National conference on the fight against smuggling, trade fraud and counterfeit goods

On the afternoon of June 23, Prime Minister Pham Minh Chinh chaired a national online conference to review the work in the first 6 months of 2025 and summarize the peak period of the fight against smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights. Attending the conference were comrade Bui Thanh Son, Deputy Prime Minister, Head of the National Steering Committee 389. Attending at the Hoa Binh province bridge were comrades: Bui Duc Hinh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Quach Tat Liem, Vice Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee 389.

On behalf of the provincial People's Committee, Mr. Quach Tat Liem, Vice Chairman of the Provincial People's Committee, awarded certificates of merit from the National Steering Committee 389 to collectives and individuals of the province with outstanding achievements in the peak period of fighting against smuggling, trade fraud, and counterfeit goods.

According to the summary report of the peak period of the fight against smuggling, trade fraud and counterfeit goods (from May 15 to June 15, 2025), the whole country detected and handled over 10,400 violations, collected over 1,200 billion VND for the budget, an increase of more than 250% compared to the previous month, prosecuted over 200 cases with nearly 400 defendants.

In the first 6 months of the year, the whole country detected and handled more than 50,700 violations related to smuggling, trade fraud and counterfeit goods; prosecuted nearly 1,900 cases, 3,200 defendants; the total amount of money collected for the budget exceeded 6,500 billion VND.

In Hoa Binh, in the first 6 months of this year, the authorities discovered and handled 182 violations; including 174 cases of commercial fraud, 7 cases of trading and transporting prohibited goods, and 1 case of counterfeit goods production that was prosecuted. The total amount of fines, tax arrears and value of confiscated goods was nearly 29 billion VND.

During the peak month, the province handled 16 violating establishments, with a total fine of 175.5 million VND, and the value of confiscated goods was over 70 million VND. Notably, there was a large-scale fake fertilizer production case at Minh Bao An Trading Company Limited (Lac Thuy), with more than 63 tons of fake fertilizer seized, many tons of raw materials of unknown origin; the ringleader was prosecuted and detained for further investigation.

At the conference, delegates discussed and pointed out the limitations and shortcomings in the work of preventing and combating smuggling, trade fraud and counterfeit goods, such as the lack of coordination between functional forces in some places; the legal corridor has not kept up with reality, especially in the field of e-commerce...

Speaking at the conference, Prime Minister Pham Minh Chinh acknowledged and commended the results achieved by ministries, branches and localities in implementing the peak period, as well as the fight against trade fraud in the first 6 months of 2025.

With the shortcomings pointed out, the Prime Minister requested ministries, branches and localities to urgently review and perfect legal institutions, thoroughly handle loopholes in management; strengthen inspection, post-inspection, and strictly handle all violations, including internal ones. Along with that, step up propaganda, promote the strength of the entire political system, especially the supervisory role of the people; promote digital transformation in market management, connect inter-sectoral data, improve the capacity to detect and handle violations in the digital environment...

Assessing that in the coming time, the situation of smuggling, trade fraud and counterfeit goods will continue to be complicated, especially in the fields of medicine and food - goods directly related to the health and lives of people, the Prime Minister requested ministries, branches and localities to continue to tighten discipline, lead and direct resolutely; build a mechanism to mobilize the strength of the whole society, create conditions for people and businesses to become "eyes and ears", "gatekeepers" with the State to fight against counterfeit and poor quality goods, protect the safety of the market and the trust of the community...

Recognizing the results of the peak period, the National Steering Committee 389 awarded certificates of merit to 2 groups and 2 individuals in Hoa Binh province; the Chairman of the People's Committee of Hoa Binh province awarded certificates of merit to 4 groups and 9 individuals with outstanding achievements.
