Guidance on the import process of goods with high safety risks for businesses in Tay Hai Phong

The Department of Standards, Metrology and Quality of Hai Phong City guides businesses in Tay Hai Phong on the process of importing goods with high risk of unsafety.

On the afternoon of July 18, the Department of Standards, Metrology and Quality (Department of Science and Technology) of Hai Phong City held a conference to guide the registration of State inspection of the quality of imported products and goods of group II (with high risk of unsafety) under the responsibility of the Ministry of Science and Technology and the implementation of TBT commitments in Vietnam.

Attending the conference were representatives of the Office of the Agreement on Technical Barriers to Trade (TBT) and a number of import-export enterprises in the West Hai Phong area.

Ms. Nguyen Thi Mai Phuong, Deputy Director of the Office of the Agreement on Technical Barriers to Trade (TBT), presented an overview of TBT.

Imported goods in group II are goods with high safety risks such as chemicals, fertilizers, industrial explosives, explosive precursors, inorganic fertilizers, textile products, etc. Therefore, the import documents and procedures are very strict and rigorous.

Import-export enterprises in the city need to proactively grasp and properly implement regulations on quality inspection registration to avoid risks and delays in customs clearance, causing unnecessary damage.

Ms. Hoang Thi Hong Ngoc, Head of the Department of Standards, Metrology and Quality of Hai Phong City, pledged to provide technical support, consultation, dissemination and guidance to businesses on procedures for checking the quality of imported group II, and improve the capacity to respond to technical barriers in international trade.

At the conference, Ms. Nguyen Thi Mai Phuong, Deputy Director of the TBT Office, presented an overview of TBT and TBT commitments in new-generation Free Trade Agreements (FTAs). She also assessed the role and impact of TBT on trade activities and the implementation of TBT commitments in Vietnam.

The TBT Agreement was created to ensure that technical regulations, standards and conformity assessment procedures do not create unnecessary or discriminatory barriers to trade. At the same time, it allows member countries to achieve legitimate policy objectives of protecting national security, protecting the environment, protecting human health and preventing counterfeiting and deceptive practices.
