Learn and follow Uncle Ho through many creative models

As a mountainous border province with many difficult socio -economic conditions, Lai Chau determined that in order to achieve the goal of rapid and sustainable development, it must always practice the motto "people are the root", internal strength is the focus, cadres and party members are the core. From there, Lai Chau Provincial Party Committee has concretized studying and following Uncle Ho into many creative, practical models, spreading widely among the people, creating a driving force for comprehensive development.

Multiplying effective models

Studying and following Ho Chi Minh's ideology, morality and style, Lai Chau Provincial Party Committee identified the breakthrough task for the period 2021-2025 as: "Strictly carry out the responsibility of setting an example, promoting innovation, enhancing the will of self-reliance, self-reliance, the aspiration to build a prosperous and happy life, bringing Lai Chau province to develop quickly and sustainably". Concretized with many specific programs and action plans, the Provincial Party Committee directed the integration into campaigns, building models of studying and following Uncle Ho.

According to Le Chi Cong, Deputy Head of the Standing Committee of the Propaganda and Mass Mobilization Department of Lai Chau Provincial Party Committee, the breakthrough in implementing Conclusion No. 01-KL/TW is the models of learning and following Uncle Ho that are close to people's lives and linked to economic development goals. Especially, local Party committees and authorities innovate their thinking, review, evaluate, and select suitable and feasible models for implementation; at the same time, monitor the implementation process, criteria for striving, promptly evaluate results, remove difficulties and obstacles, and draw lessons for replication. All of these have created an exciting atmosphere, people trust the leadership of Party committees and authorities, work enthusiastically, and do not wait or rely on others.

Thanks to the right policies and directions, in recent times, the province has spread many good and creative models with thousands of typical individuals and groups studying and following Uncle Ho. In the period of 2021-2025, Lai Chau effectively implemented 1,095 breakthrough tasks, key tasks and 1,093 models. Of which, the number of economic models reached 36%.

The model “Spreading the fragrance of ancient Bien Cuong tea” of Bien Cuong Cooperative (Mo Si San commune, Phong Tho district) is typical in studying and following Uncle Ho associated with economic development, with practical efficiency. The whole commune currently has about 1,700 ancient Shan Tuyet tea trees.

Recognizing this valuable resource, since 2018, under the direction and guidance of the Party Committee, Bien Cuong Cooperative was established, the first unit in Phong Tho district to organize the purchase and processing of fresh ancient tea buds using a modern processing machine system, producing famous, delicious tea products with high economic value.

With appropriate methods, Bien Cuong Cooperative currently has 3 products recognized as meeting the province's 3-star OCOP standards. Revenue from tea products brings an average income of about 60 million VND/member/year, contributing to improving and enhancing the lives of many households in the commune. Developing ancient tea areas associated with tourism development at the border opens up an effective direction in solving employment and increasing income.

The models of studying and following Uncle Ho in Lai Chau are flexibly deployed according to specific conditions, based on the strengths of each region and each ethnic group to achieve the highest efficiency. Tan Uyen district with suitable soil and climate has developed a high-tech agricultural production model, growing valuable crops such as melons, tomatoes... with an output of more than 30 tons/year, creating stable income. Nam Nhun district, based on its forest strength, has promoted a honey beekeeping model that meets OCOP standards...

In Lao Chai I village, Khun Ha commune, Tam Duong district, taking advantage of climate conditions, natural landscapes, and cultural identity, the Lao Chai I village Party Cell has promoted and mobilized people to implement a community tourism development model. With the active participation of the Party Committee and Khun Ha commune government, households in the village have been able to visit and learn how to do community tourism, and update their knowledge on economic development and preserving cultural identity. Currently, Lao Chai welcomes an average of more than 20,000 visitors each year. The quality of life of the people has improved significantly; the poverty rate has decreased, the average income has reached about 38 million VND/person/year; the average income of households providing tourism services has reached 100-150 million VND/year.

Party committees set an example and go first

In order to make learning and following Uncle Ho more and more profound and practical, the Party committees in Lai Chau did not passively wait for instructions, but boldly tried new things, from which they learned and expanded. During the implementation process, the Party committees and authorities always accompanied the people, from taking the lead, doing things first, helping to borrow capital from policy banks to providing technical support, ensuring output for the people.

In Ta Mung commune (Than Uyen), the Party Committee boldly proposed a policy of converting crops, building a tea growing model according to VietGap standards and implementing a concentrated livestock farming model.

Secretary of the Ta Mung Commune Party Committee, Vang A Mang, shared: “Since the beginning of the term, the Commune Party Committee has mobilized the political system to mobilize people to change their livestock and crop structure. At first, this policy encountered great opposition from the people due to their insufficient cultural level and awareness. The Commune Party Committee held many meetings, building a pilot model with pioneers who were Party members and outstanding people. After one or two successful crops, most people have switched from rice farming to tea growing. The Commune Party Committee has made efforts to find ways to connect with businesses, ensuring that people's tea is always sold at a good price.”

Currently, the total tea area of Ta Mung is more than 300 hectares, of which commercial tea is 262.79 hectares, with a yield of 57.2 quintals/hectare and an output of about 1,500 tons. Focusing on economic development, Ta Mung's rural areas have clearly improved, the quality of life has improved, the average income has reached 45.456 million VND/person/year; the poverty rate has decreased sharply, from 63.53% (in 2021) to 12.83%.

Party committees at all levels guide party committees, party cells, and party members to choose models with breakthrough content, solving local "bottlenecks". To overcome the situation of free-range, ineffective livestock farming, the concentrated buffalo and cow farming model of party member Hang A Pao is a model of Ho Ta village, Ta Mung commune, which not only helps improve household economy but also contributes to maintaining a clean living environment.

After being guided by the Commune Party Committee and taken to visit models in other localities, A Pao boldly borrowed capital from the policy bank to grow tea and raise cattle and buffaloes in a clean, concentrated way, using probiotics techniques, ensuring hygiene in the village and hamlet. After 4 years, Hang A Pao has built a spacious residence, doubled the number of buffaloes and cows, and has 7,000 m2 of tea (harvesting 3-4 tons each year), 400 m2 of passion fruit. Hang A Pao is a pioneer in supporting and instructing on techniques for growing tea and raising clean cattle so that people can work together and increase their income.

Deputy Head of the Lai Chau Propaganda and Mass Mobilization Commission Le Chi Cong affirmed: The models of studying and following Uncle Ho's example associated with socio-economic development have been creating practical effects, affirming the correct, consistent and dedicated direction of Party committees and authorities at all levels. When Party committees play a good role as the core of leadership, boldly experiment with new things, especially setting an example and accompanying the people, studying and following Uncle Ho's example truly becomes a movement with wide-spread influence and sustainable effectiveness.
