Complete technical infrastructure, attract investment in industrial clusters

Synchronous development of industrial cluster infrastructure plays an important role in socio -economic development, job creation for local workers, and contributes to increasing the value of industrial production. In recent times, the province has issued mechanisms and policies to remove difficulties and obstacles, promote and attract investment in developing industrial cluster infrastructure according to the plan, meeting the requirements of industrial and handicraft production development.

Thanh Minh Industrial Park, Phu Tho Town has invested in a wastewater treatment system, contributing to ensuring environmental conditions in production.

There are 27 industrial clusters established in the province, of which 17 have invested in building technical infrastructure and attracted secondary investors to operate; 2 industrial clusters are investing in building technical infrastructure; 8 industrial clusters are carrying out compensation, site clearance, and carrying out procedures on construction, environment, fire prevention and fighting. The total registered investment in building infrastructure of industrial clusters is more than 7,900 billion VND, of which the investment capital of enterprises is 7,500 billion VND, the investment capital from the state budget is over 400 billion VND. In the industrial clusters, 129 projects have come into operation, creating stable jobs for more than 27,000 workers with an average income of 7 million VND/person/month.

Striving to be one of the green - clean - efficient - sustainable industrial parks, Thanh Minh Industrial Park, Phu Tho Town with an area of ​​over 24 hectares invested by Phu Tho Construction and Installation Consulting Joint Stock Company has invested in completing the technical infrastructure of the industrial park. Up to now, the industrial park has attracted 18 secondary investors, the industrial land occupancy rate has reached 100%.

Mr. Tran Tu Hai - Director of the Company said: "Determining that completing the technical infrastructure of the Industrial Park contributes to attracting investment and meeting the production and business requirements of enterprises, we focus resources on implementing the project. Technical infrastructure including internal traffic, sidewalks, trees, water supply, drainage, electricity supply, public lighting and other works serving the operation of the Industrial Park is completed. In particular, enterprises investing in the Industrial Park must meet environmental protection requirements, prioritizing projects using clean technology, advanced technology, and environmentally friendly. The Industrial Park has also invested in a synchronous wastewater treatment system with a capacity of ^300m3 /day and night, capable of treating wastewater from enterprises in the Cluster to meet prescribed standards before discharging into the environment in accordance with the approved environmental impact assessment report. This is also an important factor, contributing to attracting enterprises to invest in the Industrial Park".

However, the development of industrial parks in the province still faces some difficulties because many industrial parks both attract investment and complete technical infrastructure, so there is limited synchronicity, making it difficult to arrange investment projects according to functional zones. Some industrial parks have not invested in centralized wastewater treatment systems, only have surface water and domestic wastewater collection systems; infrastructure outside the fences of industrial parks has not been invested synchronously, affecting investment attraction in industrial parks.

According to Plan No. 3562/KH-UBND, dated September 15, 2023 of the Provincial People's Committee on the implementation of industrial clusters in Phu Tho province in the period of 2023-2025, the goal is to invest in building synchronous technical infrastructure, completing operating industrial clusters; strive to start construction of technical infrastructure from 8-10 industrial clusters; establish new and expand from 3-5 industrial clusters, of which 100% of newly built industrial clusters must have wastewater treatment stations according to regulations. To ensure the set goals, for industrial clusters that have come into operation, continue to invest, renovate, upgrade, maintain and repair technical infrastructure works.

Regarding the implementation of investment in the construction of technical infrastructure of established industrial parks, develop a specific plan on the progress of work implementation of departments, branches, localities, investors and related units, focus on implementing solutions to remove difficulties and obstacles, create the most favorable conditions to shorten the time for investment procedures, site clearance, speed up the progress of construction, deploy technical infrastructure construction, and soon put industrial parks into operation to attract secondary investment.

Effective implementation of solutions will contribute to promoting the efficiency of industrial clusters, facilitating environmental management and control, and attracting businesses to invest in industrial and handicraft development in localities.
