On the afternoon of June 22, Prime Minister Pham Minh Chinh, Head of the Steering Committee for National Target Programs, Chairman of the Central Emulation and Reward Council chaired the national online conference to review the National Target Program on New Rural Development, the National Target Program on Sustainable Poverty Reduction and the Movement "The whole country joins hands to build new rural areas", the Movement "For the poor - No one is left behind" for the period 2021-2025.
The conference was held directly at the Government Headquarters and online nationwide.
Attending the conference were: Politburo member, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; Vice Chairman of the National Assembly Le Minh Hoan; Deputy Prime Ministers: Tran Hong Ha, Mai Van Chinh; leaders of ministries, departments, branches, central agencies; leaders of provinces and centrally run cities; business associations, large economic groups; international organizations in Vietnam.
Opening the conference, Prime Minister Pham Minh Chinh said that agriculture, farmers and rural areas are the foundation and pillars of the socio-economy; "farmers are the center, agriculture is the driving force, rural areas are the foundation"; contributing significantly to stabilizing the macro-economy, controlling inflation, ensuring food balance; a place to create, preserve and pass on the cultural heritage of the rice civilization...
The Prime Minister said that the Government organized the conference in the context of the whole country arranging and organizing two-level local governments, ending the historical role and mission of district-level governments, to look back at the journey and results achieved in recent years, and at the same time, to propose new guiding viewpoints and policies in implementing national target programs in the coming years, in accordance with the two-level local government model and no longer at the district level.
According to the Prime Minister, to implement the above-mentioned national target programs, the Government has issued Decrees stipulating the management mechanism and organization of the implementation of national target programs. The Steering Committee system has been established from the central to the communal level to direct the implementation of national target programs. Along with the implementation of these two national target programs, we also launched two emulation movements "The whole country joins hands to build new rural areas" and "For the poor - No one is left behind" to mobilize the participation of the entire political system, encourage the participation of the entire population, the business community, domestic and foreign organizations to successfully implement the goals of the Program.
The Prime Minister affirmed that the Sustainable Poverty Reduction Program has achieved the target of reducing the poverty rate according to the annual targets assigned by the National Assembly and the Government; achieved 5 specific targets and 5 targets for the 5-year period of the Program; achieved 9/12 targets to address the shortage of basic social services; the New Rural Development Program has 79% of communes meeting the new rural standards, 51% of district-level units recognized as meeting the standards or completing the task of building new rural areas; 12 provinces and cities have been recognized by the Prime Minister as completing the task of building new rural areas.
Emulation movements were widely launched to localities, families, people, and business communities. Through the emulation movements, many good and creative ways of doing things brought about practical results, and many advanced models were recognized and commended.
However, according to the Prime Minister, there are still many areas with high poverty rates; the development gap between regions is still large; many poor districts still do not have new rural communes; the quality of criteria after reaching the standards in some localities has not been focused on maintaining.
Considering that the emulation and reward work still has shortcomings such as not discovering and rewarding typical examples in a timely manner, many individuals and organizations with many contributions have not been rewarded or commended..., the Prime Minister requested the conference to focus on evaluating the implementation results compared to the set goals; clearly identify the goals and targets that have been achieved, exceeded, and not achieved; specifically analyze the limitations, difficulties, and obstacles; point out the causes and draw lessons in implementing the two programs for the 2021-2025 period and the emulation movements; share good, creative, and typical ways of doing things and models; propose orientations for the National Target Program on New Rural Construction and Sustainable Poverty Reduction for the 2026-2035 period...
