Bringing practical experience into the resolution.
By monitoring the activities of the Provincial People's Council, especially in the performance of its decision-making function, many difficulties, shortcomings, or development requirements of the province have been carefully considered and researched by the Provincial People's Council to issue correct, relevant, and timely policies and resolutions. In other words, the Provincial People's Council has truly kept abreast of and listened to the pulse of life, incorporating life into its resolutions.
For example, in 2022, according to reports from Nghe An Newspaper and several other media outlets, there was a growing trend of forest protection task forces in the province quitting their jobs; the main reason being the low and unstable funding for these task forces, sometimes going almost a year without receiving their allowances, significantly impacting their lives and families...

Given the practical difficulties faced by the specialized forest protection force and the increasing rate of resignations among them, posing a risk of the forests being left unprotected, the Standing Committee of the Provincial People's Council proposed that the Provincial People's Committee study and submit to the Provincial People's Council a policy for the specialized forest protection force. At its 14th session, term 2021-2026, held in early July 2023, the Provincial People's Council adopted Resolution No. 02, stipulating a policy to support forest owners in managing and protecting forests in the province.
Comrade Nguyen Huu Hien – Vice Chairman of the People's Committee of Tuong Duong district shared: The resolution issued by the Provincial People's Council ensures a stable source of funding for forest owners to pay for forest protection forces; at the same time, it increases the payment for forest management and protection to 300,000 VND/ha/year. In particular, it ensures fairness at a general level for specialized forest protection forces, because the resolution stipulates: for areas not yet allocated funding for forest management and protection, a support of 300,000 VND/ha/year will be provided; for areas already allocated funding for forest protection from the forest environmental service payment policy, programs, projects, and other legal sources of capital, but the total unit price already supported is less than 300,000 VND/ha/year, additional support will be provided to reach 300,000 VND/ha/year.

Along with the resolution on policies for the specialized force managing and protecting forests, at the 14th session, the Provincial People's Council also decided to issue Resolution No. 01 on a number of policies to support fishing vessels operating in offshore waters in the province. The policy includes three groups of support, including: funding for fishing trips for offshore fishing vessels; support for purchasing vessel tracking devices to replace Movimar devices; and support for subscription fees for vessel tracking devices installed on fishing vessels.
Mr. Tran Van Duong, a boat owner in Dien Ngoc commune (Dien Chau district), said: "The policies issued by the Provincial People's Council are very popular with the people; they both support and encourage fishermen to go out to sea and exploit and catch aquatic products in the context of rising prices of fuel, fishing gear, and raw materials for fishing; and contribute to the efforts of localities nationwide to remove the 'yellow card' for Vietnamese seafood, through supporting boat owners to purchase vessel tracking devices to replace Movimar devices and the subscription fees for vessel tracking devices installed on fishing boats."
By incorporating practical examples into resolutions, each resolution issued by the Provincial People's Council contains a "story" of real life. For instance, the resolution stipulating policies to support investment in swimming pools and organize swimming lessons for children tells a "story" of sustainable solutions in preventing drowning among children – one of the "hot" issues in society. Similarly, the resolution stipulating policies to support officials and employees working at the One-Stop Service Centers at all levels tells a "story" of motivating and enhancing the responsibility of the "one-stop" service staff…

Even resolutions on investment policies and adjustments to investment policies are "stories" of development through timely investment in new projects and works, or adjustments to investment policies, all aimed at accelerating public investment, disbursing public investment capital, and promoting development.
From the beginning of 2023 until now, the Provincial People's Council has held 3 sessions, including 2 specialized sessions and 1 regular mid-year session, with 49 resolutions issued.
Be proactive and flexible in drafting and issuing resolutions.
The spirit of life is not only reflected in the content of each resolution and the resolution of practical issues by the Provincial People's Council, but also in the practical demands, enabling them to be both proactive and flexible in drafting and issuing resolutions.
The proactive approach here is that the Standing Committee of the Provincial People's Council requires that the resolution drafting process be prepared "early and in advance," by requiring the Provincial People's Committee at the beginning of each year to direct departments and agencies to review and compile a list of resolutions to be submitted to the Provincial People's Council for consideration and promulgation within the year, for the Standing Committee of the Provincial People's Council to review and approve; at the same time, assigning the committees of the Provincial People's Council to work alongside departments, agencies, and the Provincial People's Committee in the preparation process.

Only then will the issued resolution be feasible and highly effective, and quickly put into practice; avoiding the situation where drafting agencies prepare draft resolutions superficially, formally, with general and vague content, leading to multiple submissions before approval, affecting the progress of state management tasks at the local level or causing difficulties in the implementation process.
Besides being proactive, Comrade Nguyen Nam Dinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council - also affirmed that the Provincial People's Council is flexible and ready to organize specialized sessions whenever practical needs arise to consider and issue resolutions to promptly address important and urgent issues of the province and localities. This is precisely the flexibility and close adherence to the pulse of life demonstrated by the Provincial People's Council.
By incorporating real-life situations into resolutions and closely following the pulse of life when formulating policies, resolutions, and mechanisms, the Provincial People's Council has contributed to increasing the "weight" of its decisions and enhancing the "vitality" of its policies and resolutions in practice.
