Lam Dong promotes and innovates administrative reform

In the period of 2021 - 2025, administrative reform (AR) in Lam Dong province has had many positive changes, contributing to improving the effectiveness and efficiency of the state apparatus and improving the investment and business environment. Continuing to inherit and promote the achieved results, the province is promoting AR in a modern and transparent direction, taking the satisfaction of people and businesses as a measure.

Many clear changes

During the last term, Party committees and authorities at all levels focused on leadership and direction, considering administrative reform as a central and continuous task. Agencies and units proactively concretized resolutions and action programs, issued administrative reform plans suitable to the reality of each locality; at the same time, strengthened inspection and supervision to ensure implementation progress.

The work of drafting, reviewing and examining legal documents is carried out strictly and in accordance with procedures, ensuring their constitutionality, legality and feasibility. The quality of document appraisal is improved, contributing to the completion of the local legal system.

Many initiatives are effectively implemented

There have been many strong changes in administrative procedure reform. The one-stop shop and inter-connected one-stop shop mechanisms operate in a disciplined manner; the rate of files resolved on time has increased. Discipline and administrative order have been tightened; the responsibility of leaders has been promoted. Localities maintain regular dialogue and promptly resolve difficulties for businesses.

The application of information technology and digital transformation has been promoted. The provision of online public services, digitalization of records, and online payments have been expanded; administrative procedure information has been made public by QR codes at agencies and units, making it easy for people to look up. Many initiatives have been effectively implemented such as: "Citizens do not write", "Day without paper records", "Mobile certification", "Files without paper", "Application of AI to resolve administrative procedures".

After the merger, Lam Dong province (new) continues to expand many reform models such as "Non-territorial administrative records", "Appointment-free records", "Digital public administrative procedures", creating maximum convenience for people and businesses.

Ham Thuan Nam commune officials focus on speeding up progress

The work of controlling administrative procedures is carried out synchronously. The province has issued 36 decisions to announce the list of administrative procedures with 2,358 procedures at all levels; fully publicized on the Public Service Portal and the electronic one-stop system. 100% of administrative procedures at the provincial and commune levels have internal and electronic procedures.

The whole province provides 2,227 online public services; the rate of digitization of records reaches over 67%, the rate of electronic results is over 72%. The system of Public Administration Service Centers from the province to the commune is improved, equipped with full facilities, surveillance cameras, smart result kiosks; priority counters are arranged for the disadvantaged.

From July 2025 to present, the province has always been in the group of 13 leading localities nationwide in terms of quality of administrative procedure settlement on the National Public Service Portal.

However, administrative reform work is still limited: people are not bold enough to use online public services; IT infrastructure in some communes is not yet synchronized; vertical industry software is not yet stably connected; regulations on administrative procedures change frequently; streamlining staff is still difficult, especially in education and health care.

Determined to make a breakthrough

Entering a new phase, Lam Dong province is determined to continue promoting administrative reform, building a modern, transparent, effective and efficient administration.

Administrative reform in the Party: Party committees at all levels strengthen leadership, promote the responsibility of leaders; improve the quality of document issuance; perfect the party member data system; invest in equipment for digital transformation.

Government administrative reform: The Provincial People's Committee issued an administrative reform plan for the period 2026 - 2030; strengthened inspection and self-inspection; launched an administrative reform emulation movement; encouraged innovation and creativity. The PAR Index and SIPAS are assessed annually using new methods and technology applications.

Institutional reform focuses on improving the quality of documents, ensuring consistency, timeliness, feasibility, and enhancing the responsibility of departments and branches in law enforcement.

Reforming administrative procedures towards data standardization; upgrading the Public Service Portal and Electronic One-Stop System; promoting digitalization of records and online payments; supporting people, especially in remote and isolated areas, to access online public services.

Supervision of officials and civil servants in handling administrative procedures will be enhanced, taking people's satisfaction as a measure. Reform of the organizational apparatus will continue to be streamlined, with clear functions and tasks, promoting decentralization and delegation of power associated with accountability. The province strives to overcome overlaps, reduce intermediate levels, and improve management efficiency.

Reforming the civil service system focuses on building a team of "right people, right jobs" with professional qualities and capabilities; transparent recruitment, competitive exams; training according to job positions; strictly handling violations; and strongly applying IT in staff management.

Reform public finance towards autonomy and savings, increase development investment spending, especially for digital transformation infrastructure; tighten financial discipline; effectively manage public assets.

The team of cadres and civil servants should improve their sense of responsibility, shifting from the mindset of "working until the end of the day" to "doing all the work"

Building e-government and digital government continues to be a key task. The province promotes connection and data sharing; completes broadband infrastructure to the commune level; ensures information safety and security; integrates AI into the provision of online public services throughout the process; and improves the capacity of the information technology team.

The results achieved in the 2021 - 2025 period, along with clear orientations and solutions for the 2026 - 2030 period, demonstrate Lam Dong's strong determination to build a modern, professional administration to better serve people and businesses. With the spirit of innovation, creativity and efforts of the entire political system, the province's administrative reform work will continue to create breakthroughs, contributing to the successful implementation of socio-economic development goals in the new period.
