According to the report of the Ministry of Transport , the expressway project is planned to be completed in 2025 with 1,188 km, up to now there are 28 projects on the component project (DATP). Of which, 16 projects are managed by the Ministry of Transport; 12 projects are managed by localities.
Comrade Nguyen Manh Tuan, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee spoke at the meeting.
Through the assessment of the implementation situation, group 1 has 15 projects/DATP with 771 km of basic construction without many difficulties and problems; group 2 has 8 projects/DATP that need to focus on removing difficulties in site clearance, construction material sources, speeding up construction progress to complete over 281 km; group 3 has 5 projects/DATP with 136 km, especially the section through Phuoc Khanh bridge of Ben Luc - Long Thanh project; Tuyen Quang - Ha Giang expressway project through Tuyen Quang needs to make efforts to ensure completion on schedule. However, most of the projects do not meet the required progress in site clearance; lack of construction material sources and many other difficulties.
Tuyen Quang - Ha Giang Expressway Project, the section through Tuyen Quang province, is invested in construction with a total route length of 77km, phase 1 investment to build 69.7km, roadbed width of 12.0m; design of 7 interchanges and 3 level intersections; construction of 91 underpasses, 22 bridges. Carry out site clearance of 25.25m (scale of complete 4-lane expressway). Construction progress is 24 months, project completion in 2025. Up to now, nearly 57/69.7km of construction site has been handed over, reaching 82%; construction is underway 24/24 resettlement areas; Simultaneously constructing 6 road construction packages and 17/22 bridges on the route, with 90 construction teams, 660 machines and equipment, the total accumulated implementation value reached more than 976.63 billion VND, equivalent to about 19.78% of the contract value.
Speaking at the meeting, comrade Nguyen Manh Tuan, Vice Chairman of the Provincial People's Committee, pointed out that a number of problems under the province's authority have not been completely resolved to serve the construction of the Tuyen Quang - Ha Giang expressway project, the section passing through the province, so the construction progress has not been met.
Regarding site clearance, 15% has not been implemented due to agricultural land, forestry land of paper companies, land under projects 327, 661; resettlement areas are delayed due to heavy rain; main route embankment materials (10.7 million m3), a mine has been found but the mine is not in the province's land use planning, so the province is conducting legal basis to exploit the main route embankment.
Difficulties arising during construction include subsidence in the resettlement area of Buu Nghieu village, Phu Luu commune, Ham Yen district, affecting 29 resettled households; white soil was discovered in nearly 1km, which was preliminarily assessed as kaolin minerals. According to regulations, construction must be stopped and reported to the Ministry of Natural Resources and Environment for handling according to regulations... Overcoming all difficulties, the province is making efforts to clear the site to hand over 100% before the Lunar New Year of At Ty; determined to strive to complete the project in 2025.
The Vice Chairman of the Provincial People's Committee proposed to the Minister of Transport to make recommendations to the Ministry of Natural Resources and Environment and the Government to soon have a plan to guide the handling of nearly 1km related to minerals and consider supporting Tuyen Quang province with investment capital to implement the project.
Concluding the meeting, Minister of Transport Tran Hong Minh emphasized: To complete 3,000 km of expressway by 2025 on schedule as required by the Prime Minister, the Project Management Boards under the Ministry of Transport and localities need to uphold the spirit, responsibility and determination at the highest level to ensure the set goals.
At the same time, review the implementation plan, fully identify difficulties and obstacles to proactively, promptly and flexibly resolve them. Strengthen inspection and closely monitor construction progress, meeting technical standards and project quality.
Along with that, we will maintain overtime, increase shifts to compensate for the volume of work that has been delayed, add construction teams, and compete to complete project items. Thereby, contributing to the successful implementation of the goals of the Party's 13th Resolution, meeting the people's expectations for a synchronous, modern expressway system, suitable for the country's development in the new period.
