Improving institutions and removing bottlenecks to create momentum for national development.

On the morning of December 17th, in Hanoi , the Central Steering Committee on the Improvement of Institutions and Laws held its second meeting, chaired by General Secretary To Lam, Head of the Steering Committee.

Attending the session were Comrade Pham Minh Chinh, Member of the Political Bureau, Prime Minister, and Deputy Head of the Steering Committee; Comrade Tran Thanh Man, Member of the Political Bureau, Chairman of the National Assembly, and Deputy Head of the Steering Committee; members of the Steering Committee; and representatives from the leadership of several central committees, ministries, and agencies.

The second meeting of the Steering Committee took place in the context of the entire political system working together, resolutely and accelerating the completion of socio-economic development goals for 2025, as well as for the entire term; preparing to enter the first year of implementing the Resolution of the 14th National Congress of the Party.

Improving institutions to meet development requirements in the new era.

At the meeting, the Steering Committee members discussed and provided feedback on: the draft report on the results of implementing Resolution No. 66-NQ/TW of the Politburo in 2025, and the direction and tasks for 2026 of the Steering Committee; and the draft work program for 2026 of the Steering Committee.

At the same time, discussions and opinions were given on the Project "Improving the structure of the Vietnamese legal system to meet the requirements of national development in the new era"; and the Project on legislative orientation for the 16th National Assembly term.

In addition, the Standing Committee of the Steering Committee also reported on the results of handling and resolving difficulties, obstacles, and "bottlenecks" caused by legal regulations; reported on major policies aimed at mobilizing and unlocking financial resources for economic development; reported on mechanisms and policies for developing small and medium-sized enterprises; reported on some major orientations for improving legislation in the field of combating corruption, waste, and negative practices; and reported on improving legislation for implementing decentralization, delegation of power, and delineation of authority.

Complete 100% of the tasks under Resolution No. 66-NQ/TW by 2025.

Concluding the session, General Secretary To Lam, Head of the Steering Committee, acknowledged and highly appreciated the efforts of the Party Committee of the National Assembly, the Party Committee of the Government, the Party Committee of the Ministry of Justice, and the central and local committees, ministries, and agencies in completing 100% of the tasks of implementing Resolution No. 66-NQ/TW, which is scheduled for completion in 2025.

The Head of the Steering Committee requested that the Party Committee of the National Assembly, the Party Committee of the Government, and the Party Committees of central and local departments, ministries, and agencies continue to thoroughly understand and fully implement the goals, requirements, and tasks set forth in the Resolution within the work plan and program for 2026.

General Secretary To Lam emphasized that the Steering Committee basically agreed with the draft work program for 2026; and requested the Standing Agency of the Steering Committee to incorporate the opinions of the delegates attending the meeting to finalize and submit it for signing and promulgation. During the implementation process, the Steering Committee will direct and supplement any newly arising tasks in accordance with practical requirements.

The Steering Committee highly appreciated the meticulous and serious preparation by the Party Committee of the Ministry of Justice – the agency in charge of drafting the Project "Improving the structure of the Vietnamese legal system to meet the requirements of national development in the new era".

The Steering Committee requested that the members' opinions be incorporated to further refine the Project, and that it be reported to the Politburo for consideration and issuance of a Conclusion on perfecting the structure of Vietnam's legal system to meet the requirements of national development in the new era.

Fundamentally remove legal bottlenecks in 2025

The Steering Committee acknowledges and highly appreciates the sense of responsibility, effort, and dedication of the Party Committee of the 16th National Assembly in ensuring quality and progress; and requests the Party Committee of the National Assembly to incorporate the opinions of the Steering Committee members to further refine the draft plan and submit it to the competent authority for consideration and approval.

In addition, we acknowledge and appreciate the efforts of the Party Committee of the Government and the Party Committees of central ministries and agencies in reviewing and identifying 2,088 feedback and recommendations, of which 787 were identified as having difficulties and obstacles due to legal regulations.

It is expected that by the end of 2025, 462 out of 470 complaints and requests requiring immediate resolution will be processed (reaching 98.3%), thereby completing the goal of removing "bottlenecks" caused by legal regulations as stipulated in Resolution No. 66-NQ/TW.

The Steering Committee requested relevant agencies to promptly resolve all remaining complaints and recommendations in 2025 and proactively implement a plan to address the 317 complaints and recommendations that face difficulties and obstacles due to legal regulations in 2026 according to the set roadmap.

Unlocking financial resources and creating a favorable investment environment.

The Head of the Steering Committee, To Lam, acknowledged the efforts of the Party Committee of the Ministry of Finance in synchronously institutionalizing solutions to mobilize and unlock financial resources for economic development. He also requested the Party Committee of the Government to direct the Party Committee of the Ministry of Finance and relevant agencies to focus on effectively implementing the identified directions for mobilizing and unlocking financial resources; thoroughly remove institutional bottlenecks, substantially reduce administrative procedures and business conditions, reduce legal compliance costs, and create a favorable investment and business environment; pay attention to the effective management of state capital in enterprises; and promptly implement specific mechanisms and policies regarding international financial centers, free trade zones, and crypto assets.

The Steering Committee requested the Party Committee of the Ministry of Finance to urgently review and propose comprehensive amendments to the Law on Supporting Small and Medium-Sized Enterprises by 2026, focusing on removing "bottlenecks" in credit, training, consulting, legal matters, science, technology, innovation, and green transformation, in order to create a favorable business environment, contribute to promoting employment, social security, and strengthen the confidence of the business community and workers.

The Steering Committee generally agrees with the recommendations and solutions to enhance the effectiveness of improving legal regulations on preventing and combating corruption, waste, and negative phenomena as stated in the Report of the Government Party Committee. It requests the Government Party Committee, the Party Committee of the Supreme People's Court, the Party Committee of the Supreme People's Procuracy, and relevant agencies to base their leadership and guidance on the content of the report to fully institutionalize the Party's viewpoints and policies into legal regulations in the field of preventing and combating corruption, waste, and negative phenomena.

Ensuring effective decentralization and delegation of power in the two-tiered local government model.

In addition, the Steering Committee highly appreciated the Party Committee of the Ministry of Interior for coordinating with the Party Committee of the Ministry of Justice in reviewing the implementation of laws on decentralization, delegation of power, and delineation of authority when operating two-tiered local governments.

Head of the Steering Committee To Lam requested the Party Committee of the Government to continue leading and directing the urgent review and issuance of guiding and explanatory documents for the 355 tasks that localities have reported needing the issuance of legal regulations or guiding documents for implementation, and to issue or amend relevant contents related to the 10 tasks requiring adjustment of authority between the central and local levels, or between different levels of local government. At the same time, he requested continued close monitoring of the implementation of decentralization and delineation of authority in localities, promptly guiding and resolving difficulties and obstacles, ensuring implementation in accordance with the spirit of "locality decides, locality does, locality takes responsibility".

"2026 is the first year of implementing the Resolution of the 14th National Congress of the Party, and it is also an important foundation for effectively carrying out tasks and objectives in the following years. In the context of a very large workload, the role of perfecting institutions and laws is very important. Therefore, I urge all comrades to maximize their intellect and sense of responsibility, closely follow practical requirements, and be decisive in leading and directing central ministries, departments, and localities to achieve the set goals. This will create the most favorable legal framework to promote national development in accordance with the direction set by the Congress," General Secretary To Lam emphasized.
