Determination to disburse 100% of public investment capital

Disbursement of public investment capital, promotion of investment, construction, and completion of works and projects play an important role in promoting the socio-economic development of each locality and the whole country. This year, the Government has set a GDP growth target of 8.3-8.5%, so it requires ministries, departments, branches, and localities, including Quang Ninh province, to be more determined and make more efforts in socio-economic development, especially in disbursement of public investment capital.

Although the Government and the Prime Minister have issued many documents strongly directing ministries, departments, branches, provinces and cities in allocating and disbursing public investment capital, due to many reasons, both subjective and objective, the progress of public investment capital disbursement from the beginning of 2025 to present has not been as expected. By the end of August, it is estimated to have reached 46.3% of the plan assigned by the Prime Minister, of which 9 ministries, central agencies and 22 localities have disbursement rates above the national average; 29 ministries, central agencies and 12 localities have disbursement rates below the national average.

To accelerate the disbursement of public investment capital in the last months of the year, Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 162/CD-TTg dated September 11, 2025, requesting ministries, branches and localities to focus on this important task. In particular, it emphasized that the disbursement of public investment is both urgent and strategic and is a key task to promote growth, stabilize the macro- economy , ensure major balances of the economy, create jobs, income and livelihoods for the people.

To achieve the target of disbursing 100% of the planned public investment capital in 2025, the Prime Minister requested ministries, branches, provinces and cities to continue to promote responsibility, focus on leadership, direction and implementation of tasks and solutions, drastically, promptly, synchronously and effectively to remove difficulties and obstacles, promote disbursement of public investment capital in 2025; identify disbursement of public investment capital as the top important political task, requiring priority in leadership, direction and implementation.

The project to build a new Trong Diem Secondary School was completed and put into use at the beginning of the new school year 2025-2026.

The Prime Minister requested to focus on implementing flexible, creative, timely and effective measures and solutions to drastically promote the allocation and disbursement of public investment capital, especially for key and important national works and projects, highways, inter-regional projects with spillover effects...; promote disbursement in conjunction with ensuring the quality of works and projects, avoiding negativity, loss and waste; must develop detailed disbursement plans for each project and control progress on a weekly and monthly basis; focus on accelerating site clearance and construction progress, promptly removing difficulties and obstacles related to land and resources; assign specific leaders responsible for monitoring progress, promptly removing difficulties and obstacles according to their authority or proposing to competent authorities for resolution; proactively transfer capital from slow-disbursing projects to projects with good disbursement and in need of additional capital according to regulations.

In particular, strengthen discipline and order in disbursing public investment capital, strictly handle according to regulations collectives and individuals who intentionally slow down the progress of allocating and disbursing public investment capital; immediately replace weak cadres, civil servants and public employees with limited capacity and responsibility; resolutely handle negative and corrupt behaviors in the management and use of public investment capital.

For Quang Ninh, since the beginning of the year, along with the effective implementation of the 2-level local government model and streamlining the organizational structure, the province has continued to direct provincial project management boards to focus on reviewing relevant legal procedures, directing the acceleration of construction progress of projects transferred from localities to ensure consistency in the management and implementation of programs and projects, avoiding delays and interruptions in work. Along with that, Quang Ninh has directed the resolution and removal of difficulties and obstacles for projects, and timely adjustment of public investment plans under its authority.

In 2025, the total public investment capital plan of the whole province is over 13,100 billion VND, 1,260 billion VND higher than the plan assigned by the Provincial People's Council at the beginning of the year. At the end of 8 months, the whole province completed the disbursement of public investment capital reaching 6,300 billion VND, equal to nearly 53% of the capital plan assigned at the beginning of the year and higher than the disbursement rate of the same period in 2024.

Quang Ninh has also flexibly used capital sources and promptly adjusted public investment plans under its authority to meet the set progress. In particular, the province has reviewed and adjusted nearly VND 833 billion from 2 projects that are not able to disburse in 2025 to allocate increased capital sources for 64 projects that are able to disburse in the year. Quang Ninh strives to disburse at least 60% of the capital plan by the end of September and complete 100% of the assigned capital plan by the end of December 2025 in accordance with the direction of the Prime Minister.
