Conference on inspection and supervision work in the first quarter of 2024 of the units of Department of Locality I

Implementing the 2024 work program and Plan No. 146-KH/UBKTTW, dated March 14, 2024 of the Central Inspection Commission , on the morning of April 5, in Ha Giang , the Central Inspection Commission held a conference to review the work of the first quarter of 2024 of the cluster of party organizations under the Department of Localities I. The conference aims to strengthen exchanges and coordination in performing political tasks, improving the quality and effectiveness of work; at the same time, evaluate the results of inspection, supervision and party discipline work in the first quarter, and plan key tasks for the second quarter and until the end of 2024.

At the Conference, Comrade Dinh Huu Thanh, member of the Central Inspection Commission, reported on the situation and results of inspection, supervision and party discipline work in the first quarter of 2024, and the directions and key tasks of the second quarter of 2024 of the party organization cluster under the Department of Localities I. The year 2024 is of special importance in successfully implementing the tasks of the Resolution of the 13th National Party Congress and resolutions of party congresses at all levels; the Party's policy is to continue to further promote the work of preventing and combating corruption, negativity and group interests with the viewpoint of "no forbidden zones, no exceptions"; at the same time, tighten discipline, administrative discipline, strengthen inspection, supervision and control of power. In the first quarter of 2024, party organizations actively and proactively led, directed and organized the comprehensive implementation of inspection, supervision and party discipline tasks according to the provisions of the Party Charter and tasks assigned by the Party Committee. Party executive committees and party delegations have proactively coordinated with Party committees to focus on leading, directing, thoroughly grasping, and promptly implementing resolutions, directives, regulations, rules, conclusions, and instructions of the Central Committee and the Central Commission for Inspection on inspection, supervision, and party discipline enforcement. Party committees and Commissions for Inspection at all levels have proactively developed and organized the implementation of the 2024 inspection and supervision program. Many units have focused on inspection when there are signs of violations right from the beginning of the year. Commissions for Inspection at all levels have performed well their advisory functions, helping Party committees promptly develop plans and organize implementation according to regulations; advising Party committees at all levels to promptly resolve problems at the grassroots level; advising on the development and promulgation of leadership and direction documents, interim and final reports on directives and regulations on inspection, supervision, and party discipline enforcement to ensure quality and time requirements. Advised the Party Committee and the Standing Committee of the Party Committee to carry out regular and ad hoc tasks assigned by superiors; promptly reviewed, handled responsibilities, and disciplined party organizations and party members who violated the rules. Party committees and inspection committees of localities and units have focused on thoroughly grasping and implementing Decision No. 56-QD/TW dated February 8, 2022 of the Politburo ; Decree No. 130/2020 dated October 30, 2020 of the Government and Instruction No. 03-HD/UBKTTW dated November 3, 2022 of the Central Inspection Committee on implementing a number of articles of the Regulation on coordination between asset and income control agencies; proactively promulgating Plans and organizing the reception and verification of assets and income of cadres and civil servants under their authority.

Department of Localities I has proactively advised the Committee, the Standing Committee of the Central Inspection Commission and effectively organized the implementation of assigned tasks; closely followed and grasped the locality to promptly report to the Standing Committee of the Committee and the Central Inspection Commission for direction. The coordination between party organizations and Department of Localities I has been increasingly strengthened and become more effective, gradually becoming routine, ensuring closeness, synchronization, timeliness, and compliance with principles, in accordance with actual conditions and the functions and tasks of each unit, contributing to the good implementation of the tasks of inspection, supervision, and enforcement of party discipline.

The report at the Conference also pointed out a number of limitations and shortcomings and proposed 6 key tasks to be implemented in the second quarter: Party committees, party organizations, and inspection committees at all levels, especially leaders, need to further improve their awareness of their roles and responsibilities for inspection and supervision work; strengthen leadership, direction, implementation and guidance of lower-level party committees, party organizations and inspection committees to perform inspection, supervision and discipline enforcement tasks within the Party according to regulations; Party committees regularly pay attention to and periodically work with inspection committees to promptly direct and orient inspection and supervision work. Inspection committees at all levels actively and proactively advise party committees to well implement the inspection and supervision program for 2024 as set out and tasks according to the Party Charter and the directions of the Politburo, the Secretariat, the Central Steering Committee on anti-corruption and negativity, party committees at all levels, and provincial Steering Committees on anti-corruption and negativity. Strengthen inspection and supervision of cadres and party members who show signs of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation", violations of things party members are not allowed to do, violations of exemplary responsibilities...; focus on inspecting party organizations and party members when there are signs of violations, focusing on inspections in sensitive areas, areas prone to corruption, negativity, public outrage, violations of shortcomings and mistakes discovered through inspection and audit work; promptly resolve petitions and denunciations in accordance with authority, procedures and regulations, especially in preparing personnel for party congresses at all levels; promote verification and control of assets and income of people with positions and powers. Continue to improve the effectiveness of industry building work. Prepare well for the first 6 months of 2024. Strictly implement the information and reporting regime on inspection and supervision work; the regime of inviting cadres to monitor the area to attend meetings and conferences according to regulations.

