“Digital heart” of Hue smart city
Established in 2018, HueIOC Center is considered a data connection point from specialized software, public service systems, operation centers and outstanding people-serving platforms such as the field reflection function, hotline 19001075, Weather and natural disaster functions... Up to now, the system has received 183,000 reflections, the processing rate is over 98%, the satisfaction level of people and businesses is over 92%. Hotline 19001075 received and processed 37,939 calls; of which, 31,660 were incoming calls, 6,279 were outgoing calls. Thanks to the continuous information system, city leaders can monitor the socio -economic development situation in real time, promptly giving appropriate instructions.
Along with the HueIOC Center, the Hue-S application launched in 2019 has become a super application connecting the government - people - businesses. This platform provides more than 50 convenient services for people, businesses and state agencies, from online public services, electricity, water, environment to health, tourism, smart education . Hue-S increasingly affirms its role as a tool to help the government listen to and promptly handle social issues, while improving the effectiveness of people's supervision.
After many years of operation, the HueIOC Center and the Hue-S digital platform have become a "pillar duo" serving the people comprehensively, contributing significantly to bringing Hue into the leading group of the country in terms of Digital Transformation Index (DTI). In a recent announcement by the Ministry of Science and Technology, Hue ranked 2nd nationwide in DTI in 2024, up one place compared to 2023. The annual DTI index is considered an important measure reflecting the readiness and effectiveness of digital transformation implementation of localities.
Based on the pillars of DTI, the city continues to identify digital transformation as a driving force to improve service quality and urban management efficiency. Over the years, Hue has maintained a high ranking in the DTI rankings thanks to its focus on developing shared data, perfecting online public services and promoting digital interaction with the people. This result has an important contribution from the HueIOC Center - the core of information system coordination, supporting the monitoring of file processing progress, monitoring service delivery quality and promptly identifying bottlenecks to propose solutions.
By 2030, the city aims to have over 70% of the population regularly using digital services on a common platform; the digital economy contributing over 15% of GRDP; completing and connecting all data via HueIOC. At the same time, forming a digital social platform with at least 80% of the population having basic digital skills and over 90% of public services provided online at level 4 or equivalent.
Cross-Level Data Coordination - Reducing Delays in Command
In the two-level local government model, the HueIOC Center plays a role in coordinating data between the city and wards and communes, helping leaders promptly grasp the situation at the grassroots level and make timely decisions. Digital working platforms, digital reports, task monitoring systems, two-level interactive tools and automatic monitoring systems for public administrative services... contribute to innovating management methods and improving the operational efficiency of the government apparatus. Hue-S is not only an application serving administration but has become a core platform in the process of building digital government and smart urban areas of Hue city.
The city is also gradually perfecting the geographic information system (GIS) and building integrated digital maps to serve planning, land management, construction order, tourism, healthcare, education, etc. Connecting data from many sectors helps forecasting and trend analysis to be done more accurately; at the same time, creating conditions for businesses and people to access information in a transparent manner.
Along with investing in and improving infrastructure, Hue focuses on training a team of staff in charge of information technology in departments, offices, wards and communes. This force helps maintain the operation of digital systems, guides people in using online public services and supports solving problems arising in operation. Improving digital capacity for grassroots staff is a key solution to ensure the system operates effectively, consistently and safely.
According to the orientation, by 2030 the city will complete the smart urban data platform; expand the application of artificial intelligence and automation in work processing; ensure the provision of comprehensive, friendly public services and gradually form a digital city. HueIOC continues to be the center for operating these goals through data standardization, building a shared dashboard and perfecting online management support tools.
It can be seen that the effective exploitation of digital data sources has created conditions for the city to operate a two-level local government model flexibly and transparently, reducing delays in processing work. This is also the foundation for Hue to maintain its position at the top of the country in terms of Digital Transformation Index (DTI).
