On the morning of June 28, in Da Lat city, the People's Committee of Lam Dong province and the Green Economy Institute organized the Workshop "Vietnam-Cuba Biomedical Technology Cooperation". This activity aims to concretize and implement Resolution No. 57 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation.
This is also a meaningful activity, aiming to celebrate the 65th anniversary of Vietnam-Cuba diplomatic relations (December 2, 1960 - December 2, 2025).

In his opening speech, Member of the Party Central Committee, Secretary of Lam Dong Provincial Party Committee, Mr. Y Thanh Ha Nie Kdam said that with the great potential and advantages in terms of climate, human resources and development space after the merger, it creates favorable conditions for Lam Dong to make a breakthrough in developing science, technology, innovation and digital transformation; develop green economy, circular economy right in the domestic consumption market and realize the ability to connect and export science and technology products to the world; especially advanced biomedical technology products.

“The workshop is an important forum, connecting managers, scientists, experts and leading biomedical science and technology entrepreneurs of Cuba and Vietnam in association with the development orientation, practical needs and exploitation of the potential of Lam Dong province in healthcare and biotechnology; together sharing experiences, connecting cooperation, towards the development goals of both sides”, emphasized Provincial Party Secretary Y Thanh Ha Nie Kdam.

At the workshop, the leading management agencies, experts, scientists, and biomedical science and technology organizations of the two countries discussed and suggested a number of breakthrough policies and mechanisms, especially the legal framework for controlled testing for the transfer, research, development, and commercialization of biotechnology and biomedicine in Lam Dong; proposed the content and mechanism of cooperation, promoting technology transfer, training experts, and developing applied products based on inventions, patents, and technical and technological solutions with commercialization potential of Cuban scientists in public health care and applications in high-tech agriculture.

At the same time, strategically position Lam Dong province to become a center for biomedical technology innovation in the South and the whole country; initiate the process of establishing the Vietnam-Cuba Biomedical Technology Cooperation Center in Lam Dong, aiming to develop a high-tech biological park; affirm the role of Lam Dong province as a bridge in the chain of medical-science-agricultural innovation based on indigenous resources.

Speaking at the workshop, Secretary of the Party Central Committee, Head of the Central Policy and Strategy Committee Tran Luu Quang emphasized that the workshop "Vietnam-Cuba Biomedical Technology Cooperation" is a very meaningful activity to concretize the Joint Statement, in line with the development orientation, in line with the potential and strengths of Vietnam and Cuba.

Comrade Tran Luu Quang said that advanced biomedical technology has been identified as one of 11 strategic technology groups of Vietnam. For Cuba, this is a successful model of innovation in the field of advanced biomedical technology, successfully building a complete biotechnology ecosystem of international stature.
He highly appreciated Lam Dong's initiative and strategic vision in pioneering cooperation with Cuba in the field of biomedical technology; thereby, contributing to concretizing Resolution No. 57 and creatively integrating and realizing all four resolutions of the "strategic quartet" issued by the Central Committee.

According to Ms. Maylem Rivero Silva, Minister Counselor, in charge of the Economic and Commercial Office of the Cuban Embassy in Vietnam, during General Secretary To Lam's visit to Cuba, many incentive mechanisms and measures to facilitate Vietnamese enterprises currently operating in Cuba, as well as Vietnamese enterprises that will invest in Cuba, were approved by the Cuban Government. Many new business investment methods were approved, aiming to promote and increase the attraction of joint investment.
The workshop is an opportunity to discuss the potential for cooperation between the two countries, the mechanisms and necessary conditions for establishing and operating the Vietnam-Cuba Biomedical Technology Cooperation Center in Lam Dong. This will be the “nucleus” to form a complete biotechnology ecosystem, not only serving the two countries, but also being able to replicate the cooperation model with other international partners.
“This is not simply an initiative on economic and scientific cooperation but also a symbol of the strong friendship between Vietnam and Cuba and a testament to the aspiration of the Vietnamese people to rise up and take a shortcut in the new era,” comrade Tran Luu Quang emphasized.

Ms. Maylem Rivero Silva said that Vietnam continues to firmly consolidate its position as Cuba's second largest trade partner in Asia and one of the key investors in Cuba.
Recently, after many years of cooperation, the two sides have established a joint venture in the field of biotechnology and pharmaceuticals to develop and produce high-tech human medicines. This is a very meaningful event in bilateral cooperation, contributing to deepening the good traditional relationship and proving that, by working together, we can implement projects that bring practical benefits to both sides.
Along with its potential and strengths in natural conditions, biotechnology, medicine, human resources, science and technology... Lam Dong is a locality with a lot of experience in cooperating to develop biotechnology with Cuba, such as producing vaccines to prevent hepatitis B, meningitis; cooperating in research and development of vaccines against typhoid fever...

In order to maximize the potential and attract Cuban and Vietnamese enterprises to cooperate and invest in Lam Dong province, in his speech at the Workshop, Chairman of Lam Dong Provincial People's Committee Tran Hong Thai pledged to support the model of "Enterprises leading - Supportive policies". In which, Cuban enterprises invest technology and expertise, domestic enterprises invest capital, Lam Dong authorities commit to creating a favorable investment environment with specific policies.

In particular, Lam Dong province is committed to sustainable development, with reasonable exploitation of forest land, environmental protection, annual reforestation with precious medicinal species and development of eco-tourism combined with biotechnology to create a comprehensive development model.

“With rich biological resource potential, strong support policies and experience in cooperation with Cuba, Lam Dong is ready to become an attractive destination for Cuban biotechnology enterprises and the first “policy laboratory” of Vietnam in the field of biomedical technology,” Mr. Tran Hong Thai emphasized.

Lam Dong aims to achieve an export turnover of biotechnology products of 100 to 150 million USD by 2030, creating jobs for about 8,000 high-quality workers, contributing 2% to the province's GRDP.

Along with the development of agricultural biological products that meet export standards, natural medical products from indigenous medicinal herbs and Vietnam-Cuba cooperation patents.
