More than a place to return to
In recent years, Quang Ninh province has become a bright spot in attracting investment with many industrial parks being invested in, built and put into operation. Industrial parks in the province currently attract a large number of workers from inside and outside the province to work. Enterprises in the industrial parks have paid attention to devoting resources to invest in building houses for workers to ensure living conditions, stabilize their lives, and feel secure in their commitment to the sustainable development of the unit.

After 1 year of construction, in June 2024, the social housing area serving workers in Dong Mai ward, Quang Ninh province, invested by Jinko Solar Vietnam Industrial Co., Ltd., was completed and put into use. The social housing area includes 2 7-storey apartment buildings with 420 apartments and many auxiliary works, such as: football field, canteen, supermarket... The social housing area meets the living needs of 1,300 workers and experts. Currently, there are more than 700 workers and experts of Jinko Solar Vietnam Industrial Co., Ltd. living here.
Ms. Dang Thi Thuy Trang (employee of Jinko Solar Vietnam Industrial Co., Ltd.) said: “The company has implemented a policy of free accommodation for workers and experts. Although I have just started working, I have been given stable accommodation in the company's social housing area. The residential area has a canteen, supermarket, and a free laundry area for workers. The company also pays great attention to security and order to ensure that workers can live in peace. In addition, the company also regularly organizes cultural, sports and entertainment activities to create a joyful and exciting atmosphere for workers. Every day, workers are also provided with shuttle buses to work, so everyone can work in peace and stay with the company for a long time…”.
While commercial housing prices are rising, social housing is considered a "savior" to make the dream of settling down for workers and low-income people come true. As one of the first residents to move into a new house in the social housing project of the Bank Hill Residential Area (Ha Tu Ward, Quang Ninh Province), Ms. Vu Hong Hanh emotionally expressed: "I have been married for 6 years. My husband and I are freelancers, our income is unstable, and our lives are full of worries, so my wife, daughter and I have had to stay at my parents' house for a while. Having a complete, cozy and stable house, I used to think it was just a dream. When we were able to buy social housing and move in from July 2025, my husband, I and both sides of my family were extremely excited. It is not just a house to live in, but my husband and I have a peaceful feeling when we have a warm home to build for the future ahead."

