Guidance on inventorying and reducing greenhouse gas emissions in healthcare

BTO - On the morning of June 19, Hai Phong University of Medicine and Pharmacy coordinated with the Department of Health of Binh Thuan province to organize a training conference to guide the preparation of greenhouse gas emission reports at medical facilities in Binh Thuan.

At the conference, experts from Hai Phong University of Medicine and Pharmacy introduced a toolkit for surveying greenhouse gas emissions in the healthcare sector; detailed instructions on how to download survey forms, collect and synthesize data from various sources. Specifically, stationary combustion (gasoline, oil), mobile combustion (vehicles), electricity consumption, other emission sources and information on trees on medical premises. The objective of this activity is to assess the current status of greenhouse gas emissions at medical facilities in the period 2023-2024, build a list of units that need to inventory greenhouse gases by province/city and develop guidelines for reporting annual emission data. In addition, the conference also discussed and proposed solutions to reduce greenhouse gas emissions in accordance with the actual operating conditions of each unit.

According to the plan, the program will be implemented nationwide in 2 phases. Phase 1 (2024) will conduct a sample survey at medical facilities in 6 provinces and cities including Hanoi , Hai Phong, Da Nang, Khanh Hoa, Ho Chi Minh City and Can Tho. Phase 2 (2025) will expand the survey and assess the current status of emissions at all medical facilities nationwide based on full data collection in 2024. The scope of the survey is hospitals, medical centers, medical training schools, pharmaceutical manufacturing companies, medical facilities under ministries/sectors; focusing on direct emissions from on-site activities and indirect emissions from energy consumption.

Specialist Doctor II Le Van Hong - Deputy Director of Binh Thuan Department of Health said that preparing a greenhouse gas emission report is not simply a technical procedure but a foundation for assessing the current situation, identifying emission sources of each medical facility. From there, a scientifically based and feasible emission reduction plan can be developed. This is the basis for the health sector to integrate environmental and climate factors into the planning process, infrastructure investment, equipment procurement, energy system operation, medical waste treatment and improving the quality of patient care.
