Planning of cultural and sports facilities network to meet new development requirements

The Ministry of Culture, Sports and Tourism issued Decision No. 4385/QD-BVHTTDL dated November 18, 2025 on promulgating the Plan to implement the Cultural and Sports Facility Network Planning for the 2021-2030 period, with a vision to 2045. This is an important implementation step to concretize the Government's direction, towards building a synchronous and modern system of cultural and sports institutions, meeting development needs in the new period.

The plan for implementing the Cultural and Sports Facility Network Plan sets the goal of synchronously and modernly developing the cultural and sports facility system nationwide, ensuring fairness in access and enjoyment for all classes of people. In the cultural field, the institutional network from central to local levels will be completed, enhancing the capacity to preserve and promote national cultural values, while absorbing the quintessence of contemporary culture, meeting the needs of international integration.

Regarding sports, the goal is to standardize facilities for training and competition, especially in key sports, aiming for international achievements. The Ministry's plans and planning also emphasize the formation of cultural and sports centers in major cities such as Hanoi , Quang Ninh, Hai Phong, Da Nang, Hue, Ho Chi Minh City, Can Tho, etc., to improve the capacity to organize regional and continental sports and cultural events.

To realize the goal, the Ministry has grouped priority projects, including public investment and non-budgetary investment. With public investment focusing on building, renovating and upgrading national cultural and sports institutions; perfecting the system of cultural and creative facilities and spaces; consolidating international standard sports facilities; and focusing on investing in disadvantaged areas, narrowing the development gap between regions.

Non-budgetary investment encourages socialization and mobilization of domestic and international resources. Priority projects must have the ability to spread and promote cultural industry and sports economy , while creating opportunities for businesses to invest in services associated with cultural and sports institutions.

Total land use demand by 2030 for network development is expected to be more than 43.3 million m2 and total investment capital is estimated at about VND 121,732 billion, of which the state budget accounts for about 85-90%.

One of the important highlights in implementing the above content is to perfect the mechanism, policies and legal system related to the management and operation of the network of cultural and sports facilities. The Ministry of Culture, Sports and Tourism identified 8 key groups of solutions, including: Perfecting mechanisms and policies; mobilizing and allocating investment capital; developing human resources; strengthening domestic and international links and cooperation; promoting education and propaganda; applying science - technology and digital transformation; innovating management models and methods of operation; promoting international cooperation in the field of culture - sports.

In particular, the application of digital technology is considered an important solution, helping to improve the efficiency of management and operation of institutions, while expanding people's access through online platforms.

The Ministry assigned the Vietnam Institute of Culture, Arts, Sports and Tourism to take the lead in organizing propaganda, providing information, monitoring and evaluating the implementation process. The units under the Ministry coordinate to propose mechanisms, policies and arrange resources within their authority. In addition, the Ministry requires the Departments of Culture, Sports and Tourism/Departments of Culture and Sports to be responsible for reviewing and adjusting related planning, allocating land funds, mobilizing resources, monitoring and periodically reporting the implementation status to the Ministry for synthesis and reporting to the Government.

The planning of the cultural and sports network for the 2021-2030 period, with a vision to 2045, is of strategic significance and is the foundation for the development of a modern and sustainable national cultural and sports system. This will improve people's spiritual life, preserve and promote national cultural values, contribute to promoting the cultural industry and sports economy, and create a foundation for Vietnam to affirm its position in the region and in the international arena.

Vietnam's investment in building a system of cultural and sports institutions as well as developing cultural industries in Vietnam is receiving attention from the Party and the State. Recently, Prime Minister Pham Minh Chinh signed Decision No. 2486/QD-TTg dated November 14, 2025 approving the Strategy for developing cultural industries in Vietnam to 2030, with a vision to 2045.

Vietnam's cultural industries include: Cinema; Fine arts, photography and exhibitions; Performing arts; Software and entertainment games; Advertising; Handicrafts; Cultural tourism; Creative design; Television and radio; Publishing. These are industries that create products that combine cultural, creative, technological and intellectual property elements, meeting the people's consumption and cultural enjoyment needs and in line with the goals of international integration and sustainable national development.
