In August 2023, the Provincial People's Committee continued to direct the implementation of solutions to overcome difficulties, promote production and business, and address remaining obstacles in various fields.
Regarding industrial production, there was a positive trend, with production value reaching VND 7,950 billion; the industrial development index increased by 7.32% compared to the previous month. Revenue of enterprises in industrial parks reached over VND 4,975 billion; the cumulative revenue for the first 8 months of 2023 reached VND 35,552 billion, a decrease of 25%.
State management in the construction sector has focused on directing and improving the quality of the preparation of construction plans, urban plans, zoning plans, and detailed plans throughout the province.
Continue to focus on directing the implementation of the construction of a synchronous transportation infrastructure, especially key and important projects with strategic roles, serving as a driving force for rapid and sustainable socio -economic development in the 2021-2025 period and subsequent periods; concentrate highly on land clearance and construction implementation, ensuring the plan for the East-West road in Ninh Binh province (phase 1), the T21 road, and provincial road DT.482 connecting National Highway 1A with National Highway 10 and connecting National Highway 10 with National Highway 12B in Ninh Binh province…
Agricultural production was ensured within the seasonal timeframe, with a focus on implementing solutions to isolate and control outbreaks in livestock; and strengthening flood and storm prevention and control efforts. Progress was accelerated in implementing the criteria and completing the dossiers for requesting recognition of Hoa Lu and Yen Khanh districts as advanced new rural areas.
Trade and service activities continued to be vibrant; total retail sales of goods in the month reached nearly 5,113 billion VND; the cumulative figure for the first eight months reached nearly 41.6 trillion VND, an increase of nearly 40% compared to the same period last year. Tourism developed strongly, and the quality of tourism services continued to improve. The total number of visitors to tourist attractions in August reached 327,000, an increase of 5.4% compared to the same period last year; the cumulative figure for the first eight months reached 5.2 million visitors, a 2.1-fold increase compared to the same period last year. Revenue from tourism activities in the first eight months reached over 4,640 billion VND.
Total state budget revenue for the first eight months reached over 9,860 billion VND, achieving 44.1% of the projected target and equaling 60% compared to the same period last year; total development investment implemented in August 2023 reached 2,540.2 billion VND, a decrease of 1.6% compared to the same period in 2022; cumulative investment for the first eight months reached 19,090.6 billion VND, a decrease of 4.0%.
Social security work has been given priority and directed accordingly. The province has received, assessed, and processed applications for 193 cases of people with meritorious service to the revolution and their relatives to receive allowances in accordance with regulations; and has started the construction and repair of houses for 475 poor households according to Resolution 43 of the Provincial People's Council, achieving 95% of the plan.
During the month, the workshop "Defining Ninh Binh's Identity in conjunction with local brand building" was successfully held, thereby assessing and defining the unique identity values of Ninh Binh province. This serves as a basis for researching and proposing specific solutions, mechanisms, and policies, contributing to the achievement of the province's rapid and sustainable development goals.
The health sector has been proactive in disease surveillance, and medical examination and treatment services have been maintained and improved in efficiency, ensuring that the people's medical needs are met. The education sector has actively carried out its professional duties and organized educational activities according to plan.
The province has focused on organizing and implementing the reorganization of district and commune-level administrative units within the province during the 2023-2030 period. The Provincial People's Committee continues to direct the strengthening of responsibility, discipline, and order in the performance of public duties; political security and social order and safety are ensured; and local military and national defense are strengthened.
During the conference, delegates focused on clarifying the achievements of departments, sectors, and localities, as well as the difficulties, challenges, shortcomings, and limitations, and proposed numerous solutions to achieve the 2023 growth target of 7.5%.
Focus on finalizing the provincial planning documents, while simultaneously accelerating the implementation of other important plans to ensure timeliness and synchronization; speed up the implementation and disbursement of public investment capital, especially for key and important projects of the province.
Delegates proposed focusing on the decisive and coordinated implementation of solutions and measures regarding state budget revenue collection, tightening control over budget expenditures; regularly monitoring budget revenue and expenditure scenarios to promptly direct and manage effectively, in accordance with the actual situation and meeting the requirements for achieving the province's socio-economic development goals. The implementation of the reorganization of district and commune-level administrative units should ensure consensus and unity among officials, Party members, and the people.