Like Ms. Hanh, many low-income people are also struggling with a life full of worries, but then they "touch" happiness when they receive a house from social security policies. Ms. Le Thi Ninh (Ha Lam ward, Quang Ninh province) confided: My husband and I are workers, our parents are old and our children are of school age. With a modest worker's salary, for more than 10 years, our family has had to rent a room, incurring high expenses and living an unstable life. When we learned about the social housing project in the Bank Hill Residential Area, my husband and I immediately registered and were handed over the apartment last August. With an area of 75m2 , the apartment is designed with 3 bedrooms, airy space, good quality. The buildings have many amenities such as supermarkets, trees, and playgrounds. The project is also located in a prime location in the center, with convenient transportation and easy access. With selling price 16.5 million/ m2 , payment according to progress, bank loan support so Low-income people like my husband and I can access it. In addition, the subjects who are drawn to buy apartments and the list of house buyers are all assessed and closely monitored by the Department of Construction, publicly ensuring transparency, correct subjects, and correct purposes.
Not only does it open up many opportunities to approach social housing for workers and low-income people, home buyers also always receive support, companionship, and maximum conditions for preferential credit loans. This is an important "support" that adds motivation for workers and low-income people to realize their dream of settling down, reducing financial burden.
Mr. Nguyen Dang Kiem, Deputy Director of the Bank for Social Policies, Quang Ninh branch, said: Implementing the direction of the Central and the province, the Bank has actively propagated, reviewed people in need, guided to complete documents, arranged appropriate capital sources, and accelerated the disbursement of loans for social housing purchases. Up to now, the Bank has disbursed VND 136.5 billion to 215 borrowers. At the same time, it has reviewed, disseminated, and publicly adjusted the reduction of interest rates for social housing loans from 6.6%/year to 5.4%/year from October 10, 2025 according to Decree 261/2025/ND-CP amending and supplementing a number of regulations related to the development and management of social housing , and piloted many new mechanisms according to Resolution 201/2025/QH15. This is an important driving force to help workers and low-income people access preferential loans, reduce financial burdens, and stabilize their lives.
In the meetings, listening to reports on the progress of social housing development in the province, Standing Vice Chairman of the Quang Ninh Provincial People's Committee Vu Van Dien repeatedly affirmed that building housing for workers and low-income people is an urgent task. In addition to ensuring quantity and quality, Quang Ninh province is making efforts to change the perspective on social housing, which is to have support from the State in terms of land, support from banks in terms of capital and support from other entities. With the forms of renting, buying and hire-purchasing, social housing must ensure quality, green, clean, beautiful, with full infrastructure of transportation, electricity and water, telecommunications, healthcare, education , and essential social infrastructure. Most importantly, social housing must be suitable for the payment capacity of the majority of people.
Understanding this viewpoint, businesses in the province are actively participating. Mr. Dam Quang Hoan, representative of Hai Phat Real Estate Investment and Trading Joint Stock Company, said: The unit is urgently completing investment procedures to start the social housing project on the 20% land fund of the Resort project combining trade, services and housing in Ha Tu ward on December 19, 2025. In order to provide the best quality house, meeting the needs and prices suitable for low-income people, this project has planned community houses, playgrounds, and kindergartens in each building. Not only providing a place to live for low-income people, but also contributing to the construction of a civilized urban area.
For the people to live in peace, for the country to prosper
The results of the implementation of the Party and State's major policies on social housing in Quang Ninh province in particular and the whole country in general have affirmed the great significance of institutional improvement and the implementation of practical resolutions and policies in life...
However, at many meetings of the Central Steering Committee on housing policy and real estate market, many delegates commented: The management and development of the real estate market in general, and social housing development in particular, still face challenges. The supply of social housing is still lacking, not meeting actual demand; the land fund of localities for social housing development in general still has certain limitations; the operation and real estate trading floors lack consistency, still have potential risks and lack transparency; information on housing and the real estate market is not complete and timely... The investment profit in social housing is only about 10%, while the price of raw materials and labor costs have fluctuated continuously in recent times, plus legal problems have made the progress less attractive to businesses. In addition, many localities have not yet allocated enough budget for compensation, site clearance and investment in technical infrastructure for social housing projects. The result is a lack of clean land, increased input costs and reduced housing accessibility for low-income people... Therefore, the national target of completing 100,000 social housing units by 2025 and 1 million apartments by 2030 as directed by the Government is still a challenge.

Quang Ninh has all the conditions to develop all types of economy, from tourism, thermal power, mining to the development of industrial parks and industrial clusters. In addition, as part of its long-term development strategy, Quang Ninh province is focusing on promoting investment attraction, especially in the industrial sector with the goal of strongly developing 5 economic zones, 23 industrial parks and 45 industrial clusters. Adhering to the Party and State's policies, Quang Ninh province is persistently developing the economy, along with ensuring social security and social welfare. Clearly identifying that social security is the people's peace, meeting the basic minimum needs of food, accommodation, employment, life..., therefore, not stopping at being satisfied with the results achieved, Quang Ninh province always mobilizes, perseveres and identifies difficulties to be ready to deploy new tasks with a proactive and urgent mindset. In implementing the plans, the province determined that there could be no delay in adjusting the detailed plans to be consistent with the general plans to avoid delays in approving investment policies and selecting investors, especially for social housing projects. At the same time, regularly review plans and land funds to be ready to serve the site clearance work - This is a difficult task for many localities across the country.

