Implementing Project 6 of the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Regions (2021-2025) on preserving and promoting the valuable traditional cultural values of ethnic minorities in conjunction with development, Quang Tri province has seen many practical support activities. These activities have met the aspirations of the people, enabling them to benefit from conditions that contribute to the restoration and promotion of unique cultural features and the dissemination of the distinctive image of ethnic minorities and mountainous regions.

Ta Rut commune is considered the cultural "cradle" of the Pa Ko people in Dakrong district. The local authorities are very interested in implementing activities that contribute to preserving and promoting the cultural essence of the ethnic group. As a result, traditional cultural, artistic, and sports activities in the commune are developing well. However, because it is a particularly disadvantaged commune, the resources for investing in equipment to support these activities are very limited.

In early 2024, as part of Project 6, the Provincial Cultural and Film Center handed over cultural equipment to seven villages in Ta Rut commune, including one portable speaker and microphone set for each village, with a total cost of 210 million VND. According to Ho A Duan, Vice Chairman of the Ta Rut Commune People's Committee: “Previously, cultural facilities at the village cultural centers in the commune were very lacking. Even if they existed, they were old, damaged, and unusable, making it very difficult to organize local events.”

Recently, 100% of the villages in the commune have received new loudspeakers and microphones from Project 6, making it easier for people to organize festivals, cultural and artistic activities, and traditional sports events. In particular, thanks to this loudspeaker system, much new information about the Party and State's policies and guidelines is conveyed to the people more promptly.

"The villagers regularly gather at the cultural center to meet, socialize, and teach each other how to sing folk songs and play traditional musical instruments... contributing to improving the cultural and spiritual life in the villages, creating conditions for the locality to build a distinctive cultural image associated with tourism development."

Due to the influence of many factors in current development, the preservation and promotion of the culture of ethnic minority communities in mountainous areas face many difficulties, and some beautiful cultural features of ethnic minorities are at risk of disappearing... Therefore, the contents of Project 6 are considered a solution to help overcome the above difficulties, creating momentum for ethnic minority communities to preserve and promote their traditional culture.

After a period of implementation, the project has initially achieved many significant results. In fulfilling its assigned tasks, the Department of Culture, Sports and Tourism developed a plan and actively directed and guided localities and units in surveying needs and developing implementation plans for the project. Specifically in 2023, the department spearheaded several activities, including leading a delegation to participate in the Central Ethnic Culture Festival in Binh Dinh province in 2023, with the participation of 30 artisans and amateur performers from ethnic minority communities.

As a result, Quang Tri province won 1 A prize, 4 B prizes, and 1 C prize. Four professional training courses were organized for 120 trainees in ethnic minority communes including: A Bung (Dakrong district), Vinh Ha (Vinh Linh district), Linh Truong (Gio Linh district), and Hamlet 6, Khe Sanh town (Huong Hoa district). A documentary film about the traditional culture of ethnic minorities was produced with the content: "The journey of wet rice cultivation of the Van Kieu and Pa Ko ethnic groups"; support was provided for the construction of 25 community libraries in ethnic minority communes.

In addition, the Department of Culture, Sports and Tourism also conducted an inventory and survey of the cultural values of ethnic minorities; implemented support for the widespread dissemination and promotion of typical traditional cultures of ethnic minorities, tourism promotion and development programs, and built two billboards promoting tourism in mountainous areas and ethnic minority communities in Huong Hoa and Dakrong districts, and developed and broadcast a program on community and mountainous tourism.

Localities with ethnic minority populations such as Dakrong, Huong Hoa, Vinh Linh, Gio Linh, and Cam Lo are also actively implementing the project according to plan, including: supporting ethnic minority artisans in preserving, disseminating, and teaching traditional culture within their communities; establishing folk culture clubs; supporting the activities of village performing arts groups; and organizing training courses on the transmission of intangible cultural heritage.

Support the widespread dissemination and promotion of typical traditional cultural values of ethnic minorities; research and survey tourism potential, select and develop characteristic tourism products for ethnic minority and mountainous regions. Organize the preservation of traditional festivals, support equipment for cultural centers, build traditional cultural centers, community learning centers, etc.

To make the implementation of Project 6 in the province more effective, in the coming time, relevant departments, agencies, units, and localities need to continue to promote awareness of the project's purpose and significance, raising awareness and encouraging the entire community to work together in preserving, maintaining, and promoting the cultural values of ethnic minority communities.

Regularly survey and understand the situation, opinions, thoughts, and aspirations of ethnic minority communities and those responsible for preserving traditional cultural values to develop appropriate implementation plans. Strengthen inspection and supervision of project implementation. Unleash the potential and advantages for tourism development in ethnic minority areas with distinctive products, contributing to livelihood transformation, job creation, and income improvement for ethnic communities.
