Comrade Nguyen Hoang Tung, Member of the Provincial Party Standing Committee, Chairman of the Provincial Fatherland Front Committee, Head of the Provincial Relief Mobilization Committee chaired the meeting.
The organization and operation regulations of the Provincial Relief Mobilization Committee are built on the principles of democracy, publicity, correct purpose, correct target, ensuring timeliness, efficiency, and compliance with regulations. Accordingly, the committee is responsible for mobilizing, receiving, distributing, and using relief money and goods; coordinating with press and media agencies to promote propaganda; conducting inspection, preliminary and final reviews, and reporting in accordance with current regulations.
Regarding the content of support, the regulations specifically stipulate the following spending levels: support of 25 million VND/case of death or disappearance due to natural disasters, epidemics, and incidents; 5 million VND/person seriously injured; minimum 50 million VND/household to rebuild houses for poor households that have collapsed or burned; minimum 20 million VND/household to repair damaged houses; living support from 500 thousand VND to 2 million VND/household/time. Unscheduled support amounts are considered flexibly, based on the actual level of damage and specific proposals from the grassroots.
The revised regulations also clearly assign responsibilities to each member of the Mobilization Committee, assigning members to be directly responsible for the area, proactively grasping the situation, coordinating handling, and promptly proposing appropriate support plans. This aims to increase coordination efficiency, improve response capacity, and minimize damage caused by natural disasters and incidents in the province.
At the meeting, delegates basically agreed with the amendment of the regulations, and discussed and commented on a number of contents such as: clarifying the concepts and terms used in the regulations; assigning specific individuals and units in charge of the area in a direction consistent with the policy of streamlining the organizational apparatus and eliminating the district level in the coming time...
Regarding the content of using the remaining funds from the mobilized funds to support people affected by storm No. 3 ( Yagi ), implemented according to Plan No. 03/KH-MTTTQ-BTT dated September 11, 2024, the whole province has mobilized over 205 billion VND. After allocation, the estimated remaining funds at all 3 levels are over 77 billion VND. Delegates agreed to propose using the remaining funds to advance the implementation of the program to eliminate temporary and dilapidated houses in the province. Opinions at the meeting also emphasized the requirement for publicity and transparency in the use of the advanced funds; developing a specific repayment roadmap, in accordance with current regulations.
Concluding the meeting, the Chairman of the Provincial Vietnam Fatherland Front Committee acknowledged and highly appreciated the sense of responsibility and the participation in contributing ideas of the delegates. He requested the staff to fully absorb the opinions and promptly complete the regulations for submission and approval according to regulations.
Regarding the content related to the use of the remaining relief funds from the campaign to support people affected by storm No. 3 (Yagi), he agreed with the plan to temporarily advance this amount of funds to promptly serve the program of eliminating temporary and dilapidated houses in the province. Assign the staff agency to urgently complete the dossier to submit to the Standing Committee of the Provincial Party Committee for consideration and direction according to authority, ensuring the correct procedure, strictness, transparency and efficiency.
