on Party congresses at all levels, towards the 14th National Congress of the Party; Resolution 1286/NQ-UBTVQH15 on the arrangement of commune-level administrative units of Hanoi city for the period 2023 - 2025; summarizing the implementation of Resolution No. 18-NQ/TU of the 12th Party Central Committee.

Regular and key contents in propaganda work, Party building organization, inspection, supervision, mass mobilization, internal affairs, and Party Committee offices continue to be implemented synchronously, achieving comprehensive results. The effectiveness and efficiency of government operations at all levels have been enhanced. The role of the Fatherland Front and socio-political organizations has been increasingly promoted, operating practically and closely with the grassroots.

The Hanoi Party Committee has also proactively directed the preparation work for Party congresses at all levels and the 18th City Party Congress.

Administrative reform in the Party and digital transformation in the political system have been resolutely directed, deploying software applications in operational activities and professional tasks; directing the construction and putting into operation the City Party Committee's Data Integration Center to initially meet the requirements of exploitation and use.

Exemplary in arranging and building the political system

Identifying 2025 as a year of special importance, the final year of implementing the 5-year Socio-Economic Development Plan 2021 - 2025, the year of holding Party congresses at all levels, towards the 14th National Congress of the Party, with many important anniversaries of the Capital and the country, the City Party Committee aims to promote the role and responsibility of leaders; focus on the grassroots; closely direct, resolutely, with focus and key points; at the same time clearly identify key tasks of Party building and political system building.

Specifically, the city is a model leader in arranging and building a streamlined political system that operates effectively and efficiently; promptly completing the work of consolidating, perfecting, and synchronously arranging grassroots Party organizations and Party committees under the City Party Committee in accordance with the direction of the Central Committee.

Along with continuing to thoroughly grasp and effectively implement Directive 35-CT/TU of the Politburo and Plan 258-KH/TU dated July 15, 2024 of the City Party Committee on leadership and direction of organizing Party congresses at all levels for the 2025-2030 term towards the 18th Congress of the City Party Committee, Hanoi will continue to strongly innovate the Party's thinking and leadership methods, improve the effectiveness and efficiency of the political system, ensure science and practicality. Thereby, arousing the determination to innovate and create, creating an important breakthrough in developing a green, cultured, civilized, modern, and happy Capital, worthy of its exemplary role, leading the way in the new era, the era of national development.

The City Party Committee also aims to continue to lead and direct the implementation of goals and targets according to Resolution No. 15-NQ/TU dated May 5, 2022 of the Politburo on "Orientations and tasks for the development of Hanoi Capital to 2030, with a vision to 2045"; focus on leading, directing, and coordinating the implementation of plans to promulgate mechanisms, policies, contents, and tasks according to the provisions of the Law on the Capital; and implement two major plans of the Capital that have just been approved.

Along with that, the City Party Committee is determined to accelerate the digital transformation process in the operations of Party and State agencies to innovate and create comprehensive, strong and substantial changes in leadership and direction methods.

The city will also build and complete a modern, safe and synchronous information technology infrastructure; make the most of the information, data and technical infrastructure that has been invested in and built in the previous period, which is still suitable and put into effective exploitation, avoiding overlapping, scattered and wasteful investment.

At the 21st Conference of the City Party Executive Committee on the morning of January 21, 62/62 delegates present voted to evaluate and classify the City Party Committee as Excellent in its Mission. According to Standing Deputy Secretary of the City Party Committee Nguyen Van Phong, this is an important premise and great motivation for the City Party Executive Committee, the Standing Committee and the Standing Committee of the City Party Committee to confidently continue to lead and direct the successful implementation of political tasks, realizing the aspiration of building a green, cultured, civilized, modern and happy Capital.
