10 communes and wards simultaneously launched the campaign "100 days and nights to improve the quality of urban areas and residential areas"

Implementing Plan 272/KH-UBND (dated October 21, 2025) of the Provincial People's Committee on improving the quality of existing urban areas and residential areas, striving for Quang Ninh province to become a centrally-run city before 2030, on November 5, all 10 communes and wards in Ha Long City (old) launched the 100-day and night campaign to improve the quality of urban areas and residential areas.

The common goal of communes and wards in implementing the Campaign "100 days and nights to improve the quality of urban areas and residential areas" is to focus on renovating, embellishing and completing traffic infrastructure in residential areas: Widening roads, installing water supply and drainage systems, curbs, paving sidewalks, lighting, planting trees, handling flooded areas and traffic insecurity. At the same time, investing in building entertainment and community activity spots, outdoor public activity spaces, creating places for exchange, physical exercise and sports , improving the spiritual life of the people. Communes and wards also set out specific solutions: Reviewing and adjusting plans to improve the quality of urban infrastructure in residential areas; developing green spaces, entertainment and outdoor community activity spots; approving a list of priority projects; combining the state budget with socialization from businesses, organizations and people.

The simultaneous implementation of the campaign shows the determination of localities in improving the quality of people's lives; making an important contribution to building Quang Ninh into a rich, civilized, modern, happy city, becoming a centrally-run city before 2030.

* Ha Long Ward: Implementing the Campaign "100 days and nights to upgrade the quality of urban areas and residential infrastructure", Ha Long Ward carried out 6 projects to renovate, upgrade, and embellish combined with handling flooded areas and ensuring traffic safety, such as: 2 projects to renovate, upgrade, and embellish combined with handling flooded areas and ensuring traffic safety of streets in Bai Xit area (Column 3), the western route of National Highway 18A, Tuyen Than route and Nui Ham road in Ha Long Ward approved by the Provincial People's Committee in Decision No. 3835/QD-UBND and Decision No. 3863/QD-UBND (October 14, 2025).

4 projects to supplement the medium-term plan of public investment projects for the period 2021-2025 include: Renovation, upgrading, embellishment combined with handling of flooded areas and ensuring traffic safety in the Van Nghe hill area (phase 1); overcoming flooding, preventing landslides in the Hong Ha 3 area; renovation, upgrading, embellishment combined with handling of flooded areas, ensuring traffic safety on Le Chan street and streets in the Licogi expansion project area (Column 8).

The ward coordinated with the ward service supply center to report to the provincial People's Committee for approval in principle to complete procedures for investment preparation, construction, and technical infrastructure improvement on 15 routes and points, including: National Highway 18A and Nguyen Van Cu service road (in Ha Long ward); streets: Phan Dang Luu; Le Thanh Nghi; Dien Bien Phu; Hai Phuc; Hong Hai; Nguyen Thuong Hien; Vinh Tuy; Vo Nguyen Giap; Le Chan; Huynh Thuc Khang; Dong Ho; roads and drainage ditches of Hai Ha, Hai Loc, Hai Thinh streets.

*Thong Nhat Commune: At the Lang village cultural house, Thong Nhat Commune has disseminated to the people the province's policy, the purpose, requirements of the campaign and the commune's implementation direction. Accordingly, the commune has deployed investment preparation work for 5 qualified projects; at the same time, promoted and mobilized people to participate in renovating residential area infrastructure with the motto "where the people are ready, that place will be deployed first" to promptly report to the province for consideration and support of funding sources; strive to basically complete the projects in qualified places by mid-June 2026.

At the same time, the commune continues to mobilize and combine capital sources to gradually form a synchronous, modern, environmentally friendly infrastructure network, in line with the development orientation of Cua Luc Bay in accordance with the provincial planning.

Households in Lang village (Thong Nhat commune) signed a commitment to agree and support land donation and hand over the site to implement the Project to renovate and improve the road passing through Lang village Cultural House.

Immediately after the launching ceremony 43 households in Thong Nhat commune signed a petition to voluntarily return land, donate architectural works, trees, and crops on the land to carry out 5 residential infrastructure improvement projects with a total road length of over 1,500m, and a total investment of 34.7 billion VND. At the same time, the commune continued to mobilize about 100 households to respond, ready to donate land to carry out 6 projects; continue to complete the dossier to report to the province for support in the coming time.