To speed up the progress of construction and development of social housing, and complete the goals and plans for social housing construction early, the leaders of Quang Ninh province regularly direct departments, branches, and localities to focus on thoroughly removing existing problems and obstacles in attracting and implementing investment and developing social housing. In particular, they pay attention to reviewing land funds that have been planned for social housing development but over time are no longer suitable to have a solution to avoid wasting land resources. The province also consistently holds the view that it is not only necessary to develop social housing for low-income people, but also needs to calculate, call for investment, develop more technical and social infrastructure, invest in high-quality housing, meet the needs of attracting experts, serving people to live and develop long-term in the province. Therefore, the province attaches importance to unifying, reviewing, and specifically counting the housing needs of the people to research, orient, and develop housing development plans for many stages.
For projects in the planning process, associated with urban planning, the province directs updating the local housing development program and plan, as a basis for completing investment policy approval procedures, selecting investors with financial potential, experience in public and transparent implementation...
In the spirit of being ready to receive and strictly implement the Government's direction, along with urgently completing the targets assigned by the Government, Quang Ninh province is currently making efforts to implement the Housing Development Plan in Quang Ninh province for the period 2021-2025, focusing on implementing approved commercial housing projects.
At many meetings of the People's Committee of Quang Ninh province on the progress of implementing social housing projects in the area, the provincial leaders assigned the Department of Construction to preside over the review of the reception and handover of 20% of land fund in urban and commercial housing projects in the whole province for management and effective use, for the right purpose, at the same time, guiding and urging the implementation of handover to local communes for management; building data for people to have a basis, compare and verify to ensure conditions for purchasing social housing; completing the province's social housing development plan for the period 2025-2030. The Department of Construction specifically evaluates the results achieved in implementing the Housing Development Plan in the province for the period 2021-2025, including adjusted and supplemented projects, the feasibility of projects that have not selected investors in the plan and evaluates and compares the implementation results with the approved plan, thereby advising the province to approve housing development in the province in the next phase... The Economic Zone Management Board presides with relevant units to preliminarily determine the housing needs of workers in economic zones and industrial parks to have appropriate planning and investment attraction plans, providing information to the Department of Construction as a basis for housing development in the next phase to ensure compliance with reality. "Quang Ninh province will consider stopping the progress of the next projects of social housing investors if they do not complete the task..." - Standing Vice Chairman of the Quang Ninh Provincial People's Committee Vu Van Dien, affirmed.
The task that the province continues to focus on is to continue researching and perfecting institutions, removing obstacles to developing the real estate market in general and social housing in particular. At the same time, pay attention to planning and allocating land for social housing development to ensure stability and longevity, without disrupting planning, ensuring essential infrastructure... Currently, the Department of Construction is completing a draft policy to support the development of social housing in the area and is seeking opinions from relevant departments and branches to advise the Provincial People's Committee, expected to submit to the regular meeting of the Provincial People's Council at the end of this year.
Implementing the Government's viewpoint on social housing development "promoting a healthy, stable, developing real estate market and ultimately people must enjoy it", localities across the country are focusing highly on this work. At the second meeting of the Central Steering Committee on housing policy and real estate market, October 2025, online to localities nationwide, the message was conveyed by the Government: Promote social housing projects, expand policy beneficiaries, expand forms of social housing rental and hire-purchase; urgently submit for promulgation a Decree on the National Housing Fund, propose a model of a Real Estate Transaction Center. Social housing is not only high-rise but also low-rise and other types suitable for each condition, terrain, locality, region, especially in the context of arranging administrative units and operating 2-level government, many cadres, civil servants, public employees and workers move their workplaces...

The development of the real estate market and the implementation of social housing policies are closely related, promoting each other, both developing commercial housing in accordance with the law and regulations, and at the same time having breakthrough policies to develop social housing” - Prime Minister Pham Minh Chinh, Head of the Central Steering Committee on housing policy and real estate market, emphasized.
According to information from the Government, the Government will soon issue documents, develop criteria and principles for localities to assign tasks to enterprises to carry out social housing construction in the spirit of not limiting any province or enterprise. Therefore, it is necessary for enterprises to be proactive, volunteer to take on tasks, promote responsibility to the people, especially those with low incomes, vulnerable groups, and need the help of society and the business community.
Currently, our country's housing and real estate mechanisms and policies are relatively good, practical and applicable to life, creating clear values.
