A session at the 4th Session, 15th National Assembly. |
Recently, the National Assembly Standing Committee, the Government, the Nationalities Council , the National Assembly Committees, the agencies under the National Assembly Standing Committee, the National Assembly delegations, the National Assembly deputies and relevant agencies, organizations and individuals have urgently prepared the contents to be submitted to the National Assembly for consideration and decision at the 5th Session.
Before the opening of the session, at 7:15 a.m., leaders of the Party, State, Vietnam Fatherland Front, and National Assembly deputies laid wreaths and visited President Ho Chi Minh's Mausoleum.
At 8:00 a.m., the National Assembly held a preparatory meeting. At the meeting, the National Assembly deputies listened to the speech of National Assembly Chairman Vuong Dinh Hue; and listened to the report of the Standing Committee of the National Assembly, Secretary General of the National Assembly, and Head of the National Assembly Office Bui Van Cuong on the reception, explanation, and revision of the draft Program of the 5th Session of the 15th National Assembly. After that, the National Assembly discussed and voted to approve the Program of the 5th Session of the 15th National Assembly.
At 9:00 a.m. the same day, the National Assembly held the Opening Session of the 5th Session of the 15th National Assembly at Dien Hong Hall, National Assembly House. The Opening Session was broadcast live by Voice of Vietnam (VOV1), Vietnam Television (VTV1) and Vietnam National Assembly Television.
As planned, the 5th Session of the 15th National Assembly will take place over 22 days, opening on May 22 and ending on June 23, and will be held in two phases. Phase 1 will be from May 22 to June 10; Phase 2 will be from June 19 to June 23.
At this Session, regarding legislative work, the National Assembly will consider and pass 8 draft laws including: Law on Consumer Rights Protection (amended); Law on Bidding (amended); Law on Prices (amended); Law on Electronic Transactions (amended); Law on Cooperatives (amended); Law on Civil Defense; Law on amending and supplementing a number of articles of the Law on People's Public Security; Law on amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam;
The National Assembly will also consider and approve three draft resolutions, including: Resolution on the 2024 Law and Ordinance Development Program, adjusting the 2023 Law and Ordinance Development Program; Resolution amending and supplementing Resolution No. 85/2014/QH13 dated November 28, 2014 on taking a vote of confidence and voting for people holding positions elected or approved by the National Assembly and People's Councils; Resolution of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.
Also at this session, the National Assembly will consider and comment on 9 draft laws, including: Land Law (amended) (second opinion); Real Estate Business Law (amended); Housing Law (amended); Water Resources Law (amended); Telecommunications Law (amended); Law on Management and Protection of National Defense Works and Military Zones; Citizen Identification Law (amended); Law on Credit Institutions (amended); Law on Forces Participating in Protecting Security and Order at the Grassroots Level.
The National Assembly will also consider and comment on the following contents: Consider reports on additional assessment of the results of the implementation of the socio-economic development plan and state budget in 2022; the implementation of the socio-economic development plan and state budget in the first months of 2023. Approve the 2021 state budget settlement.
Review the Report on thrift practice and waste prevention in 2022. The National Assembly shall exercise supreme supervision over the mobilization, management and use of resources for the prevention and control of the Covid-19 pandemic; the implementation of policies and laws on grassroots health care and preventive medicine.
Review and approve Resolutions on the Supervision Program and establishment of the National Assembly's Thematic Supervision Team in 2024. Review and decide on adjusting the investment policy of the Ka Pet Reservoir Project, Ham Thuan Nam District, Binh Thuan Province.
Consider and decide on the investment policy for the road project from National Highway 27C to Provincial Road DT.707 of Khanh Hoa province - connecting with Lam Dong and Ninh Thuan. Consider and decide on the continued allocation of medium-term public investment capital and capital of the Socio-Economic Recovery and Development Program. Consider and decide on the adjustment and supplement of charter capital for the Vietnam Bank for Agriculture and Rural Development.
The Central Committee of the Vietnam Fatherland Front reports on the synthesis of opinions and recommendations of voters and people sent to the 5th session of the 15th National Assembly. Considers the report on the results of monitoring the settlement of voters' recommendations sent to the 4th session of the 15th National Assembly.
The National Assembly will also conduct questions and answers. Consider and approve the Resolution of the 5th Session of the 15th National Assembly (including the content on adjusting the investment policy of the Ka Pet Reservoir Project, Ham Thuan Nam District, Binh Thuan Province; adjusting and supplementing the charter capital of the Vietnam Bank for Agriculture and Rural Development; reducing value added tax). Consider personnel work and decide on a number of other important issues (if any).
Regarding personnel work, on May 16, Mr. Nguyen Phu Cuong - Chairman of the National Assembly's Finance and Budget Committee submitted a resignation letter as a National Assembly Delegate. Previously, on May 15, at the 7th Central Conference (mid-term Conference), the Party Central Committee unanimously voted to let Mr. Nguyen Phu Cuong resign from his position as a member of the Central Committee.
