The grassroots information system has been invested in, people have access to the Party and State's policies and guidelines, and have learned knowledge and experience in production and business, thereby changing their thinking and working methods, proactively rising out of poverty. Propaganda and mobilization work has changed and raised workers' awareness in participating in vocational training, training and transferring scientific and technological advances to improve production skills and qualifications, increase productivity and product quality, find jobs, create jobs, increase income, and improve their lives.

To improve the quality of direct labor resources, Hieu Giang Commune People's Committee has developed a plan and implemented an investigation and review of the current situation of quantity, quality, structure and fluctuations of the labor force in the area; coordinated with socio-political organizations to investigate the need for vocational training, vocational certification testing, training in science and technology transfer and training in production linkage skills for workers. At the same time, vocational training and improving the quality of human resources are linked to meeting the need to organize the production of agricultural products with local strengths.

Many diverse information channels help poor households, near-poor households, and newly escaped-poverty households increase their access to information and organize counseling and vocational training according to their needs, linked to job creation. Up to now, the rate of trained workers in Hieu Giang commune has reached 85%; the rate of workers with degrees and certificates has reached 60%; and over 90% of trained workers have jobs. The average poverty rate is 2.17% and has decreased over the years.

Promote information on labor market and employment

After merging and implementing the 2-level local government model, Hieu Giang commune has many advantages for developing industry, handicrafts, trade, services, and logistics. According to the industrial cluster development plan in Quang Tri province in the period of 2021-2030, Hieu Giang commune has 4 industrial clusters with a total area of 233.75 hectares. In the commune, there are many key traffic routes connecting the North-South and East-West axes such as National Highway 1, National Highway 9, Ho Chi Minh Road, and North-South Expressway, which are favorable for developing trade, services, and logistics.

Currently, Hieu Giang commune is attracting investors to build infrastructure for Cam Hieu 2 Industrial Cluster and Cam Tuyen 2 Industrial Cluster under the BOT method to invite investment for strong industrial development. At the same time, the locality plans to develop Cam Hieu Industrial-Commercial Cluster to exploit the advantages of the area at the intersection of the North-South Expressway and National Highway 9 on the East-West economic corridor. In addition, Military Hospital 268 is under construction in Hieu Giang commune, creating job opportunities, developing trade and services in Hieu Giang commune in the coming time.

To promote investment attraction, forecast and prepare local human resources, meet the requirements of human resource quality to implement projects, Hieu Giang commune focuses on information and communication work, publicize plans and forecasts on the labor market, jobs, and suitable occupations for people; link vocational training with job creation, shift labor structure to non-agricultural sectors, reorganize the rural economy. In the period of 2025-2030, Hieu Giang commune strives to increase the rate of trained workers to over 89%; the rate of workers with degrees and certificates to over 75%; annually create new jobs for 500-600 workers, strive to reduce the poverty rate to below 2%.

According to Vice Chairman of Hieu Giang Commune People's Committee Nguyen Dieu Hoang, in the coming time, the locality will continue to comprehensively implement poverty reduction communication work on information to people and officials working on poverty reduction. The focus is on solving the lack of information access, propagating investment projects in the area, effective poverty reduction models, helping poor households, near-poor households, and newly escaped poverty households to proactively access and benefit from poverty reduction mechanisms and policies, social security, and learn business experiences to escape poverty sustainably.