The conference listened to 07 comments from units. The comments agreed with the content of the report on the results of inspection, supervision and party discipline work in the first quarter of 2024, the directions and key tasks of the second quarter of 2024 of the units; focused on exchanging results and difficulties and obstacles in implementing inspection and supervision work at localities and units and making recommendations and proposing some solutions for implementation in the coming time. Some units exchanged experiences in performing inspection and supervision tasks, focusing on the task of inspecting party organizations and party members when there are signs of violations; experience in selecting and inspecting methods when performing inspection and supervision tasks; the implementation of control of asset and income declaration of cadres and party members; coordination between the party executive committee, party delegation and party committee in performing the task of leading inspection work;...

Speaking at the Conference, Comrade Nguyen Manh Dung, Acting Secretary of the Ha Giang Provincial Party Committee, assessed that the Conference on inspection and supervision work in the first quarter of 2024 of the regional units of the Department of Localities I is of great importance. With the position of the Fatherland's outpost, a strategic area , the Party Committee, government and people of all ethnic groups in Ha Giang province have made great efforts, are proactive, dare to think, dare to do, and have many new, creative and breakthrough ways in Party building, socio-economic development, national defense and security. The inspection, supervision and party discipline work of the Ha Giang Provincial Party Committee has been focused on synchronous, comprehensive, drastic, unified and in accordance with regulations; the focus is on leading and directing the inspection and supervision of the implementation of resolutions, regulations, discipline and discipline of the Party, political tasks and sensitive areas prone to violations, outstanding issues, and public concern and concern. Concluding the Conference, Comrade Tran Tien Hung, member of the Party Central Committee, Deputy Head of the Central Inspection Commission, emphasized: The opinions expressed at the Conference were very responsible, focused on the key points, pointed out the difficulties and obstacles in the leadership, direction, and organization of the implementation of inspection and supervision tasks; at the same time, proposed policies and measures for leadership, direction, and organization to properly implement the assigned functions and tasks. Comrade Tran Tien Hung requested the department to synthesize and fully absorb the opinions of the delegates at the Conference and directly answer some recommendations and share the experience of the Central Inspection Commission in performing its tasks. At the same time , he emphasized and noted some additional contents that party organizations need to pay attention to in the coming time, including: Directing the quality and timely implementation of the inspection and supervision program of Party committees, Party organizations, and Inspection Commissions at all levels and regions. The Standing Committee of the Party Committee, the Party Executive Committee, and the Party Delegation shall direct the serious implementation of the conclusions of inspection, supervision, and audit. Regularly supervise and promptly urge the implementation of the review, overcoming limitations, shortcomings, and other contents as required by the Central Inspection Commission in the issued conclusion notices. Direct the resolute handling of hot spots, complicated cases, complaints, denunciations, and feedback that are backlogged and prolonged for Party members and Party organizations. Continue to promote the verification of asset and income declarations in 2024, and promptly draw experience to prepare for the preliminary summary of the implementation of this task when competent authorities have policies. Continue to review and perfect the apparatus of the Inspection Commission to ensure sufficient quantity and quality. Overview of the Conference.

At the Conference, delegates heard comrade Le Nguyen Nam Ninh, member of the Central Inspection Commission, inform about a number of new documents on the inspection, supervision and discipline enforcement work of the Party, including: Regulation 131-QD/TW, dated October 27, 2023 of the Politburo on controlling power, preventing and combating corruption and negativity in inspection, supervision, and discipline enforcement work and in inspection and auditing activities; Regulation 137-QD/TW, dated December 1, 2023 of the Secretariat stipulating the functions, tasks, powers, and organizational structure of specialized agencies advising and assisting provincial and municipal Party Committees directly under the Central Government; and discussing a number of contents on controlling the declaration of assets and income.
