By 2024, 100% of state administrative agencies and units in the province will effectively and synchronously implement, maintain, improve and publish quality management systems in accordance with national standards TCVN ISO 9001:2015 as prescribed.
Bac Kan City is one of the units that has successfully implemented the application of the ISO quality management system. Identifying this as a tool to standardize the process of handling administrative procedures, creating publicity and transparency, the city has launched and implemented a movement to join hands to promote administrative reform in the area. The city has also promoted propaganda and dissemination in the political system and all classes of people about administrative reform, raising awareness and responsibility of cadres, civil servants and public employees in performing administrative reform tasks, including the application of the ISO 9001:2015 quality management system in state management agencies.
In addition, the city regularly reviews and updates legal documents related to each management field to promptly add new procedures and eliminate old ones that have expired. According to the inspection results of the Department of Science and Technology, Bac Kan city has well implemented all contents including issuing decisions to announce, disseminating documents, issuing implementation plans, developing quality policies, implementing improvements when there are changes, conducting internal assessments, etc.

In 2024, Bac Kan city received over 10,800 records, of which the majority were resolved ahead of schedule and on time. Thanks to the application of ISO 9001:2015 standards at the unit, the city has formed scientific work handling processes from organizing, collecting, storing, and arranging legal documents and guidance documents of superior agencies systematically for each field and job. In the process of performing tasks, the team of cadres and civil servants has many changes in style and manner, minimizing the delay or overdue records; thereby contributing to improving the quality and efficiency of management and provision of administrative services, building trust and satisfaction of people in a scientific working environment. According to the results of the announcement of the 2024 Administrative Reform Index rankings, Bac Kan city ranked first in the rankings of districts and cities.
Currently, the province has 33 agencies and units under the Provincial People's Committee, District People's Committees, and branches subject to the application of the quality management system according to the National Standard TCVN ISO 9001:2015 (19 departments/sectors, 8 districts/cities and 6 branches). Through inspection, it is shown that the agencies have recognized the effectiveness of applying the quality management system and are determined in directing the application, maintenance, and regular improvement of the system; making plans to maintain and improve the quality management system, quality objectives and annual quality objective implementation plans. The agencies comply with the operational procedures of the quality management system in handling administrative procedures in the correct order and time; regularly review administrative procedures under their authority and amend the procedures of the quality management system when legal documents change; Internal assessments are periodically organized, and leaders meet once a year to review and detect and correct any non-conformities in the quality management system.
The application of the quality management system to the operations of state administrative agencies has helped units self-check, monitor, and evaluate the level and time of work completion, improving the ability to handle work in the correct order and time. The direction and management methods of unit leaders have been gradually innovated towards modernization, strictly controlling the work processing process, ensuring compliance with the progress and regulations of the State. The responsibilities of cadres and civil servants have also been clearly assigned and decentralized; the effectiveness and efficiency of state administrative management have been improved; the attitude of communication with people has become more professional, closer, and friendlier; the work handling capacity of cadres and civil servants has been assessed more accurately. This is also one of the effective support tools for building a modern administration.
The development and application of a quality management system according to national standards TCVN ISO 9001:2015 by the provincial state administrative agencies has contributed to improving the efficiency of administrative procedure settlement in providing public services and enhancing the effectiveness of state management. The system has supported agencies in standardizing the process of handling work, improving the method of performing public duties towards the satisfaction of relevant organizations and individuals, making administrative procedure settlement processes transparent, which is an important foundation for building e-government, towards a modern and professional administration./.
