There are still many problems
The Quang Ngai - Hoai Nhon expressway project is 88 km long, with a total investment of more than VND 20,400 billion (construction value of nearly VND 14,500 billion); of which, the section passing through Quang Ngai province is more than 60.3 km long. The project is invested by Project Management Board 2 ( Ministry of Construction ); Deo Ca Group Joint Stock Company is the head of the consortium of contractors for the construction packages. According to the Government's direction, this project will be completed by the end of 2025.
Mr. Tran Hoang Vinh, Director of the Quang Ngai Provincial Traffic Construction Investment Project Management Board, investor of the compensation and site clearance sub-project of the Quang Ngai - Hoai Nhon section, the section passing through Quang Ngai province, the project has 28.37 hectares of adjusted and supplemented area. However, by the end of September 2025, only 4 localities, namely Nghia Giang, Nghia Hanh, and Phuoc Giang communes, have completed 100% of the handover of the adjusted and supplemented area.
In addition, according to the contractor's proposal, there are 18 locations that are stuck in site clearance along the route, but so far only 4 locations have been resolved. The remaining 14 locations have not been completed, including some locations that have been stuck for a long time, but the slow resolution has affected the overall progress of the project. In some locations, people have even set up checkpoints, erected tents, and barricades to prevent construction.
According to the report of the People's Committees of the communes, the reason why some households obstructed the construction work was because they did not agree with the compensation price; some households located outside the 100m range from the construction site said that they needed compensation due to the impact... In addition, there were signs that people were being incited by some outsiders, causing difficulties for project implementation.
Meanwhile, the Hoang Sa - Doc Soi road project has a total investment of 3,500 billion VND; of which, 2,200 billion VND is from the provincial budget and 1,300 billion VND is from the central budget. The project is invested by the Quang Ngai Provincial Traffic Construction Investment Project Management Board, with a construction period from 2022 to 2027. With a total route length of nearly 27 km, the project passes through the communes of Binh Son, Van Tuong, Dong Son, Tho Phong, Tinh Khe, and Truong Quang Trong Ward. The project has a total planned land acquisition area of more than 172 hectares of more than 2,360 households; nearly 4,560 plots of land of 9 organizations and more than 4,800 graves.
The Quang Ngai Province Traffic Construction Investment Project Management Board said that compensation and site clearance for the main route continues to be delayed. Up to now, only the compensation plan for 63.77/172.16 hectares has been approved; reaching 37%, leading to delays in construction progress and capital disbursement of the project.
Up to now, more than 47.5 hectares have been paid and handed over; 1.08 hectares of land belonging to people in Van Tuong, Tinh Khe communes and Truong Quang Trong ward have not received compensation. The reason is that the households do not agree with the compensation value, have gone to work far away, have not completed inheritance procedures, and have not provided the Land Use Rights Certificate when paying.
The project has only handed over more than 60 hectares, reaching 34.9%. However, the land has not been contacted yet, there are some locations that have been cleared but have no access roads. In addition, there are 11 locations with difficulties and obstacles in site clearance due to the lack of compensation and site clearance plans; there are 9.86 hectares in Binh Son, Van Tuong, Dong Son, Tho Phong communes for which specific land prices have not been determined, etc.
Need a solution soon
Regarding the Quang Ngai - Hoai Nhon section project, the section passing through Quang Ngai province, Mr. Ngo Truong Nam, General Director of Deo Ca Section Joint Stock Company, said that currently, the entire route through Quang Ngai province can be traveled from the beginning to the end. However, in the area of Nghia Giang commune in late September, petitions from people about compensation and site clearance continuously appeared. It is worth mentioning that the petitions from people continuously appeared, appearing every day, even every hour, making coordination in handling difficult.
Meanwhile, in the project area passing through Nguyen Nghiem commune, there were cases of people setting up checkpoints, not allowing the construction unit to enter. This is a very alarming issue, which could become a hot spot. Therefore, Mr. Ngo Truong Nam requested the People's Committee of Quang Ngai province to direct the functional forces to coordinate with the local authorities to promptly handle the situation, avoiding affecting the majority of people who agreed to support the project.
"For households with petitions, the construction unit requests the People's Committees of the communes to set a specific deadline for receiving petitions, after which we will have a general plan to handle it, and we cannot let it happen continuously like this. For households who do not agree with the compensation level, we think that they are only a minority, because the majority of people have already agreed. We realize that there are some people behind the scenes inciting people to prevent the construction, we respectfully request the Provincial People's Committee to direct the relevant agencies to handle this issue," said Mr. Ngo Truong Nam.
Analyzing this issue, Mr. Vo Minh Vuong, Deputy Director of the Department of Natural Resources and Environment of Quang Ngai province, stated that the responsibility for the situation where people in some localities cause difficulties in site clearance lies primarily with the construction unit, which has delayed in publicizing the compensation plan. Therefore, to solve this problem, the construction contractor needs to promptly notify, review the cases that have been inventoried, assess the impact and publicize the settlement date to the people. For households with shortcomings, it is necessary to notify the deadline for receiving petitions, conduct verification and develop a compensation plan as soon as possible.
Mr. Nguyen Ngoc Sam, Vice Chairman of the People's Committee of Quang Ngai province, requested relevant units and the People's Committees of Dinh Cuong, Lan Phong, Nguyen Nghiem, Khanh Cuong communes and Duc Pho ward to focus on thoroughly handling the remaining 14 locations of land clearance problems to hand over to the construction unit. In the opposite direction, Deo Ca Group Joint Stock Company needs to have a commitment on compensation plans for affected people.
"Project Management Board 2 presides over and coordinates with the Department of Construction, the Provincial Traffic Construction Investment Project Management Board, the Land Fund Development Center and the People's Committees of communes and wards to organize on-site inspections and clarify the legal basis for compensation in accordance with regulations and to the right subjects whose houses are affected by project construction. Particularly for handling the issue of people setting up checkpoints, the Provincial Police will coordinate with the investor and the construction unit to handle it," Vice Chairman of the Quang Ngai Provincial People's Committee Nguyen Ngoc Sam noted.
Regarding the Hoang Sa - Doc Soi Road project, Mr. Nguyen Ngoc Sam requested the Land Fund Development Center, the People's Committee of Truong Quang Trong Ward and the communes of Binh Son, Van Tuong, Dong Son, Tho Phong, Tinh Khe to focus on clearing the agricultural land, non-agricultural land and residential land in front of National Highway 24B and Hoang Sa Road to complete in 2025 as committed; in which, focus on completing the clearance of 11 priority locations in October 2025 as requested by the Project Management Board to hand over the site to the construction contractor.
