On the side of the Ministry of Natural Resources and Environment, there were Deputy Minister Le Minh Ngan, members of the Standing Body of the Council, and the Planning agency.
Management, exploitation and use of marine space for sustainable development
At the meeting, Mr. Nguyen Duc Toan, Director of the Vietnam Administration of Seas and Islands, on behalf of the planning agency, reported a summary of the National Marine Spatial Planning; and reported on the synthesis of comments.
Accordingly, the Plan is built on the contributions to ensure a consistent viewpoint to concretize the Party's orientations and policies and the State's laws on management, exploitation and use of marine space for sustainable development of the marine economy .
Ensuring synchronization and unity on the basis of integrating relevant planning to create momentum for socio-economic and cultural development, environmental protection, marine conservation, ensuring national defense and security; based on the foundation of natural conditions, marine and island ecosystems and the needs of sectors, fields and localities with sea; ensuring sustainable development, on the basis of green growth, harmony between conservation and development; maximizing the potential position, comparative advantages, competitive advantages of each sector, field and sea and coastal areas of Vietnam; prioritizing the development of six marine economic sectors, research and basic investigation of marine environmental resources, especially seabed minerals.
Maintain the function, structure, resilience, and carrying capacity of ecosystems and marine regions and areas; ensure the ability to provide essential products and services of ecosystems and marine environments for human life and the development of marine economic sectors; preserve values, promote historical traditions, and marine cultural identity while building a cohesive and ocean-friendly society.
Marine socio-economic development is based on comprehensive, interdisciplinary management methods and sustainable exploitation and use of marine and island resources, enhancing transparency, responsibility and participation of stakeholders in the management, exploitation and use of marine space.
Mobilize all resources, especially non-budgetary financial resources, to invest in focused and key areas of marine economic development; prioritize state budget investment in research, basic investigation of marine resources and environment, complete database, train marine human resources and implement the Plan; combine mobilization of domestic and foreign resources; proactively improve the effectiveness of international integration and cooperation.
Making Vietnam a strong maritime nation, rich from the sea
At the meeting, the reviewers and the opinions of the Council members highly appreciated the National Marine Spatial Planning for the period 2021-2030, with a vision to 2045, which had been carefully and methodically prepared.
Delegates commented that, with the rapid impact and change of the marine space as well as the world with many new contexts, this is a Planning with a multi-disciplinary approach, integrating, interweaving, and synchronizing many information areas to produce a good Planning product up to the present time, thereby providing orientations to create motivation and socio-economic development while still managing natural resources most effectively in the coming time.
The members of the Appraisal Council have added many more opinions to elaborate on the Plan to work towards the goal and vision that by 2050, all of Vietnam's sea areas will be effectively managed and sustainably used in space and time, meeting the requirements of socio-economic development, ensuring national defense, traditional and non-traditional security, environmental protection, marine conservation; completing the goal of making Vietnam a strong maritime nation, rich from the sea.
The members of the Appraisal Council unanimously approved the National Marine Spatial Planning for the 2021-2030 period, with a vision to 2050, and requested the Planning Agency to receive comments and complete the dossier to submit to the Government according to regulations.
Concluding the meeting, Minister Dang Quoc Khanh highly appreciated the delegates' contributions, which were both focused and suggestive, as well as very detailed and specific, to supplement the Planning.
On behalf of the Appraisal Council, Minister Dang Quoc Khanh assessed that the National Marine Spatial Planning is a multi-sectoral planning, the first of its kind to be established in Vietnam; it is comprehensive and difficult in terms of expertise. The planning is based on a spatial approach, aiming to allocate and arrange marine space for sectors, fields of activity, information, and input data for the planning of complex, comprehensive and multi-sectoral planning.
The Council acknowledged and highly appreciated the Ministry of Natural Resources and Environment for its close coordination with ministries, sectors, coastal localities, and scientists in organizing the development of the National Marine Spatial Planning to ensure the requirements set forth. The Planning dossier has been carefully prepared, ensuring compliance with the procedures and regulations of the Planning Law and Decree No. 37/2019/ND-CP.
The Council also assessed that the planning content is consistent with the Planning Task approved by the Government, ensuring continuity, dynamism and openness to suit reality. The expression of viewpoints, general goals, and specific goals is appropriate and clear; the entire content of the National Marine Spatial Planning for the period 2021-2030, with a vision to 2050, is highly agreed upon by the Council members.
The Appraisal Council unanimously approved the National Marine Spatial Planning for the 2021-2030 period, with a vision to 2050. Based on the comments of experts and Council members at the meeting, the Ministry of Natural Resources and Environment carefully studied to absorb, explain the comments and complete the draft planning dossier.
At the same time, the Appraisal Council requested the Standing Body of the Council to urgently develop a Planning Appraisal Report and send it to the Council members for comments; coordinate to complete the notification of the Council Chairman's Conclusion at the appraisal meeting; Council members have written comments on the Planning Appraisal Report and send it to the Standing Body of the Council; The planning agency receives the Council's comments, based on the Appraisal Report to complete the dossier to submit to the Government according to regulations...