The delegates also suggested that, in carrying out assigned tasks, it is necessary to further enhance the spirit of responsibility, dare to think, dare to act, dare to take responsibility, not avoid responsibility, and effectively advise on solutions to problems at the grassroots level in order to definitively resolve difficult and problematic issues.

Concluding the conference, Chairman of the Provincial People's Committee Pham Quang Ngoc emphasized: Looking back from the beginning of the year until now, although the national economy is in a recovery phase, many difficulties still remain. On a national level, industrial production and export sectors are still being significantly impacted by the global context.
For Ninh Binh province, although August showed signs of recovery in manufacturing sectors, industry and revenue collection remain two areas with a gloomy outlook in the economic picture. However, from the beginning of the year, the Party Committee of the Provincial People's Committee, the leadership of the Provincial People's Committee, and its members have consistently and unanimously pursued growth targets and correctly assessed and recognized that the driving forces for growth in 2023 are the service and agricultural sectors.
Therefore, from the beginning of the year until now, the growth rate of the service sectors has seen a breakthrough with a growth rate of nearly 40% compared to the same period last year, with tourism revenue reaching over 4 trillion VND; the agricultural sector has truly become a pillar for economic development, with the fisheries sector in particular experiencing high growth, increasing by 4.2% compared to the same period last year...
These economic sectors have made significant contributions to the province's economic growth rate since the beginning of the year. Compared to other provinces in the Red River Delta and the whole country, Ninh Binh remains a bright spot in terms of growth. This gives us insight into sustainable growth and confidence in the policy objectives that have been set.
The Chairman of the Provincial People's Committee also frankly acknowledged some existing problems, analyzing the difficulties affecting the growth rate of each sector and field. From there, he requested that all sectors and levels continue to demonstrate high determination and dedication to finding solutions to overcome these difficulties. He urged active research into legal documents and state regulations, carefully considering them to develop solutions, avoiding situations where responsibility is shirked or evaded, leading to backlogs and delays that affect the operation of the entire system.
The comrade also pointed out the responsibilities of various sectors, including the Provincial Statistics Department needing to develop a plan to conduct surveys and assess the production capacity of the economy; all levels and sectors should actively focus on implementing solutions for revenue and expenditure, budget, and land use rights auctions. Continued efforts should be made to accelerate the progress of public investment projects, ensuring their early exploitation and effective utilization, such as key transportation projects like several branches of the DT. 482 road, the Central Cultural House; and the T21 road...
For industrial production, attention should be paid to supporting projects to ensure they are completed on schedule, especially those about to become operational, in order to quickly create new products that contribute to the overall industrial production value and increase local budget revenue; a proper assessment of investment attraction efforts should be made, taking into account the attraction of projects with high added value that contribute to the provincial budget.
Regarding cultural and social sectors: It is necessary to focus on promoting the socialization of non-budgetary investment in areas such as healthcare and education. However, during implementation, strict quality control is essential to prevent prioritizing quantity over quality, which could lead to a loss of oversight from state management agencies and ultimately result in substandard quality.
Regarding the reorganization of administrative units, the province will establish a Task Force to regularly handle unexpected and emerging issues; the merger plan will be carefully considered before being publicized to the people.
The Department of Planning and Investment should promptly finalize the Provincial Planning to serve as a basis for formulating long-term development strategies for the entire province as well as its sectors and localities; Based on the results of the scientific workshop "Defining Ninh Binh's Identity in conjunction with building local brands," all levels and sectors need to promptly develop implementation programs, ensuring accuracy, uniqueness, outstanding features, and feasibility for effective implementation.
In addition, the province has recently issued many new guidelines and policies, and the Chairman of the Provincial People's Committee also requested that the People's Committees of districts and cities develop implementation plans to prevent policy abuse and violations of the law.
Some issues raised by delegates at the briefing session were requested to be compiled by the Provincial People's Committee Office and reported to the Provincial People's Committee leadership for consideration and resolution in accordance with regulations.
