Speaking at the opening of the Conference, Deputy Minister of Science and Technology Bui Hoang Phuong praised and highly appreciated the achievements of the staff working on emulation and commendation in the Science and Technology sector in the past time. The comrades have proactively, actively and promptly proposed commendation for many collectives and individuals with outstanding achievements, especially in important events of the country, of the Science and Technology sector, in the work of building and completing important law projects of the sector and in thematic emulation movements. Along with that, the emulation movement across the country is being strongly spread through Resolution No. 57/NQ-CP of the Government and the Movement "The whole country competes in innovation and digital transformation", launched by the Prime Minister at the Academy of Posts and Telecommunications Technology. This is a large movement, of strategic significance, arousing the spirit of creativity in the whole society and especially in the team of intellectuals and science and technology staff.
In order for the emulation and reward work in 2026 and the following years to go deeper and have a strong influence, the Deputy Minister of Science and Technology requested that the comrades assigned tasks strictly grasp the provisions of the law on emulation and rewards, especially the newly issued documents. Units under the Science and Technology sector build and put into operation a digital database on emulation and rewards, integrated with the management system of cadres, civil servants and public employees of the Ministry; launch and organize emulation movements that are substantial and effective, avoiding formalities, closely linked with the professional tasks of each unit...

At the Conference, delegates listened to the following contents: Report on the results of implementing the law on emulation and commendation of the Ministry of Science and Technology; discussions on emulation and commendation work; dissemination of the Law on Emulation and Commendation in 2022; Decree No. 152/2025/ND-CP dated June 14, 2025 of the Government; Circular No. 15/2025/TT-BNV dated August 4, 2025 of the Ministry of Home Affairs stipulating measures to organize and guide the implementation of the Law on Emulation and Commendation in 2022; introducing some contents of the draft Circular detailing the implementation of a number of articles of the Law on Emulation and Commendation and Decree No. 152/2025/ND-CP dated June 14, 2025 of the Government for the Science and Technology sector.
The representative of the Department of Organization and Personnel (Ministry of Science and Technology) presented a report on the implementation of the law on emulation and commendation of the Ministry of Science and Technology.
