The Vietnam Association of Victims of Agent Orange/Dioxin continues to monitor developments and support the lawsuit of Ms. Tran To Nga.

In 2024, the first year of implementing the Resolution of the 5th Congress, term 2023-2028, the Vietnam Association of Victims of Agent Orange/Dioxin has made many efforts to comprehensively deploy all aspects of work.


On December 26, in Hanoi , the Central Executive Committee of the Association of Victims of Agent Orange/Dioxin, term V, 2023-2028, held the second conference to summarize the implementation of tasks in 2024 and determine the direction and tasks for 2025.

Lieutenant General Nguyen Huu Chinh, member of the Presidium of the Vietnam Fatherland Front , President of the Vietnam Association of Victims of Agent Orange/Dioxin chaired the Conference.

Attending the Conference were the Vice President of the Association of Agent Orange/dioxin Victims; delegates from the Central Committee for Mass Mobilization; the Ministry of Labor, War Invalids and Social Affairs; the Ministry of Health; the Ministry of Home Affairs and all members of the Standing Committee and the Executive Committee of the Central Committee of the Association, term V, 2023-2028.

The report at the Conference showed that currently, the Association's organizations nationwide (in 63/63 provinces and cities; with 638 district and county Associations and 6,668 commune, ward and town Associations; total 373,484 members), continue to receive the attention and leadership of the Party, State, central ministries, branches and local Party committees and authorities, the participation of organizations, philanthropists and the whole society joining hands to ease the pain of Agent Orange.

Based on the full-term work program, the 2024 plan and the joint programs signed between the Association and agencies and units. The Standing Committee, the Executive Committee and the Central Standing Committee of the Association and the system of member association organizations nationwide have promoted the spirit of "Solidarity - Compassion - Responsibility - For Agent Orange victims"; proactively, made efforts to overcome difficulties, actively implemented and comprehensively completed all aspects of work, many tasks were well completed, and many activities of profound political and social significance were successfully organized.

Specifically, the Association coordinated with the Central Committee for Mass Mobilization, the Ministry of Labor, War Invalids and Social Affairs, and the Ministry of Health to inspect and grasp the implementation of Directive No. 43-CT/TW of the Secretariat in the provinces and cities of Can Tho, An Giang, Kien Giang, Nam Dinh and Ninh Binh, achieving good results.

The Central Committee decided to welcome 318 victims from provinces and cities; 14 volunteers and 16 officials of central agencies to steam bath and detoxify at the Social Insurance Center; provide long-term care for 21 victims; actively implement the Resolution of the 5th Congress into practice, strive to overcome all difficulties, and successfully complete the goals and work plans of the year.

The Association has done a good job of advising and proposing to the Party, the State and Party committees and authorities at all levels to continue implementing Directive No. 43-CT/TW of the Secretariat; Decision No. 118-QD/TW of the Secretariat promulgating the "Regulations on the organization and operation of mass organizations assigned by the Party and the State at the Central level". Closely coordinating with departments, ministries and branches to resolve difficulties in policies and regimes for victims, continuously building a strong Association.

Propaganda work was promoted with many appropriate and practical forms; the emulation movement "For Vietnamese Agent Orange victims" was widely deployed, creating positive changes in all levels of the Association.

Mobilizing resources and helping victims in many new, diverse, practical and effective forms; actively expanding the target audience, scope of mobilization and support resources of domestic and foreign organizations and individuals, creating a combined strength; mobilizing the entire political system to join hands to care for and help victims.

People's foreign affairs have flourished; the struggle for justice for victims has been carried out with new forms and measures, in line with the viewpoints, policies and foreign policies of the Party and State, and has achieved good results; the Association's position has been enhanced in its relations with international friends.

In addition, the Association maintained good working order, strictly implemented the Association's Charter and the agency's Working Regulations; strictly complied with the reporting regime on the results of the Association's work and promptly reflected the situation of caring for and helping victims to the Central Association; the quality of the comprehensive planning work was improved one step further.

The Association also closely coordinates with ministries, departments and branches to resolve problems related to policies for victims, constantly building a strong association; propaganda work is promoted with many appropriate and practical forms.

Entering 2025, the second year of implementing the Resolution of the 5th National Congress of Delegates, term 2023-2028 of the Vietnam Association of Victims of Agent Orange/Dioxin, the Central Committee of the Vietnam Association of Victims of Agent Orange/Dioxin and its member associations continue to thoroughly and effectively implement Directive No. 43-CT/TW of the Party Central Committee Secretariat on "Strengthening the Party's leadership in dealing with the consequences of toxic chemicals used by the US during the war in Vietnam" in conjunction with implementing Decision No. 2215/QD-TTg of the Prime Minister on the National Action Plan to overcome the consequences of toxic chemicals/dioxin after the war in Vietnam for the period 2021-2030.

The Association focuses on building and operating in a disciplined manner with a team of cadres in charge of the Association's work from the Central to the provinces and cities who are stable, dedicated, and highly responsible.

Some of the outstanding activities next year are the 64th anniversary of the Agent Orange disaster in Vietnam (August 10, 1961 - August 10, 2025) and the Day for Victims of Agent Orange (August 10); the 20th anniversary of the founding of the provincial and municipal associations (2005 - 2025). In coordination with Office 701, the Military Training and Education Center will successfully organize the Exchange-Art Program with the content "Livelihood-Integration", on the occasion of August 10; in coordination with the Chemical Corps and the People's Committee of Bac Giang province, successfully organize the Exhibition "Agent Orange - Conscience and Justice" in Bac Giang province; organize the Conference to exchange experiences of the Association's work in Hoa Binh province and Can Tho city; organize the Congress of Advanced Models at the Central level of the Association and the provincial and municipal Associations.

In addition to maintaining and developing relationships with relevant organizations, social activists, and scientists in supporting and assisting Agent Orange victims in Vietnam; implementing projects to support victims such as agricultural projects, clean vegetable growing projects, integration projects, Seeds of Hope projects, etc.; the Association continues to monitor the development of Ms. Tran To Nga's lawsuit against US chemical companies, fighting for justice for the victims to have appropriate support.

On this occasion, the Central Association of Victims of Agent Orange/Dioxin presented flags to 10 outstanding provincial and municipal associations leading the emulation movement; and presented Certificates of Merit to 71 collectives and individuals with outstanding achievements in the Association's work.
