Attending the Congress were Comrade Pham Minh Chinh - Politburo member, Prime Minister, Secretary of the Government Party Committee; Comrade Tran Cam Tu - Politburo member, Standing member of the Secretariat, Secretary of the Party Committees of the Central Party agencies; Comrade Pham The Duyet - former Standing member, Standing member of the Politburo, former President of the Vietnam Fatherland Front Central Committee.

Also attending were Politburo members, Party Central Committee members, former Party Central Committee members; leaders of central departments, ministries and branches; leaders of the General Secretary's Office; leaders of Party Committees of Central Party agencies, the National Assembly Party Committee, the Government Party Committee; former leaders of central socio-political organizations; representatives of the Central Public Security Party Committee. Notably, the Congress was attended by 346 official delegates, outstanding party members representing more than 5,000 party members of 25 branches and party committees in the entire Party Committee.

In his opening speech at the Congress, Comrade Do Van Chien - Politburo member, Secretary of the Party Central Committee, Secretary of the Party Committee of the Fatherland Front, Central organizations, President of the Vietnam Fatherland Front Central Committee stated that in the exciting and proud atmosphere of the entire Party, the entire people, and the entire army, having just celebrated the 80th anniversary of the successful August Revolution and National Day September 2; the whole country is striving to successfully complete the Resolution of the 13th National Congress of the Party and look forward to the 14th National Congress of Delegates. Implementing Directive 45-CT/TW of the Politburo, by August 25, 2025, 25 Party Committees, grassroots Party cells and upper-level Party Committees of the Fatherland Front Party Committee and Central organizations had completed the Congress, ensuring progress and quality according to the Politburo's directive. With the approval of the Politburo and the Secretariat, today, the Party Committee of the Fatherland Front and Central organizations solemnly held the 1st Congress of Delegates for the 2025-2030 term. This is a congress of great political significance, not only laying the foundation for the leadership of the Party Committee in this term but also orienting the leadership of the Party Committee in the following terms.

Comrade Do Van Chien emphasized that the Congress of Delegates of the Central Party Committee of the Vietnam Fatherland Front and Central Mass Organizations for the 2025-2030 term is the first Congress to follow the new model, comprehensively leading the activities of the Vietnam Fatherland Front, socio-political organizations, and people's organizations.

With the theme "Building a clean and strong Party organization; strongly innovating thinking and leadership methods; gathering and mobilizing people of all walks of life to promote democracy and the strength of great national unity, unanimity and joining hands to enter the era of national development to become rich, prosperous, civilized and happy", the Congress has the following tasks: comprehensively and deeply assessing the results of implementing the Resolution of the Congress for the 2020-2025 term; determining the directions, goals and main tasks for the 2025-2030 term; reviewing the leadership and direction of the Party Executive Committee for the 2020-2025 term; discussing and giving opinions on the draft documents of the 14th National Congress of the Party; implementing the Politburo's decisions on personnel work.

With the motto "Solidarity - Democracy - Creativity - Innovation - Development", Comrade Do Van Chien requested the delegates attending the Congress to promote democracy, concentrate their intelligence, discuss enthusiastically, and contribute many valid opinions to the draft documents submitted to the Congress and the draft documents of the 14th National Congress of the Party. Especially the contents related to the innovation of the Party's leadership method; the content of the action program of the Fatherland Front and socio-political organizations.
