To change your VNeID password, citizens should follow these steps:

3. Some regulations regarding electronic identity accounts
3.1 Terms of Use for Electronic Identity Accounts
Individuals using electronic identity accounts must comply with the following regulations:
- Electronic identity accounts must not be used for activities or transactions that violate the law; infringe upon national security, defense, national interests, public interests, or the legitimate rights and interests of organizations and individuals.
- Unauthorized interference with the operation of the electronic identification and authentication system is prohibited.

3.2. What is an electronic identity account used for?
- Electronic identity subjects use their electronic identity accounts to log in and use the features and utilities on the VNelD application and the electronic identity information page.
- Electronic identity accounts created by the electronic identity and authentication system are used to carry out administrative procedures, public administrative services in the electronic environment, and other activities as needed by the electronic identity subject.
- Agencies, organizations, and individuals are allowed to create accounts to serve their operations and are responsible for verifying and ensuring the accuracy of the accounts they create, as well as determining the level and value of use for each account level.
The information used to create an account is provided by the account holder or agreed upon by the account holder for use by agencies, organizations, or individuals to create the account.
- The use of a Level 1 electronic identity account created by the electronic identity and authentication system for Vietnamese citizens with electronic identities serves as proof of their information as stipulated in Clause 1, Article 7 of this Decree, and for foreigners with electronic identities, it serves as proof of their information as stipulated in Clause 1, Article 8 of this Decree in activities and transactions requiring the provision of personal information of the electronic identity subject.
- The use of level 2 electronic identity accounts created by the electronic identification and authentication system for electronic identity subjects who are Vietnamese citizens:
+ It has the same value as using a Citizen Identity Card in conducting transactions that require the presentation of a Citizen Identity Card;
+ It is valuable to provide information in citizens' documents that have been synchronized to the electronic identity account, so that competent agencies and organizations can verify it when conducting transactions that require the presentation of those documents.
- The use of level 2 electronic identity accounts created by the electronic identification and authentication system for electronic identity subjects who are foreigners:
+ It has the same value as using a passport or other valid international travel document in conducting transactions that require the presentation of a passport or other valid international travel document;
+ It is valuable to provide information in the documents of foreigners that are synchronized with the electronic identification account so that competent agencies and organizations can verify it when conducting transactions that require the presentation of such documents.
- The use of electronic identity accounts created by the electronic identity verification and authentication system for electronic identity entities that are organizations is carried out by the legal representative or delegated to an authorized person.
The use of an organization's electronic identity account serves to prove the organization's electronic identity when conducting transactions requiring verification of the organization's information; it also allows the provision of information from the organization's documents synchronized to the electronic identity account for verification by competent authorities and organizations when conducting transactions requiring the presentation of those documents.
- When an electronic identity subject uses a level 2 electronic identity account in electronic activities and transactions, it is equivalent to presenting documents to prove that the information has been integrated into the electronic identity account.
