Practical effectiveness from Project No. 05-DA/TU

BDK.VN - After 5 years of implementing Project No. 05-DA/TU dated January 29, 2021, of the Provincial Party Committee on investment in construction and development of transportation infrastructure and logistics services to serve the socio-economic development of Ben Tre province in the period 2020-2025 and vision to 2030 (hereinafter referred to as Project No. 05-DA/TU), it has been shown that the issuance of the Project is correct and necessary for the socio-economic development of the province. Several key transportation projects have been basically completed. Other key projects are being actively implemented. Party committees, authorities, the Fatherland Front Committee, and political and social organizations at all levels have actively carried out propaganda work, creating consensus among the people in the implementation of the projects.

Developing transportation infrastructure

According to Tran Thanh Lam, Permanent Deputy Secretary of the Provincial Party Committee, in recent years, the road transport infrastructure system has made strong strides in development, moving towards modernization, focusing on key projects with connectivity and ripple effects, creating momentum for socio -economic development. The local transport system is connected to the national and regional transport systems through existing national highways such as National Highway 60, National Highway 57, National Highway 57B, and National Highway 57C.

The province has coordinated the completion of key projects such as: the upgrading of National Highway 57, the section from Dinh Khao ferry terminal to Mo Cay town; the upgrading of National Highway 57B, the section from the road to Rach Mieu bridge to Giao Long Industrial Park; the Highway 173 project, the section from Chau Thanh district martyrs' cemetery to the monument of Battalion 516 (Provincial Road 883); Phase 1 - the project to build a dike to prevent saltwater intrusion combined with a road connecting Binh Dai, Ba Tri, and Thanh Phu districts (Provincial Road 881); the construction of the Western Dike Road in Binh Dai district; Rach Vong Bridge; Phuoc My Trung bypass; and the basic completion of the access road to Rach Mieu 2 bridge and the road combined with a dike to prevent saltwater intrusion connecting Mo Cay Nam and Thanh Phu districts (Highway 17 project).

The province is coordinating the implementation of projects such as: Rach Mieu 2 Bridge Project, Phase 2 - Construction of a dike to prevent saltwater intrusion combined with a road connecting the coastal districts of Binh Dai, Ba Tri, and Thanh Phu; the road from Giao Long Port to Phu Thuan Industrial Park (DT.DK.07); and the Ba Lai 8 Bridge Project on the coastal road.

The province is coordinating and implementing investment procedures for the following projects: the coastal road project connecting Ben Tre province with Tien Giang and Tra Vinh provinces under the DPO Program; the Cua Dai Bridge project; the Co Chien 2 Bridge project; the North-South road serving Phu Thuan Industrial Park and Phong Nam Industrial Cluster (DT.DK.08); the Ba Lai 6 Bridge (DT.DK.08); and the Dinh Khao Bridge construction project connecting Vinh Long and Ben Tre provinces.

The capital allocation plan for construction projects is VND 28,967.709 billion; of which, VND 5,936.199 billion is for completed and substantially completed projects; VND 10,396.51 billion is for projects under construction and preparing for construction; and VND 12,935 billion is for projects in the investment preparation phase.

To date, the province has established 7 industrial clusters, with a total area of ​​267.94 hectares. Six industrial clusters have detailed planning with a total area of ​​249.4 hectares. Two industrial parks and three industrial clusters have been invested in and are operational, including: Giao Long Industrial Park, An Hiep Industrial Park; Phong Nam Industrial Cluster, An Duc Town Industrial Cluster, and Tan Thanh Binh Industrial Cluster. In addition, the province also has one operational industrial cluster, Long Phuoc, located in Giao Long and An Phuoc communes, Chau Thanh district. Currently, the province is focusing on mobilizing diverse resources to complete the infrastructure system serving industrial development. Districts and cities are actively calling for infrastructure investment and proposing solutions to allocate and mobilize capital for the development of industrial clusters within their jurisdiction.

The coastal erosion control embankment along the eastern coast of Ba Tri district has been completed.

Continue to implement and complete the works and projects.

According to the Standing Deputy Secretary of the Provincial Party Committee, Tran Thanh Lam, in the coming period, the work of propaganda and mobilization will continue to create consensus among cadres, Party members, and the people in implementing projects. Focus will be placed on developing the three advantageous modes of transportation in the province (road, inland waterway, and sea transport), connecting transportation and logistics modes in the region and the whole country (river ports, seaports, bridges, roads, etc.) according to the planning and implementation plan of the Ben Tre Provincial Planning for the period 2021-2030, with a vision to 2050. The regulations of the 2024 Land Law and regulations on the delineation of authority of local governments at two levels, decentralization and delegation in the land sector will be reviewed and concretized as a basis for implementing transportation projects. Environmental impact assessment dossiers and land allocation procedures will be inspected and appraised in accordance with regulations and in a timely manner. Focus on developing land use plans and schemes in accordance with regulations. Coordinate with project owners to closely monitor the progress of implementation and promptly resolve difficulties and obstacles. Accelerate progress and bring projects into operation as soon as possible, gradually meeting the socio-economic development needs of the province.

Local authorities are focusing on urgently completing land clearance plans and promptly handing over land for construction projects in their areas. They are researching mechanisms to attract businesses to invest through socialized models and public-private partnerships in accordance with current regulations for inland waterways, wharves, warehouses, seaports, road, inland waterway, and sea transport routes, and cargo transshipment ports serving logistics activities; and putting into operation sand quarries to ensure a proactive supply of construction sand for foundation leveling projects in the province in the future. They are also researching and implementing projects to dredge canals and rivers to improve waterways, store freshwater, and effectively exploit, manage, and utilize mineral resources, contributing to increased local budget revenue. Organize surveys and learn from the experiences of other provinces in constructing transportation and irrigation projects to research and propose the construction of transportation and irrigation projects in the province in a synchronized, efficient manner, optimizing investment capital, ensuring effective adaptation to climate change, disaster prevention, salinity control, freshwater storage, and seamless transportation connectivity.

Focus on mobilizing all resources, accelerating the exploitation of public investment capital, and taking advantage of capital from the central government and foreign sources to invest in key projects.
