Online conference to review the progress and results of implementing interconnected and synchronous digital transformation tasks in preparation for the implementation of the 2-level local government model

On the afternoon of June 30, in Hanoi, the Government held an online conference to review the progress and results of implementing interconnected and synchronous digital transformation tasks to prepare for the implementation of a smooth, effective and uninterrupted 2-level local government from July 1, 2025. Comrade Nguyen Chi Dung, Member of the Party Central Committee, Deputy Prime Minister, Deputy Head of the Government's Steering Committee on science , technology development, innovation, digital transformation and Project 06 chaired the Conference.

In recent times, the Ministry of Public Security has closely coordinated with the Government Office and the Ministry of Science and Technology to urgently deploy tasks, and so far has basically ensured progress. Accordingly, the Ministry of Public Security has established a working group to work with ministries, branches and localities to maintain the continuous operation of the Central system, monitor the system 24/7, promptly respond to cyber attack scenarios and system insecurity; established working groups to directly work with a number of localities to urge, support and remove difficulties and obstacles in the implementation process; proactively develop technical solutions to adjust citizen information, system structure, software of the National Population Database, Identity Database and electronic identification and authentication system.

Conference connecting points across the country before officially operating 2-level local government.

For ministries and branches, 21/25 online public services have been identified that can be fully deployed in terms of data; 976 administrative procedures have been published, reaching 100% of administrative procedures that need to be published and made public according to regulations.

At the Conference, Vice Chairman of the Provincial People's Committee Nguyen Cao Son reported on the progress of reviewing and implementing digital transformation tasks to prepare for the smooth, effective and uninterrupted implementation of the 2-level local government model from July 1, 2025; Up to now, Ninh Binh has been ready to serve the 2-level local government model and integrate with the National Public Service Portal. The province has built a new, independent administrative procedure settlement center system. The old system will be maintained until 0:00 on July 1, 2025, after which it will be completely switched to the new shared system.

Concluding the Conference, Deputy Prime Minister Nguyen Chi Dung highly appreciated the spirit of urgency and positive results in performing the tasks of ministries and branches according to Plan No. 02.

At the same time, the heads of central and local Party committees, agencies and units are required to be determined and resolute in leading and directing the implementation of tasks according to the plan of the Government Steering Committee on science and technology development, innovation, digital transformation and Project 06, considering this a regular political task of their agencies and units. Directly direct, monitor, inspect, supervise and urge the implementation of tasks, ensuring the requirements and progress set out. Closely monitor and inspect the operation process, promptly detect and handle arising problems, ensure the information system and database operate in a unified, synchronous, continuous and stable manner. Pay attention to security issues, database safety, information security, avoid congestion, interruption, affecting public service activities, handling administrative procedures, providing public services to people and businesses after July 1, 2025./.
