The workshop creates a forum for researchers, scientists , and managers to study the advantages and potentials to add new perspectives, new issues, and new understandings of Hai Phong City. From there, solutions are proposed to inherit the tradition, promote the achievements of 70 years of fighting, building and developing to continue to realize the development goals and aspirations of Hai Phong City in the era of national development.
Speaking at the workshop, Hai Phong City Party Secretary Le Tien Chau said that over the past 70 years, with the tradition of "Loyalty - Determination to Win", Hai Phong has always been a pioneer and leader in patriotic emulation movements, a dynamic and creative growth pole of the country, especially in the period of innovation. In particular, the merger of Hai Phong and Hai Duong is a historic opportunity to build a large city, becoming a new growth pole, worthy of the nation and the region.

The Secretary of the Hai Phong City Party Committee requested delegates, scientists and experts to focus on discussing and comprehensively and deeply evaluating the 70-year process of construction and development of Hai Phong; clearly affirming creative and effective models and methods such as: product contracting model in agriculture, building key economic and industrial zones, international seaports, FDI attraction programs, reforming administrative procedures with the model of "electronic one-stop shop", "interconnected one-stop shop", building digital government, developing smart cities; clarifying the role and contribution of Hai Phong to the overall development of the country.
In addition, it is necessary to frankly identify the shortcomings, limitations and causes; clearly analyze the bottlenecks that need to be cleared in the development of the city, especially in the context of merging with Hai Duong. Clarify lessons learned, key factors leading to success, good initiatives, new and creative ways of doing things in socio-economic development, urban management, administrative reform, Party building and political system. Pay special attention to experience in mobilizing resources, developing strategic infrastructure, improving the investment and business environment, and building a team of cadres to meet new requirements.
Along with that, deeply analyze the new context of the impact of the fourth industrial revolution, digital transformation, green transformation, innovation and revolution in the organizational apparatus; clarify the opportunities and challenges when merging Hai Phong - Hai Duong, with the area and population doubled, the third largest economic scale in the country, requiring breakthrough thinking, strong aspirations and new strategic vision.
From there, propose groups of breakthrough solutions, specific mechanisms and policies for the city after the merger, focusing on a number of issues such as: Innovation of growth model based on science and technology, innovation and digital economy; solutions for developing private enterprises in Hai Phong. Investing in strategic infrastructure, regional traffic connections, seaports and smart cities. Developing high-quality human resources, culture - society, improving people's quality of life, building a comprehensive digital society...
Suggesting typical international initiatives and experiences from successfully developed cities in the world, such as Singapore, Seoul, Shanghai, Shenzhen, etc., to seek new approaches suitable for the conditions of Vietnam in general and Hai Phong in particular.
