On the morning of June 10, Social Insurance Region I (Hanoi area) held a conference to inform about the results of implementing social insurance and health insurance policies in the first 6 months of 2025.
Health insurance covers 95.5% of the population
Mr. Nguyen Cong Dinh - Deputy Director of Social Insurance Region I - said that the whole of Hanoi has over 8.17 million people participating in health insurance (not including armed forces), reaching a rate of over 95% of the population.
This number increased by nearly 198,000 people compared to the same period in 2024. The coverage rate reached 95.5% of the population, slightly exceeding the target assigned for 2025.
The number of people participating in compulsory social insurance reached more than 2.2 million, an increase of more than 125,000 people (an increase of more than 6% over the same period). The rate of workers participating in social insurance reached 47.5% of the working-age workforce, exceeding the annual target.
Voluntary social insurance also recorded impressive growth with more than 112,000 participants, an increase of more than 26,000 people (up nearly 31% over the same period), reaching about 3.5% of the workforce.
Regarding unemployment insurance, Hanoi currently has more than 2.13 million participants, an increase of more than 124,000 people (up over 6% over the same period), accounting for about 45% of the total workforce.
Mr. Nguyen Cong Dinh assessed that although the number of people participating in social insurance, health insurance, and unemployment insurance has increased, it has not met expectations, and some people are still facing difficulties.
Some employers and employees are not serious about the law. There are still cases of businesses not declaring their employment or delaying or evading social insurance and health insurance payments.
Regarding health insurance, the deputy director of Social Insurance Region I stated that the number of out-of-province patients receiving medical treatment in Hanoi continues to increase due to the policy of connecting provinces for inpatient treatment.
"Despite many drastic measures and solutions in control, the cost of medical examination and treatment under health insurance is still increasing, the situation of widespread hospitalization, prolonged treatment, and unnecessary prescription of tests, diagnostic imaging, and technical services is increasingly common and complicated," he said.

More subjects are eligible to pay 100% of health insurance premiums
Mr. Nguyen Ngoc Huyen - Director of Social Insurance Region I - affirmed that the industry will continue to coordinate with departments, branches, People's Committees of districts, towns to confirm the situation of compliance with the law on social insurance and health insurance.
In case the unit or enterprise uses labor that is late in paying, avoids paying, or does not pay enough for the number of employees participating in compulsory social insurance, it will not be honored, rewarded, or considered for participation in bidding and project investment.
In addition, the social insurance sector has advised the City Party Committee, People's Council, and People's Committee to issue a resolution to support participants in voluntary social insurance and health insurance. It is expected that in July 2025, the Hanoi People's Committee will submit a resolution to the City People's Council to issue a support resolution.
Previously, Social Insurance Region I proposed 100% of health insurance premiums for 36 months for members who escaped poverty and near poverty (from the time of recognition).
Elderly people from 70 to under 75 years old who are not required to participate and do not have a card, or people with mild disabilities who do not have a health insurance card (except children under 16 years old), ethnic minorities who are in the group paying compulsory health insurance (do not have a card) are also supported 100% as above.
There are also many other subjects such as students in difficult circumstances, people from agricultural - forestry - fishery households with average living standards...
If approved, the policy will take effect from January 1, 2026. It is expected to benefit about 354,000 people. The total cost is more than VND 321 billion.
