According to the State Bank of Region 12, as of May 2025, the total outstanding loans for priority sectors of credit institutions in 5 provinces in the Southeast region including: Dong Nai, Binh Duong, Ba Ria - Vung Tau , Binh Phuoc and Tay Ninh are estimated to reach more than 668 trillion VND.
In Dong Nai, the Provincial People's Committee issued Decision No. 26/2025/QD-UBND of the Provincial People's Committee stipulating the conditions, contents, and preferential loan levels to implement a number of lending activities under the national target program in the province. This Decision stipulates preferential loan packages for organizations, individuals, and households that need to borrow capital to develop production and business to participate in the implementation of the OCOP Program, develop rural tourism, develop traditional craft villages, develop organic agriculture, high-tech agriculture, etc.
In recent times, the banking sector in the Southeast provinces has focused on prioritizing credit flows for production, business, consumption, and priority sectors. Priority credit sectors include: agriculture, rural areas; export; small and medium enterprises; supporting industries; and high-tech enterprises.
In Dong Nai, outstanding loans for the fields of agriculture, rural areas; export; small and medium enterprises... account for a high proportion compared to outstanding loans for these fields in region 12.
At the Conference on Promoting Bank Credit to Contribute to Economic Growth in the Region in April 2025, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee Duong Minh Dung proposed that the State Bank of Region 12 continue to implement preferential credit programs for people and businesses, solutions to reduce lending interest rates, promote science, technology, digital transformation; at the same time, direct credit capital to areas that create growth momentum in the locality such as: investment, export, consumption, etc.
Innovation and improvement of trade promotion activities
In addition to mechanisms, policies, and programs to support capital and preferential credit, many enterprises and production and business establishments also expect functional agencies and local authorities to support in training human resources who can master modern technologies. At the same time, they need to strengthen the implementation of programs and activities to connect trade, expand markets, as well as promote digital transformation, application, and transfer of science and technology into production, investment, and business.
Director of Trong Duc Cocoa Company Limited (Phu Hoa Commune, Dinh Quan District) Dang Tuong Khanh said that the company's cocoa powder products have been certified as typical rural industrial products and are aiming to develop and upgrade the company's OCOP products (One Commune One Product Program). Currently, the company focuses on building sustainable raw material areas, investing in technology, developing marketing channels, and introducing products associated with local tourism development.
Director of the Vietnam Chamber of Commerce and Industry (VCCI) - Ho Chi Minh City branch Tran Ngoc Liem said that Dong Nai and its associations need to promote the gathering of leading enterprises in each field, calling on them to actively participate in local activities and programs to share experiences and lead private enterprises, small and medium enterprises in the province. In particular, localities and enterprises need to pay more attention to the brand value of enterprises in the global supply chain rather than domestically, and at the same time meet common international standards.
At the Conference on Connecting Trade between Enterprises and Suppliers from Provinces and Cities with Dong Nai's Distribution System in May 2025, Deputy Director of the Department of Industry and Trade Tran Duong Hung shared that each stage, trade promotion activities, and trade connections must have different orientations and strategies. In the coming time, the Department will strengthen the implementation of trade promotion activities with many innovations and more appropriate steps to support local enterprises to integrate, improve competitiveness, and expand markets in the context of the 4.0 industrial revolution. At the same time, the Department will strengthen coordination between national trade promotion organizations; domestic and foreign trade promotion organizations to support enterprises more effectively in developing and expanding domestic and export markets.
