To enhance the capacity of power supply for loads, meeting the needs of socio -economic development of the province, many key power grid projects have been and are being implemented. However, difficulties and obstacles in compensation and site clearance (B-GPMB) have caused many projects to be delayed, requiring functional sectors and local authorities to coordinate more closely with the Electricity sector, speed up the progress of projects, ensure safe, stable and continuous power supply in the coming time.
To ensure electricity supply for socio-economic development, security and defense in the peak summer of 2024 and the following years, on October 6, 2023, the Provincial People's Committee and Vietnam Electricity Group (EVN) signed an agreement, agreeing on the progress of completing 15 key power projects, including 12 projects depending on the site clearance progress, 10 projects requiring completion of energization before March 31, 2024 and 5 projects requiring completion of energization in the second quarter of 2024.
According to EVN's assessment, up to now, 5/12 projects have been handed over the site including: 500kV Vinh Yen Transformer Station Project; 220kV Ba Thien Transformer Station; 110kV Yen Lac transmission line and transformer station; 110kV Song Lo transformer station and branch; improving the capacity of 110kV transmission line (220kV Vinh Yen - Phuc Yen - Quang Minh transformer station) and completed energizing 2/15 projects (installing T2 transformer of 110kV Dong Soc transformer station, installing AT1 transformer of 220kV Vinh Tuong transformer station).
The main reason for the remaining projects being behind schedule is that the BT - GPMB work encountered many difficulties, and the progress of handing over the project site was slow.
The Lap Thach - Tam Duong 110 kV transmission line project has not been able to be energized due to difficulties in compensation and site clearance for the 110 kV transmission line corridor and the location of some poles.
For example, the 110kV power line and substation project in Tam Duong district has a total recovered area of 2.09 hectares with 32 pole locations and 1 substation location passing through 4 communes and towns of Dao Tu, Huong Dao, Hop Hoa and Kim Long.
Up to now, the local government has conducted an inventory of land and assets on land for 30/32 pole locations; 4 pole locations in Tam Duong I Industrial Park - Area 2, Tam Duong District People's Committee has coordinated with the investor to resolve.
However, the project has not yet been approved for land prices and although it was transferred from 2023, to date the project is not on the list of projects allowed to reclaim land in Resolution No. 62 dated December 15, 2023 of the Provincial People's Council and is not on the list of projects according to the 2024 land use plan of Tam Duong district.
At the same time, at column 35, the District Construction Investment Project Management Board coordinated with the People's Committee of Huong Dao commune and the investor to work with Mr. Nguyen Van Truong's household (Huong Dao commune) many times, but his family still did not agree to inventory the land and assets on the land...
With the hot weather and high load growth, the power supply in the province will face many difficulties, with the risk of having to reduce load in the districts of Binh Xuyen, Tam Dao, Tam Duong, Lap Thach, Song Lo and Phuc Yen city due to overload of the 110kV power grid.
In order for the projects to be completed and put into operation soon, ensuring sufficient electricity supply for the socio-economic development of the province and neighboring areas, EVN requests localities to actively coordinate in propagating and mobilizing people, removing obstacles, speeding up the progress of BT - GPMB, and promptly approving land price adjustment coefficients for a number of projects...
Specifically, for the 220kV Ba Thien substation project and the 220kV Viet Tri - Tam Duong - Ba Thien line, the People's Committees of Song Lo, Tam Dao and Binh Xuyen districts completed BT - GPMB procedures and handed over the site.
Project to build new and renovate the 110kV Vinh Yen - Vinh Tuong - Viet Tri line, request the People's Committees of Binh Xuyen, Tam Duong districts and Vinh Yen city to soon approve the land price adjustment coefficient for the project, issue a decision to approve the BT plan, recover land and speed up the site clearance work for pole locations.
Ba Thien - Khai Quang 110kV line project, Ba Hien Brick Company promptly handed over VT31 site; Binh Xuyen District People's Committee promptly handed over VT14 site; Provincial People's Committee promptly considered the proposal of the Department of Construction on removing overlapping obstacles between Ba Thien - Khai Quang 110kV line and Ring Road 5...
The 110kV Ba Thien - Khai Quang transmission line project still has some locations in Binh Xuyen district that have not been cleared for construction.
In response to EVN's requests to resolve difficulties in land acquisition for power grid projects in the province, regarding the content of the mechanism to support the route corridor for households growing trees on agricultural land and annual land, the Provincial People's Committee assigned the Department of Natural Resources and Environment to preside over and coordinate with relevant departments, branches and units to research and advise the Provincial People's Committee to resolve in accordance with the provisions of law.
For the remaining problems, the province assigned the Department of Industry and Trade to preside over and coordinate with relevant units to review, synthesize and report to the Provincial People's Committee to agree on a solution with districts, cities and relevant units as soon as possible.
