On the afternoon of May 14, Deputy Prime Minister Tran Luu Quang, Permanent Vice Chairman of the National Committee on Digital Transformation, chaired a conference on "Promoting Digitalization of Agriculture ". The conference was held in person and online in 63 provinces and cities nationwide.
Attending and chairing the conference at Ninh Binh province bridge point were comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; representatives of leaders of a number of departments; representatives of enterprises and cooperatives.
To develop agriculture and rural areas effectively and sustainably, the Resolution of the 13th National Party Congress and the 10-year Socio -Economic Development Strategy 2021-2030 have clearly stated: Agriculture and rural areas are identified by the National Digital Transformation Program as one of the 8 priority areas, accordingly, the development of high-tech agriculture focusing on smart agriculture must be based on a data platform, especially the industry's big data system, such as land, crops, livestock, aquaculture, weather, environment...; automate production and business processes; strongly develop e-commerce; manage planning and forecast, and warn the market.
Vietnam's agriculture needs to digitize industry data by promoting the development of digital platforms, digital applications, and big data systems of the industry such as land, crops, livestock, forests, fisheries, irrigation, natural disaster prevention, epidemics, markets, etc.; connecting and sharing data with the national database system and national data center in a unified and synchronous manner, thereby creating a basis for analysis, strategy building, planning, and investment plans for digital transformation, smart agriculture, and precision agriculture to serve the direction, operation, and socio-economic development.
Consider piloting the implementation of the initiative "Each farmer is a trader, each cooperative is a digital technology application enterprise" with the goal of each farmer being oriented and trained in applying digital technology in production, supply, distribution, forecasting (price, season...) of agricultural products, promoting the development of e-commerce in agriculture.
However, the digitalization process in the agricultural sector from central to local levels is also facing many barriers and challenges such as: limited awareness and skills in applying digital technology; the connection, sharing and linkage between stakeholders such as state management agencies, scientists, agricultural businesses, technology enterprises, cooperatives and farmers are not yet tight; the technology infrastructure system is not uniform between regions and geographical areas; investment institutions for digital transformation are not yet synchronized... Therefore, the Government, the National Committee on Digital Transformation and the Ministry of Agriculture and Rural Development have clearly recognized the urgency of having comprehensive solutions to remove obstacles, promote the digital transformation process, and apply digitalization more quickly and effectively in the agricultural sector.
At the conference, delegates and experts focused on assessing the current situation and bottlenecks in digitalization and digital technology application in the agricultural sector, while also exchanging and sharing experiences, practical models and proposing solutions for digitalizing agriculture, quickly shifting agricultural production thinking to agricultural economic thinking to meet market demands. Proposing a number of policies to encourage technology enterprises and cooperatives to participate in promoting digitalization in the agricultural sector.
Concluding the conference, Deputy Prime Minister Tran Luu Quang acknowledged, commended and highly appreciated the efforts of the agricultural sector in implementing digital transformation in recent times. At the same time, he pointed out a number of difficulties and shortcomings such as: Weak digital infrastructure in agriculture; Limited administrative procedure reform; Lack of human resources participating in digital transformation; Limited support for businesses and farmers participating in digital transformation...
The Deputy Prime Minister emphasized a number of key tasks in the coming time, including requesting the Ministry of Agriculture and Rural Development to promote administrative reform in line with the general trend. Consolidate to have a synchronous data information system in implementing administrative procedures. The Deputy Prime Minister also hopes that leading IT enterprises will play a leading role in connecting people and businesses to participate in digital transformation.
