At the meeting, comrade Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Lang Son province presented the report of the Provincial People's Committee on the implementation of the socio -economic development plan in the first 6 months of the year; main tasks and solutions for the last 6 months of 2025.
Accordingly, Lang Son province has organized and effectively implemented the streamlining of the apparatus according to the direction of the Central Government; initially deployed the smooth operation of the 2-level local government model in 65 administrative units of communes and wards as well as in the whole province.
The socio-economic development of Lang Son province has also achieved many encouraging growth figures. In particular, the total product in the area (GRDP) in the first 6 months of the year is estimated to increase by 8.37% over the same period in 2024, of which: Agriculture, forestry and fishery increased by 6.74%, industry and construction increased by 11.89%, services increased by 7.45%, product taxes minus product subsidies increased by 7.78%.
Import and export activities through border gates achieved good results, with very high customs clearance efficiency, averaging about 1,550 vehicles/day, peaking at over 2,000 vehicles/day.
In the first 6 months of the year, the total import-export turnover of all types of goods through the province reached 41,710.4 million USD, an increase of 39.22% over the same period in 2024. Of which, the turnover of goods declared at the Customs Branch of Region VI alone reached 2,757.4 million USD, an increase of 4.3% over the same period. The turnover of local exported goods was 74 million USD, reaching 40.4% of the plan, equivalent to the same period.
Budget revenue is estimated at over 7,300 billion VND, reaching 80.6% of the central budget estimate, reaching 73.9% of the provincial budget estimate (up 47% over the same period in 2024)...
The socio-cultural fields are focused on, the spiritual life of the people is improved and enhanced. Digital transformation continues to be strongly implemented. National defense and security are ensured, national border security and sovereignty are maintained, foreign affairs are strengthened and expanded...
In addition to the achieved results, comrade Ho Tien Thieu also assessed that the socio-economic development situation of the province still faces many challenges, and there are still some unfinished tasks. In particular, the work of site clearance, implementation, and disbursement has not been ensured according to the set plan, affecting the overall progress of public investment disbursement.
The disbursement rate of capital for the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas is still low. The number of newly established enterprises has decreased compared to the same period...
The People's Committee of Lang Son province determined to continue to promote the implementation of tasks and solutions to improve the investment and business environment.
At the same time, Lang Son province will focus on removing difficulties, supporting investors, enterprises, cooperatives and business households in the production and business process, reducing the number of temporarily suspended and dissolved enterprises; issuing a plan to overcome the limitations of low-scoring PCI indicators in 2024.
To fulfill the key tasks in the last 6 months of the year, Lang Son province will continue to strengthen inspection and urge to accelerate the implementation of non-budget investment projects; resolve and remove difficulties and obstacles, and handle slow-progressing investment projects that are at risk of causing loss and waste...
Speaking at the meeting, Comrade Hoang Van Nghiem, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Lang Son province emphasized: In the last 6 months of the year, along with socio-economic development, Lang Son province will continue to perfect the apparatus and political system according to the 2-level local government model; organize commune-level Party Congresses and Provincial Party Congresses.
Lang Son province focuses on effectively implementing instructions on implementing resolutions of the Central Committee, Politburo, and Secretariat, bringing the country into a new era.
In addition, Lang Son province determined to soon stabilize the material facilities, improve the spirit and responsibility of the staff, civil servants, and party members, organize activities in an orderly and effective manner, ensuring continuity and smoothness to best support people and businesses.
The People's Council, the Standing Committee of the People's Council and the committees of the People's Council of Lang Son province continue to actively research and grasp the situation of people's lives; improve the quality of supervision activities and propose effective solutions in accordance with practical requirements.
At the same time, the People's Council of Lang Son province will continue to guide and train the activities of the new People's Councils of communes and wards; well prepare conditions to organize the election of deputies to the 16th National Assembly and the election of People's Council deputies at all levels for the 2026-2031 term.
At the meeting, voters also listened to the question-and-answer session of delegates with leaders of the Provincial People's Committee, departments and branches on issues of public concern and recommendations.
Also at this session, the People's Council of Lang Son province for the 2021-2026 term voted to elect an additional Vice Chairman of the People's Council of Lang Son province for the 17th term, 2021-2026 term.
With 100% of delegates present voting in agreement, comrade Nguyen Van Truong, member of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the People's Council of Na Sam commune was elected as Vice Chairman of the People's Council of Lang Son province for the 2021-2026 term. The People's Council of Lang Son province also passed a Resolution confirming the election results of the Vice Chairman of the Provincial People's Council for the 2021-2026 term.
At the meeting, the People's Council of Lang Son province also voted to pass 15 Resolutions of the Provincial People's Council on socio-economic development; public investment; finance, budget; mechanisms and policies in the cultural and social fields and planning adjustments.
15 Resolutions were passed at the 39th session of the People's Council of Lang Son province, term XVII, term 2021-2026:
(1) Resolution on a number of key policies and solutions to continue implementing socio-economic development, national defense and security goals and tasks in 2025.
(2) Resolution on adjusting the public investment plan and capital plan to implement national target programs for the 2021-2025 period and 2025.
(3) Resolution on adjusting the state budget revenue estimates in the locality, local budget revenue and expenditure estimates, local budget allocation plan for 2025 and public funding for implementing national target programs for 2025, previous years' sources transferred to 2025 after administrative unit arrangement.
(4) Resolution regulating the working expenses and conference expenses regime in Lang Son province.
(5) Resolution stipulating the list of revenues and collection levels, revenue and expenditure management mechanism for services serving and supporting educational activities other than tuition fees of public educational institutions in Lang Son province.
(6) Resolution stipulating the level of support for employees carrying out activities to support the development of inclusive education at non-public facilities supporting the development of inclusive education in Lang Son province.
(7) Resolution stipulating a number of policies to support the development of non-public preschool education in Lang Son province for the period 2025-2030
(8) Resolution stipulating a number of policies to support the development of community tourism in Lang Son province and promote the value of Lang Son UNESCO Global Geopark, period 2025-2030.
(9) Resolution regulating support policies for public passenger transport by bus in Lang Son province.
(10) Resolution stipulating a number of policies to support the implementation of the Program for stable population resettlement in Lang Son province for the period 2025-2030.
(11) Resolution approving the project to adjust the master plan for construction of Dong Dang-Lang Son border gate economic zone, Lang Son province until 2045.
(12) Resolution deciding on the policy and adjusting the policy of converting forest use to other purposes in Lang Son province.
(13) Resolution deciding on the number of labor contracts to perform professional and technical work in public service units of group 4 in the field of education in Lang Son province in 2025.
