Accordingly, in the past time, implementing projects and works serving socio-economic development in the province, in response to difficulties and problems related to land reclamation and dumping of excess materials, the Department of Natural Resources and Environment of Bac Kan has advised the Provincial People's Committee to direct or directly guide each project, work or specific field of land, minerals and environment.
To unify the resolution of difficulties and problems related to land reclamation and dumping of excess materials when implementing works and projects in the province, the Department of Natural Resources and Environment requests units and localities to implement a number of contents such as:
Regarding the implementation of regulations on exploitation and use of soil, stone, sand, gravel, and fill soil for construction projects in the province (in case of exploitation within the area of a construction project where the products only serve the construction of that project; in case of mineral exploitation within the area of a construction investment project where the exploited products serve other projects; land recovery and development of a land use plan after the end of exploitation; method of submitting documents).
For land leveling and excavation activities, investors should study and implement according to Instruction No. 43/HD-STNMT dated March 28, 2022 of the Department of Natural Resources and Environment on environmental protection in land leveling and excavation activities in Bac Kan province and Document No. 1189/STNMT-MT dated May 12, 2023 on temporary guidance on clearance of landslides caused by natural disasters on traffic routes in the province (survey and selection of locations for dumping excess soil and rock; ensuring safety and environmental sanitation during the dumping process).
Units coordinating management during the dumping, leveling, and excavation process: Department of Transport, Department of Construction, People's Committees of districts, cities, People's Committees of communes, wards, and towns.
During the implementation process, if there are any difficulties or problems, the units are requested to exchange and inform the Department of Natural Resources and Environment for consideration and specific instructions suitable to the actual situation./.
