Lesson 2: Reaching the intellectual level of the Mining Land

Thanks to strategic, humane and comprehensive visionary policies, Quang Ninh’s education and training in recent years has undergone a strong transformation, both in terms of mass quality and key quality. The rate of excellent national and international students has increased sharply, while disadvantaged areas, mountainous areas and islands have received more comprehensive investment.

This year, the education sector of Quang Ninh has continuously received many good news. From international and regional competitions and Olympic competitions, the province's students have been honored and named, becoming the pride of their homeland. Among them, it is necessary to mention the students Ninh Quang Thang of Ha Long High School for the Gifted, with the prestigious Bronze Medal at the 37th International Olympiad in Informatics (IOI) held directly from July 27 to August 3, 2025 in Bolivia.

Ninh Quang Thang shared: Before entering this exam, I was quite overwhelmed because there were more than 300 candidates from 84 countries and territories. This is the IT exam with the best scale, professional quality and reputation in the world . However, with the encouragement of my family and the companionship of my teachers, I gained more confidence and participated in the exam with the most determined spirit. On each exam day, we took a programming test on the computer for 5 hours and solved 3 problems. The results were automatically graded online by the system and the live scoreboard was announced throughout the 2 exam days (online).

Thang recounted that this year's exam was highly difficult, requiring the ability to apply knowledge flexibly and great creativity from each candidate. Coming to this exam, the teams and candidates all had thorough preparation and investment, so the competition was very high. The Vietnamese delegation with 4 candidates participating all won medals (1 Gold Medal, 2 Silver Medals and 1 Bronze Medal). In particular, student Ninh Quang Thang of Ha Long High School for the Gifted, Quang Ninh, participating in the exam for the first time, made outstanding efforts and won the Bronze Medal.

It is known that before achieving this result, Thang won the Bronze Medal at the Asia-Pacific Informatics Olympiad. Teacher Do Thi Dieu Thuy, Principal of Ha Long High School for the Gifted, said: Thang's proud achievement today is the result of a long journey of efforts by both teachers and students, and the school; it is a testament to the increasingly improved quality of education of Ha Long High School for the Gifted as well as of Quang Ninh province.

This is the third time in history that Quang Ninh has had students register for the International Olympiad. Previously, in 1998, Vi Anh Tuan from Cam Pha High School won the Silver Medal at the International Chemistry Olympiad held in Australia; in 2016, Nguyen Ngoc Minh Hai from Ha Long High School won the Bronze Medal at the International Biology Olympiad held in Vietnam.

In regional intellectual playgrounds, Quang Ninh students also achieved many outstanding achievements. For example: In June 2025, Trinh Viet Hoang, Ha Long High School for the Gifted won the Silver Medal at the Abu Rayhan-Biruni International Chemistry Olympiad 2025. Improve quality, affirm position

Along with remarkable achievements in international and regional exams and competitions, the province's education quality in general has recorded a strong change. Quang Ninh is one of the top provinces in the country, highly appreciated by the Ministry of Education and Training in training modules to implement the 2018 General Education Program, ensuring that 100% of teachers and managers participate in training to implement the 2018 General Education Program. Up to now, 100% of general schools in the province have implemented local education content in accordance with the instructions of the Ministry of Education and Training. The quality of the province's human resources has been increasingly improved, the rate of trained workers increased from 85.5% (in 2021) to 87% (by the end of 2024).

High school education maintains a student promotion rate of over 97%. The high school entrance exam for the 2025-2026 school year was organized safely, seriously, objectively, fairly, with quality and on schedule. The results of the 10th grade entrance exam for the 2025-2026 school year have made remarkable progress: The percentage of average or higher entrance exam scores in the whole province is 68.46% (higher than the 2024-2025 school year at 8.04%), much higher than the period 2018-2023.

The 2025 high school graduation exam in Quang Ninh province took place safely, seriously, and in accordance with regulations. The average score of the province was 6.19 points; ranked 12th out of 34 new provinces and cities; ranked 13th out of 63 (old) provinces and cities, up 12 places compared to 2024.

The National Excellent Student Competition for the 2024-2025 school year continued to make its mark with 110 students participating, winning 88 prizes, including 2 first prizes, 27 second prizes, 30 third prizes and 29 consolation prizes. The Biology, Geography and Chinese teams achieved 100% of students winning prizes, while the Physics, History and English teams had a winning rate of up to 90%. The province continued to maintain its 8th position in the top 10 provinces and cities (according to statistics before the merger of 2-level local governments) with the highest number of excellent students in the country. Or at the National Science and Technology Competition for high school students for the 2024-2025 school year, the province also had 1 second prize and 2 promising prizes.

Quang Ninh also firmly consolidated and improved the quality of achieving level 2 literacy standards (the highest level).   The whole province has 235 students per 10,000 people (the whole country is 215 students per 10,000 people), 20 students per 10,000 people higher than the whole country. The scale and network of vocational training facilities are diverse in types, industries/occupations, training levels and are evenly distributed throughout the province; focusing on high-quality vocational training, training linked to the needs of businesses, the needs of the people and providing human resources for the province. In the first 8 months of 2025, the whole province has enrolled 17,388 people, of which 235 are college level students, 1,275 are intermediate level students, and 15,876 are elementary level and regular training under 3 months.

Quang Ninh also increasingly meets the learning needs of children of ethnic minorities, remote, isolated and disadvantaged areas of the province. The quality of education, nurturing and care for students of ethnic minorities in mountainous and island areas, especially in ethnic boarding schools and semi-boarding schools, has been significantly improved. Up to now, 100% of primary education facilities with ethnic minority children have built an environment to enhance Vietnamese language activities for children; and implemented relatively effective integration and integration of familiarization with Vietnamese.

The total provincial budget capital allocated in the medium-term public investment plan for the 2021-2025 period for direct investment and support in the education sector is more than VND 3,291 billion; 2.3 times higher than the 2016-2020 period, including 24 investment projects to build facilities for schools and classrooms with a total capital of more than VND 2,626 billion.

It can be affirmed that the impressive results that the Education and Training sector of Quang Ninh has achieved today are a clear demonstration of the strategic vision, the close attention of the province and the humane and breakthrough decisions of the Provincial People's Council over the past years. From preschool education, general education to university, all levels of education have been invested synchronously, aiming at the goal of improving comprehensive quality and developing sustainable human resources. The telling figures on the rate of excellent students, graduation exam scores, or the rate of trained workers not only demonstrate the efforts of the sector, but also affirm the new position of Quang Ninh, a locality that always considers education as the foundation of development.
