Supporting people to rise out of poverty.
Entering a new phase of development, Hong Ha ward faces numerous challenges. The reorganization of the administrative apparatus and the need to innovate management and operational methods according to the two-tiered local government model place considerable pressure on grassroots officials. Furthermore, the impact of natural disasters, epidemics, economic fluctuations, and other uncertainties in social life have directly affected the income, employment, and livelihoods of a segment of the population.
Faced with these difficulties, the Party Committee of Hong Ha Ward demonstrated a proactive and flexible spirit in leadership and guidance. Clearly recognizing that economic development must go hand in hand with social progress and equity, and that growth cannot come at the expense of vulnerable groups, the Ward Party Committee placed the highest political determination on improving the quality of life for the people, considering this a crucial criterion for evaluating the effectiveness of the entire political system.

According to Bui Tuan Anh, Secretary of the Party Committee and Chairman of the People's Council of Hong Ha Ward, the Resolution of the First Party Congress of Hong Ha Ward, term 2025-2030, clearly defined the overall goal: To build Hong Ha Ward into a prosperous, beautiful, civilized, and modern ward, with the happiness of the people as the core objective. In this context, poverty reduction should not only focus on eliminating statistical figures but also aim for sustainable, substantive, and long-term results, enabling people to improve their lives and take control of their livelihoods.
After more than 5 months of officially operating the two-tiered local government model, the work of the Fatherland Front and social welfare in Hong Ha ward has recorded many positive results, demonstrating the synchronized and responsible involvement of the entire political system and the enthusiastic response and consensus of the people.

One of the outstanding highlights is the proactive and creative approach in mobilizing social resources to care for disadvantaged groups. Through the "For the Poor" campaign month, Hong Ha ward has raised over 600 million VND from organizations, individuals, businesses, and all sectors of the population. This is not only a significant amount in terms of material contributions, but also a vivid testament to the strong spirit of solidarity, mutual support, and community responsibility that has been fostered in the area.
From this fund, 116 disadvantaged families received practical gifts totaling nearly 140 million VND, contributing to timely support and helping these families overcome difficult times. For the elderly – those who have dedicated their lives to their families and society – Hong Ha ward presented 80 gifts on major holidays, demonstrating the care, gratitude, and responsibility of the local government towards the older generation.
These activities are not merely ceremonial, but are systematically organized, targeting the right audience and meeting the right needs, thereby strengthening the people's trust in the Party's leadership and the government's administration.
Livelihood support - the key to sustainable poverty reduction.
Recognizing that direct support only addresses immediate problems, while livelihood support is the fundamental solution for sustainable poverty alleviation, Hong Ha ward has focused on promoting policy credit programs, creating conditions for people to access preferential capital to develop production and business.

Through close coordination with the Social Policy Bank, by 2025, the total loan capital will reach 170 billion VND, providing access to capital for over 2,200 women members to start businesses, expand production, and improve their income. This is a significant figure, reflecting the effectiveness of the collaborative model between the government, socio-political organizations, and the social policy bank system in supporting the people.
Thanks to preferential loans, many households have boldly invested in production and business, creating jobs for themselves and their employees, and gradually improving their lives. More importantly, this process has helped people change their mindset, from waiting and relying on others to being proactive and self-reliant, in line with the spirit of sustainable poverty reduction that the Party and State are aiming for.
Along with poverty reduction, the work of showing gratitude and caring for families of policy beneficiaries and those who have made contributions to the nation has always been identified by Hong Ha ward as a regular and long-term task. The year 2025 saw many practical and meaningful humanitarian activities for families of wounded soldiers, martyrs, and pre-revolutionary cadres.

Through activities such as visiting, giving gifts, and providing moral support, as well as organizing free medical check-ups and dispensing free medicine, Hong Ha ward has clearly demonstrated its responsibility, affection, and profound gratitude towards those who sacrificed and contributed to the revolutionary cause. These activities not only have material value but also contribute to educating about traditions and fostering gratitude within the community.
In particular, specialized programs such as "Godmother" and "Accompanying Children," implemented by the Women's Union of the ward, have become a source of emotional support for many orphaned children and vulnerable women. Through long-term connection and support, these programs help vulnerable individuals gain more confidence and strength to overcome difficulties and integrate into the community.
According to the Resolution of the Hong Ha Ward Party Congress for the 2025-2030 term, the specific goals and targets for poverty reduction and social welfare reflect a long-term vision and profound humanitarian values.
Regarding poverty reduction, the ward aims to maintain the status of having no poor households and to prevent the emergence of near-poor households according to the city's new standards. This is a challenging target, requiring continuous and coordinated efforts from the entire political system, but it also demonstrates the determination and confidence of the Party Committee, government, and people of Hong Ha ward.
In the healthcare sector, the ward strives to achieve a 98% health insurance coverage rate, contributing to ensuring the people's right to healthcare and reducing the burden of healthcare costs for households, especially those in difficult circumstances.
In terms of education, Hong Ha prioritizes land allocation for the construction of integrated primary and secondary schools, creating conditions for children to study in a safe, friendly, and equitable environment, gradually improving the quality of future human resources.
Furthermore, the goal of completing the 1/500 detailed planning and developing connecting transportation infrastructure is identified as a crucial foundation for promoting socio-economic development and improving the living conditions of people throughout the ward.

To ensure that social welfare goals are implemented effectively, the Hong Ha Ward Party Committee has identified two breakthroughs: digital transformation and administrative reform. Digitizing data on land management, population, and social welfare not only improves the efficiency of state management but also ensures transparency, accuracy, and accountability in the process of reviewing and supporting disadvantaged groups.
Simultaneously, administrative reforms are being implemented with a people-centered approach, reducing procedures, shortening processing times, and creating favorable conditions for people to access social welfare policies quickly and promptly.
The spirit of "daring to think, daring to act, and daring to take responsibility" among grassroots officials is considered a decisive factor in ensuring that policies and guidelines do not remain merely on paper, but are actually implemented in practice, bringing tangible benefits to the people.
With a clear roadmap, specific goals, and the involvement of the entire political system, Hong Ha ward has been gradually unleashing its internal strengths, creating a solid foundation for sustainable development in the new term.
