From spontaneous to second language
Since 2018, Taiwan has officially made Vietnamese a second optional language taught in secondary schools. Taiwanese education leaders have stated that they will open a class even if only one student registers.
But we didn't have to wait until 2018; for many years now, some Vietnamese teachers have been pioneering the teaching of the Vietnamese language.
Having married a Taiwanese man and lived in Taiwan for over 15 years, Ms. Hoang Phuong is a pioneer in advocating for Vietnamese brides. Ms. Phuong believes that Vietnamese brides struggle to integrate into Taiwanese society due to language barriers. She recalls a story she read in the newspaper that deeply troubled her. A young woman married to a Taiwanese man, unable to speak Chinese and unable to get along with her husband's family, jumped from a building with her child in an attempted suicide. The mother survived, but the child perished. This story has left her constantly pondering how to end such tragedies. She believes that only teaching Chinese can help them overcome the language barrier and have a better life.

Many scholarships for studying in Taiwan are available for Vietnamese applicants.
On February 24th, the Taipei Economic and Cultural Office announced the country's scholarships for international students in 2017.
She contacted the Open University in Taiwan, proposing that the university support her in teaching Chinese to Vietnamese people. Fortunately, the university agreed. More and more Vietnamese brides enrolled in these classes because they could communicate with the teachers in their mother tongue. Mothers-in-law also came to see how their daughters-in-law were learning, and they, along with their sons, suggested that Ms. Phuong open a Vietnamese language class so they could communicate with their daughters-in-law. In 2003, she successfully opened a Vietnamese language class for 70 mothers-in-law and husbands of Vietnamese brides.
But the tragedy of Vietnamese brides who don't know Chinese is less severe than that of Vietnamese brides who forget their mother tongue. Arriving in Taiwan alone, and living in a house without speaking Vietnamese, many gradually forget both the spoken and written language. Ms. Phuong chose a way to teach Vietnamese widely: through television and radio with the Vietnamese language program "One Sentence a Day" (5 minutes/episode).

Urgent need to train teachers.
Over the years, quite a few female teachers have been quietly teaching Vietnamese throughout Taiwan.
For the past six years, Wen De Elementary School (New Taipei City) has been teaching Vietnamese to second-generation children (children of immigrants to Taiwan). This is the first school in Taiwan to implement Vietnamese language instruction.
Mr. Tu Chinh Thuan, the school principal, said that the school has about 45 students who are children of Vietnamese mothers. Last year, Mr. Thuan also organized a Vietnamese Culture Day to help students understand the culture of their motherland.
The instructor is Ms. Huynh My Man, a Vietnamese woman. She married and moved to Taiwan over 10 years ago, had children, and taught them the language. She deeply understands that teaching a language is a sacred bond between mother and child. She studied and then traveled to various schools throughout the city to teach Vietnamese.
The organization of Vietnamese language classes is carried out under the policy of the New Taipei City Department of Education. Classes have been held once a week for many years. According to Ms. Huang Jing-yi, Deputy Commissioner of the New Taipei City Department of Education, the implementation of Vietnamese language teaching stems from the large number of Vietnamese children in the city. In some elementary schools, students of Vietnamese origin account for up to 10% of the total student body. Currently, to promote Vietnamese language teaching, teacher training is being implemented as quickly as possible. Each area has up to 10 training centers. Each basic training course lasts up to 38 hours, followed by further training at a higher level. By 2018, all schools will have a sufficient number of Vietnamese language teachers.