To implement the campaign, the route passing through the Cultural House of the small and narrow village, with a road surface of about 3m wide, will be upgraded and widened to 8m. The road surface will be paved with concrete and the technical infrastructure will be invested synchronously.

The Party Committees and authorities of Thong Nhat commune have identified the task of improving the quality of existing residential infrastructure as a key political task, a measure of people's trust in the Party and the government. The campaign implementation process will be based on the principle of "people know, people discuss, people do, people inspect, people supervise, people benefit" as the foundation, ensuring that all works and projects put people at the center, as the subject of the development process.

* Bai Chay Ward: Implementing the campaign "100 days and nights to upgrade urban quality and residential infrastructure", Bai Chay Ward has 6 projects preparing to start construction in November 2025. Including: Renovation and upgrading of Nguyen Cong Tru Street; renovation and upgrading of Hung Thang Street (section from the intersection of the old Hung Thang Ward Police Station to Nguyen Hien Street); renovation and upgrading of lane 266 (section connecting from Ha Long Street to Hau Can Street); renovation and upgrading of the road in front of Bai Chay Secondary School; renovation and refurbishment of technical infrastructure in the old Bai Chay ferry area; installation and replacement of the existing public lighting system in neighborhoods with energy-saving LED lighting systems in the ward.

In order for the Peak Campaign to achieve results and ensure the set goals, Bai Chay ward will focus highly on political, ideological and propaganda work, mobilizing the people; continue to review and make a list of works and items that need to be renovated, upgraded and completed; inspect and strictly handle violations such as encroachment on sidewalks, littering, illegal construction, dumping, and illegal advertising. Each cadre and party member must be close to the grassroots, be a "pioneer nucleus" in mobilizing the people, directly participate in activities with the people; mobilize the participation of agencies, units, enterprises, restaurants, hotels, and business establishments located in the area...

The project to renovate and upgrade Nguyen Cong Tru Street (Bai Chay Ward) has 110 households volunteering to donate land and architectural works with a total area of yard, gate, and fence being 1,042.6 square meters.

* Viet Hung Ward: Implementing the direction of the province, Viet Hung Ward has established a Ward Steering Committee and selected to implement 12 key projects in 2025 with a total investment of more than 138 billion VND. Up to now, 100% of the neighborhoods with projects have established Steering Committees and propaganda teams to mobilize people to clear the land; 12/12 projects have been approved by the Ward People's Committee for investment policy and are urgently preparing steps to start construction; more than 95% of affected households have voluntarily donated land, dismantled structures, trees and crops, typically the areas of Gieng Day 1, Gieng Day 4, Gieng Day 7, Ha Khau 7, Ha Khau 8.

In Ward 4 alone, 100% of households have agreed to sign a voluntary land acquisition commitment. Preliminary statistics show that over 500 households have voluntarily donated land, structures, and fences with over 3,000 square meters of land to build 12 roads and public playgrounds.

* Hoanh Bo Ward: The campaign "100 days and nights to improve the quality of urban areas and residential areas" in the area focuses on the core goals of improving the quality of life, improving the environment, completing infrastructure and creating a green, clean, beautiful and civilized public space. To complete this goal, the ward implements 3 groups of tasks: Focusing resources on building community living spaces in residential areas, ensuring that each residential area in the ward must have 1 public entertainment and sports spot.

In order to speed up the implementation of this policy, the ward prioritizes allocating resources to invest in urban beautification projects, traffic infrastructure, drainage, playgrounds, and public sports fields in residential areas with high consensus from the people in donating land and moving back fences to self-clear the land. At the same time, launch a mass movement to beautify the urban area, protect the environment, and welcome the Lunar New Year 2026; strengthen the role of state management, and speed up the progress of public investment projects.

In 2025, the People's Committee of Hoanh Bo Ward will carry out investment preparation for 7 projects with over 60 households donating land. According to the plan, in 2026, Hoanh Bo Ward is expected to implement 31 projects.
